The notice of meeting was received.

87. POLICE CONSULTATIVE ARRANGEMENTS
The Chair welcomed Temporary District Inspector Alison Sharp.
Inspector Sharp explained her position as Temporary District Inspector was due to the promotion of Inspector Dave Jolly to Wrexham. Once an Inspector is allocated to the area she will act as a Support Sergeant to them.
Members raised the following issues:
· Rangers at Wepre Park had received abuse from dog walkers after asking them to clear up dog fouling and explained that dogs should be kept under-control and on a lead especially near the playground area. Also Rangers had found discarded needles in Wepre Park.
o The local PCSO is aware of the situation and as Wepre Park is on the Patrol Plan, it would be patrolled on a regular basis. If any further incidents occur with the Rangers receiving abuse they must call 101 to report the incident.
· Several areas had become a ‘hotspot’ for drug dealing such as Dock Road, behind Quaystone Church and the area between the High Street and Dock Road.
o The Police are aware of these areas and would continue to monitor.
· Anti-social behaviour by youths outside Morrions. Youths are shouting abuse at people and racing around in shopping trolleys.
o The youths had been dealt with and any future incidents should be reported when they happen and the Police can then deal with the situation at the time.
· Englefield Avenue – there is currently waterworks being carried out on this road. Youths are moving barriers and causing obstructions for traffic.
o The Police were not aware but will look into.
· Members enquired on how successful was the latest PCSO recruitment drive?
o The recruitment of PCSO’s is on-going. There are currently 2 new PCSO’s in the area with another 2 starting in December, there will also be 3 new PC’s to the area.
● Members would like an invitation extended to the new Police and Crime Commissioner to attend a Committee Meeting. The Clerk is awaiting to hear when the Police and Crime Commissioner can attend.
· Members were reminded that any incidents should be reported to 101 and not left until the Town Council Committee meeting as the more calls the Police receive of an incident as it happens means they can provide a better response.
The Chair thanked Temporary District Inspector Alison Sharp for attending.
88. CAMBRIAN AQUATICS
The Chair welcomed Simon Morgan, Chris Wallace and Sarah Breeze.
An update was given by Simon on how the first 4 months at Cambrian Aquatics had developed.
Chris, Centre Manager explained how pleased he was with working with an excellent team who are passionate about making a success of Cambrian Aquatics not just with the swimming but also with land training activities. Since the 1st June Cambrian Aquatics now have 14 schools confirmed and thanked the Council for providing funding which assists with them still being able to offer the free disability swims and free over 60’s swimming sessions. The original proposal was to have 13 hours public swim, this has now doubled. Cambrian Aquatics are looking to go from strength to strength as a sustainable business.
o Members expressed how proud the Council are of Cambrian Aquatics success in their first 4 months. The Council thanked Simon and his team for their commitment and look forward to Cambrian Aquatics going from strength to strength.
89. BIG LOTTERY – CREATE YOUR SPACE PROPOSAL
The Chair welcomed David Boyce, Groundwork, North Wales.
David explained what the Big Lottery Fund’s ‘Create Your Space’ programme aims were. The aims are to inspire communities in Wales to improve their natural environment to meet the needs of current and future generations. Following an initial consultation ‘Our Back Yard’ is through to stage 2 of the programme. Further community consultations are scheduled for the near future.

95. NOTIFICATION OF REQUESTS FOR FINANCIAL ASSISTANCE

96. NORTH WALES TREATMENT PLANT
The Clerk submitted an email from Toby Barker, Camargue dated 15 September 2015 regarding the development stages of Parc Adfer (copy forwarded to Councillors with the Agenda).
The Clerk informed Members that an email had been sent to Toby Barker inviting him to attend a Town Council meeting to provide an update on developments of Parc Adfer.
RECOMMEDED:
That the email be received and the Clerk to arrange a suitable meeting for Toby Barker to
attend.
97. CCTV
The Clerk informed Members that more information would be available in due course.
RECOMMENDED:
That the Clerk writes to Neal Cockerton, Flintshire County Council to ascertain what costs
would be involved for next year’s precept.
98. FLINTSHIRE LOCAL DEVELOPMENT PLAN – TOWN & COMMUNITY LDP
WORKSHOP
The Clerk submitted a letter dated 16 September 2016 from Andrew Farrow, Chief Officer (Planning & Environment) Flintshire County Council regarding the vision and the objectives of the Development Plan (copy forwarded to Councillors with the Agenda).
RECOMMENDED:
That the letter be received. The Chair of the Council Councillor Martin White and Councillor A. J. Roberts to attend the meeting. That the Clerk invites Andrew Farrow to give a presentation to Members.
99. THE NATIONAL ALLOTMENT SOCIETY
The Clerk submitted the renewal invoice (copy forwarded to Councillors with the Agenda). RECOMMENDED:
That the membership be renewed.
100. RAINBOWBIZ
To consider waiver request for Diversity Festival 2017.
