The Organization

Disability Rights Oregon (DRO) is a statewide, nonprofit law office that is designated as the Protection and Advocacy System for Oregon. Its mission is to promote and defend the rights of individuals with disabilities. It envisions a society in which persons with disabilities have equality of opportunity, full participation and the ability to exercise meaningful choice. DRO receives funding from eight separate federal programs as well as grants, contracts and private contributions. It has 25 staff members including attorneys, advocates, benefits planners, intake advocates, and support personnel.

The Position

The Comptrolleris based in Portland and reports to the Executive Director. Responsibilities include managing the financial systems of DRO; providing regular financial reports to the Executive Director, DRO Board of Directors, and DRO PAIMI Advisory Council; ensuring that DRO meets federal, grant and contractual financial requirements for its programs and operations; overseeing resource allocation and oversight and management of the annual external financial audit, as well as periodic federal audits.

Essential Functions/Principal Accountabilities

•Manage accounting operations and ensure that all functions are completed in a timely manner, including preparing regular financial reporting and cash flow projections

•Manage payroll and benefits administration

•Budget analysis and preparation

•Oversee financial analysis of income expenditures, long-range financial projections, and trouble shooting

•Oversee purchase, lease, and maintenance of equipment and contracts with major vendors, and purchasing office supplies and library materials

•Manage and support the annual financial audit and tax return preparation

•Maintain current knowledge of OMB regulations, and specific grant requirement

•Serve as primary financial contact with federal funding agents and other grantors and contractors, including negotiation of an indirect rate

•Manage accounts payable and accounts receivable

•Coordinate bank deposits and maintain agency bank accounts and investment instruments

•Managed employee time reporting and allocation of expenses among programs

•Attend DRO Board of Directors meetings

•Prepare financial reports for funding agencies

•Ensure filing of all state and federal payroll reports

•Participate in management meetings

•Maintain liability and property insurance contracts

•Perform other duties as required

Minimum Knowledge, Skills, and Abilities Required

  • Bachelor's degree in accounting or business management or equivalent experience
  • Minimum five years’ progressively responsible nonprofit financial management
  • Related experience with nonprofit organization and federal grants
  • Familiarity with accounting software, as well as principles of nonprofit accounting and federal requirements
  • Ability to adapt to changing technology and financial systems
  • Ability to multi-task
  • Understanding of the relationship between finance and program functions
  • Ability to work effectively and cooperatively within a team framework
  • Ability to establish and maintain effective relationships with funding agency personnel
