  • NANC Meeting on December 1, 2016. Sanford provided an update on the PA/NANPA consolidation noting that the order is still in circulation at the FCC.

  • Following poolingrelated issues went into initial closure on 10/14/20 at INC 151:
  • Issue 826, Criteria Added: To Address Conflicting Requirements Between The ATIS Packet technologies And System Committee (PTSC) and The Industry Numbering Committee (INC) Regarding The Dual Assignment of 10-Digit Numbers as Both a Location Routing Number (LRN) and a Subscriber Directory Number (DN) Review Issue Statuses
  • Added a footnote pointing to the PTSC Document
  • Issue 827, Relevant Pages of Interconnected VoIP Provider and Carrier Partner Agreement
  • Language added that relevant pages be provided when submitting an agreement between the interconnected VoIP provider and a carrier partner
  • Issue 829, Documentation Needed When the Carrier Partner Name on the Carrier Partner Agreement Does Not Match the Carrier Partner Name on the Interconnection Agreement

Request / Action
Ongoing: Receive requests with either no supporting documentation or incorrect supporting documentation. / Ongoing: Send courtesy email to applicant requesting documentation or correct documentation. In some cases, provided the license to the carrier.
Ongoing: In certain areas,it was requested that the RNA continue to assign 211 for VoIP and 511 for wireless. / Ongoing: The RNA will continue to assign in that manner in an NPA until either the 211 or 511 NXX is depleted or if a carrier has requested a specific assignment preference.
  • Pooling

Request / Action
Ongoing: VoIP Direct Access Order support. / · Sent 1 emails to state commission staff about new and pending applications.
· Responded to more than 75 inquiries state regulators about 30-day notifications and LRN requirements.
· Continued investigation on 3 state inquiries about whether VoIP providers will have to follow state rules about 30-day notifications and other rules.
·Added information for two states to the 30-day state notification process and contact list and posted it to the website.
·Worked with VOIP applicants to educate them on providing acceptable supporting documentation for requests for resources.
·Reviewed the 30 day notices to the state commission provided by a VOIP applicant for requests for resources in multiple rate centers to ensure that for each request that the notices were not previously used for a previously approved request for resources for the same rate center.
A state commission staff person requested information on what authorization was provided for a block assignment. / Investigated the history on the assignments to that SP in the state going back to 2008 and provided the state authorization documents submitted at the time to the staff person.
A state commission staff person inquired about why a code was non-pooled in their state. / Explained that not all codes in a state are pooled and reviewed reports on the websites to determine where rate centers and codes are pooled, and not pooled. Provided an ad hoc report to the staff person of all non-pooled codes.
A state staff person responded to a request for extension on a block activation stating they had no jurisdiction over the carrier. / Provided information to the commission staff person about the reclamation rule and after review of past commission practices, the staff person reversed his position and acted on the request.

Trouble Ticket Log

  • There was one new trouble ticket opened and closed in November.
  • Pre-populate block request was showing 66 instead of 31 calendar days on the view of the Part 1A but when the form was submitted the Part 1A then showed 31 calendar days.
