Approval of Minutes- No corrections or additions to the March 10, 2015 regular Board meeting minutes, the April 7, 2015 Budget Public Hearing minutes and the April 7, 2015 Annual Organizational meeting minutes, as written.

M107 Motion made by Trustee Hedges, seconded by Trustee Geist, to approve the minutes of the March 10, 2015 regular Board meeting, the April 7th Budget Public Hearing and the April 7th Annual Organizational meeting, as written. Roll call. All ayes. Motion carried.

REPORTS:

Cemetery – Tom Hunt – Report on file (gray) – No lots sold for the month of March and two burials. The Mayor asked Tom about the change in the cemetery fee schedule and the price structure. Tom had a question from a Village taxpayer, but a non-resident, when he wanted to purchase two burial lots. He felt he should pay the Village resident price because he was a tax payer and contributed to the Village. The gentleman purchased the lots at the non-resident price because that was the policy at the time. Tom suggested we change the stipulation of buyer to Village taxpayer/ Village resident $400.00 for a burial lot and Non-Village taxpayer/ Non-Village resident $650.00 for a burial lot. After much discussion it was decided to make a change to the fee schedule.

M108 Motion made by Trustee Hedges, seconded by Trustee Brewer, to amend the Arkport Heritage Hill Cemetery Rules and Regulations fee schedule attachment to read; Village taxpayer/ Village resident $400.00 per grave lot and Non-Village taxpayer/ Non-Village resident $650.00 per grave lot. Roll call. All ayes. Motion carried.

It was also decided to change the wording on the cremation lots.

M109 Motion made by Trustee Hedges, seconded by Trustee Geist, to amend the Arkport Heritage Hill Cemetery Rules and Regulations fee schedule attachment for cremation lots to read; Village taxpayer/ Village resident $200.00 for a cremation lot and Non-Village taxpayer/ Non Village resident $300.00 for a cremation lot. Roll call. All ayes. Motion carried.

Trustee Hedges asked Tom if we were at a point where we needed to look at purchasing more land for the cemetery. Tom felt that was a couple of years off. Maybe someone would donate land to the Village. We would need to look into what funds would be available.

Code Enforcement Officer- Bill Rusby – Report on file (green) – (Absent) No Building Permits issued for the month of March. Bill attended the FLBOA Code School March 16th through the

19th. In-service training is 24 hours for 3 categories, but will change to 24 hours for 7 categories. The new code updates will be for 2015. NY State has not completed an update in nine years. There will be a mandatory eight hour training for the new codes probably in the Fall. The State

accepted 123,000,000 from the Federal Government five years ago, so that is affecting the changes the State is making to the code. Many changes are through the Federal energy code. Still need the Presbyterian Church fire inspection to be finished for the year.

DPW/Water Department – Bob Mauro – Report on file (blue) – (Absent) The Verizon sub-station is still without water. Line is frozen. Little League Park is also without water, their line is frozen. The backhoe has a problem with the heater fan. Bob should check out the warranty and see if it is covered. Have patched potholes with cold patch. Plant is not open yet for hot patch. Still working with several leaks around the Village. One overhead door is installed in the new DPW building.

Book Center – Cathy Smith – Report on file (pink) – There were a total of two hundred eighteen books checked out for the month of March. This included one hundred sixty-seven Arkport owned books and fifty-one books from STLS. Forty one interlibrary loan books were ordered. Sixty three people visited the Book Center. One hundred fifteen children from Lisa’s Daycare participated in story time through the month of March. Five volunteers helped out at the Book Center. Victoria McDaniels volunteered at the Book Center for her community service work required for school. The computer use for patrons was five hours. The summer reading program will be “HEROES” and will be held Monday July 13, 2015 to Friday August 14, 2015. The kick-off party will be in the Arkport Community Room on Monday, July 13th . We have invited two State Troopers and a Police dog to the kick-off party. The wrap-up celebration pizza party will be Friday, August 14, 2015 in the Community Room. The Book Center Board has put together a gift basket they would like to auction off at Summerfest. The Board gave their OK. Cathy called the Humane Society about the dog problem at the Book Center property. They spoke with the property owner and the problem seems to be resolved.

Treasurer – Rebecca Dennis – Report on file (white) – Review of the General Fund, Water Fund and the Capital Project Fund.

M110 Motion made by Trustee Hedges, seconded by Trustee Thompson, to approve the Treasurer’s Profit and Loss Reports for March 2015 for the General Fund, the Water Fund and the Capital Project Fund, as distributed and reviewed. Roll call. All ayes. Motion carried.

Resolution#14-33: Water bills totaling $16,957.74 to be levied onto 2015 Village taxes.

M111 Motion made by Trustee Hedges, seconded by Trustee Geist, to approve Resolution#14-33 as presented. Roll call. All ayes. Motion carried.

Resolution#14-34: Supplemental Appropriations to the 2014-2015 General Fund Budget:

·  Decrease Parks/Ball fields $600.00, and increase Garage/DPW Contractual Exp. $500.00, Snow Removal-Equipment $100.00. Decrease Admin Gr. Writer/Engr. Exp. $492.00 and increase Special Items-Other $322.00. Other Benefits $10.00, Uncategorized Exp. $160.00. No net change to budget.

M112 Motion made by Trustee Geist, seconded by Trustee Brewer, to approve Resolution#14-34 as read. Roll call. All ayes. Motion carried.

Resolution#14-35: Supplemental Appropriations to the 2014-2015 Water Fund Budget:

Decrease Water Admin. P/R $1000.00 and increase Transportation & Disp. P/R $1000.00. No Net chance to budget.

M113 Motion made by Trustee Brewer, seconded by Trustee Thompson, to approve Resolution#14-35 as read. Roll call. All ayes. Motion carried.

Resolution#14-36: Supplemental Appropriation to the 2015-2016 General Fund Budget:

Decrease Unreserved FB Approp. GF $8.00 and increase NYS revenue Sharing $8.00; decrease Unreserved FB Approp.GF $2805.76 and increase CHIPS (Income) $2805.76; decrease Contingent Appropriations (GF) $2,805.76 and increase CHIPS Base (Expense) $2,805.76; increase Contingent Appropriations (GF) $13,664.00. No net change to budget.

After much discussion it was decided to change Resolution#14-36 to read as follows: Supplemental Appropriation to the 2015-2016 General Fund Budget: Decrease Unreserved FB Approp. GF $8.00 and increase NYS revenue Sharing $8.00; decrease Unreserved FB Approp.GF $2805.76 and increase CHIPS (Income) $2805.76; decrease Contingent Appropriations (GF) $2,805.76 and increase CHIPS Base (Expense) $2,805.76. No net change to the budget.

M114 Motion made by Trustee Brewer, seconded by Trustee Hedges, to approve Resolution#14-36 as read. Roll call. All ayes. Motion carried.

The remainder of the original #14-36 Resolution will be researched and handled at a special meeting to be held April 29, 2015 at 10:30am in the Village Community room.

Old Business & Tabled Items:

Amendment to Cemetery Fee Schedule: Tom Hunt. Addressed with the Cemetery report.

Tree Removal in the Park: Fall estimates, to remove dead limbs from the trees in the Village Park, submitted by Hess Tree Service for $1,350.00 and Select Tree Care for $1,650.00 were discussed by the Board. It was decided to go with Hess Tree Service if the estimate will be the same for this Spring. The clerk will have Bob contact Hess Tree Service to ask about the estimate and set up a date to remove the dead limbs.

M115 Motion made by Trustee Thompson, seconded by Trustee Brewer, to accept the estimate from Hess Tree Service for $1,350.00 to remove the dead limbs from the Village Park. Roll call. All ayes. Motion carried.

New Business:

Small Wall in Bathroom Hallway: We have had a couple of problems with Firemen allowing access through the Fire Hall door to other people to use the Village Community room facilities without clearing it with the Village. The Fire District Board suggested a wall be built by the bathrooms and a locked door placed in the wall to stop access to the other end of the building. After much discussion it was decided to have a wall built between the two bathrooms. One bathroom will be for the Fire District and the other will be for the Village. The clerk will check with Bill Rusby, the Codes Enforcement Officer, and see if there is any problem with fire escape regress.

New B-W copier for office: CanonIR2230 is having more problems. Have had the service man twice in the last couple of months. Now our Brother color copier is also have problems with printing. Quotes were given for a new Canon copier and a Xerox copier without the 11”X17” print capabilities and paper tray. After much discussion it was decided to check with Xerox again and have the quote explained in more detail. Get two quotes on a small color copier.

Ratification of Abstract #10, Voucher #303 thru #349, in the amount of $31,661.62.
