Reports to: Water Superintendent

SUMMARY:

Under limited supervision, manages all aspects of the electrical and mechanical control equipment and computer software and hardware associated with water treatment facilities for the City of Cañon City.

Manages the Programmable Logic Controllers (PLC), SCADA systems, Local Area Network, and electronic instrumentation for the Water Treatment Plant (WTP) operations. Develops and implements improvements to and utilization techniques for electronic WTP systems. Diagnoses and resolves programming and operational issues or problems. Enhances programming to improve functionality. Diagnoses, repairs, and calibrates electronic measurement equipment, control systems, and local area network relating to treatment processes.

Coordinates and manages engineers, contractors, and suppliers regarding electronic systems operations and improvements. Reviews engineering design drawings and proposals to ensure compliance with operating requirements. Prepares bid specifications for new systems and related equipment. Ensures that plant operation level is sufficient to meet state regulations. Oversees or assists with installation and testing of electronic systems.

Develops objectives and requirements for electrical and electronic hardware and software to serve future WTP needs. Documents problems and solutions, technical issues, and modifications to WTP. Generates periodic and special reports for management or regulators. Provides technical expertise regarding plant electrical and electronic systems. Guides activities of maintenance personnel. Trains employees on electrical/electronic systems as needed. Performs related duties as established by law/ordinance or reasonably directed by the City.

QUALIFICATIONS:

Education/Experience:

Bachelor’s degree in Electrical Engineering or related field; and 1 year of water or wastewater treatment controls experience; or any equivalent combination of education and experience.

Knowledge of:

§  The theory, principles, practices, and methods of water treatment and associated plant monitoring equipment types, maintenance and repair.

§  The theory, principles, and practices of electrical engineering, electrical circuitry and equipment.

§  Federal, state, and local electrical code standards pertinent to water treatment plants.

§  Computer operation and computer applications associated with water treatment operations.

§  Mechanical drawings and electrical schematics, including piping and instrumentation diagrams.

§  Safety procedures and equipment related to water treatment and electrical equipment.

§  PLC and SCADA systems.

Skill in:

§  Managing PLC, SCADA systems, Local Area Networks, and electronic instrumentation for water treatment operations.

§  Diagnosing and resolving programming and operational issues or problems in electronic WTP systems.

§  Developing and implementing improvements to electronic WTP systems.

§  Coordinating and managing engineers, contractors, and suppliers regarding electronic systems operations and improvements.

§  Reviewing engineering design drawings and proposals.

§  Preparing bid specifications for WTP electronic systems.

§  Installing and testing electronic systems.

§  Developing electrical and electronic hardware and software requirements.

§  Documenting problems, solutions, technical issues, and plant modifications.

§  Establishing and maintaining effective working relationships with Cañon City employees, vendors, and contractors.

Licensing/Certification Requirements:

Class C Water Operator Certificate.

Physical & Mental Requirements:

While performing the duties of this job, the employee is regularly required to sit, walk, stand, finger, reach, talk, hear, and see, using close and medium range vision. The employee is sometimes required to work around machinery with moving parts. The employee is frequently required to work with and around electrical equipment. The employee is occasionally required to work in confined spaces. The employee is regularly required to view computer keyboards and monitors. The employee is regularly required to perform repetitive motions typing on computer keyboards. The employee is occasionally required to lift and carry 50 pounds.
