Township Committee Approval of a Conceptual Plan for an Access Road

Through the Municipal Complex to Ridge High School

WHEREAS, the Bernards Township Committee held a special meeting on February 23, 2005, to entertain a proposal by the Bernards Township Board of Education for the construction of an access road(s) and additional parking at the Municipal Building for access to, and use by Ridge High School; and,

WHEREAS, traffic congestion at times during the day on South Finley Avenue at the entrance to the High School has been an ongoing concern to the School Board and the Bernards Township Police Department; and,

WHEREAS, the Bernards Township Board of Education requested approval from the Township Committee for a conceptual access road easement to work in conjunction with their proposed parking plan for inclusion with submission of an application for State Funding to the NJSCC by March 1, 2005; and,

WHEREAS, the Board of Education further proposed that regardless of the outcome of the funding application they would like to proceed with an access road; and,

WHEREAS, the Bernards Township Committee reviewed two conceptual plans; one prepared by Douglas Radcliffe, A.I.A, Architect from Spiegle Architectural Group, representing the Bernards Township Board of Education proposing a new parking lot on township property ,and another prepared by Peter A. Messina, P.E., P.P., township engineering and planner showing the new parking lot on Board of Education property; and,

WHEREAS, the Bernards Township Committee agreed that the conceptual plan prepared by Peter Messina (attached hereto “the plan”) was the best solution to improve access and parking at Ridge High School both from an environmental and economical prospective; and,

WHEREAS, the plan shows an additional 262 parking spaces on Board of Education Property and minimal disturbance to municipal property; and,

WHEREAS, the estimate for the entire plan is $1,000,000, with improvements to the township property estimated at $168,000; and,

WHEREAS, the Bernards Township Police Chief has reviewed the plan and expressed his support.

NOW THEREFORE BE IT RESOLVED, by the Township Committee of the Township of Bernards that we do hereby memorialize our approval of the conceptual access road and parking plan attached hereto and presented at the February 23, 2005, special meeting.

NOW THEREFORE BE IT FURTHER RESOLVED, by the Township Committee of the Township of Bernards, that we further do memorialize that no funding commitment is authorized at this time for the construction or maintenance of the access road or parking.
