Support to IT systems design and development within the Ministry of Agrarian Policy and Food (MAPF) and subordinated agencies and including electronic document management systems and shared systems
The overall objective of the European Union Support to Agricultural and Food Policy Implementation (SAFPI) project is to reinforce the capacity of the Ministry of Agrarian Policy and Food (MAPF) to implement the Agriculture and Rural Development (ARD) Strategy in line with Ukraine’s commitments under the Association Agreement and the Deep and Comprehensive Free Trade Agreement (DCFTA). The project’s main beneficiary is the Ministry of Agrarian Policy and Food.
As part of its capacity building effort, SAFPI needs to engage the services of an expert withexperience of Information Technology (IT) systems design and development, preferably with significant experience of developing IT systems for the public sector. The IT expertwill operate as part of the Reform Support Team (RST) located in MAPF.
Scope of Work
TheIT expert will provide technicalsupport for IT systems design and development in MAPF and its subordinate agencies. Diagnostic and development activities will need to be achieved in line with the specified SAFPI work plan deadlines and to a high quality and specifically,
- Review all relevant documentation in regard to IT systems design and development in the context of the Government of Ukraine (GoUA) in general and MAPF and its subordinate agencies in particular.This will need to cover all previous diagnostic and technical work undertaken on IT development, including by the GoUA’s development partners (e.g. The World Bank, UNDP, EU, bilateral donors, etc.);
- Undertake a gap analysis of the existing IT system recognising the current situation, key challenges and remedial actions necessary to make it fit-for-purpose and in line with international standards for IT systems performance;
- Consider the Laws, standards, process and procedures for IT management across the GoUAas well as other IT system development initiatives being supported (or about to be supported) by development partners in order to ensure complementarity and avoid duplication;
- Provide design and development solutions for the following:
- Development of a common IT governance and service model;
- Integrated Financial Management Information System (IFMIS) – taking particular note of requirements specified for IT in the recently approved Ministry of Finance ‘Public Financial Management System Reform Strategy 2017-2021 and Action Plan’;
- Integrated Electronic document mamangment system;
- IT Helpdesk function;
- Shared services for MAPF and its subordinate agencies (e.g. email, data protection and storage, reporting systems);
- Common software packages;
- Licences;
- Needs based hardware provision;
- Service and repair arrangements;
- Training requirements; and
- Other items identifiedfrom the gap analysis as being important
- Ensure that the gap analysis takes an integrated approach, addresses issues in regards to the whole IT environment and develops solutions which are needs based, affordable and sustainable;
- Prepare a costed and prioritisedtechnical proposal for IT system development in MAPF and its subordinate agencies which can be presented to development partners as a request for potential funding (GoUA own contribution should also be identified);
- Assess any emergent risks or problems which may adversely affect results and propose mitigating actions;
- Contribute technical material and analysis to the SAFPI six monthly progress report provided to the client and the beneficiary; and
- Brief stakeholders (including the client, beneficiary, other GoUA officials, and donors) on the nature and status of support for IT design and development as necessary
Duty Station
The expert’s work base will be Kiev. Some duties may be required to be undertaken in other regions of Ukraine but only following a clearly presented justification approval of both the Team Leader and the EU Delegation in Ukraine.
Qualifications and Experience
- Relevant University degree to Masters level with significant focus on IT systems design and development
- Excellent knowledge of IT systems design, preferably in the context of the public sector
- Ideally with good knowledge of working processes and procedures in the GoUA
- At least fiveyears of working in IT systems design and development
- Knowledge of donor engagement on IT systems design in the GoUA would be an advantage
- Good communication skills
- Fluent in spoken and written Ukrainian and Russian, working knowledge (written and spoken) of English is highly preferable
