18/2004 MINUTES OF THE MEETING OF 9 February 2004

RESOLVED The minutes were approved as a correct record and signed by the Chairman.

Standing Orders were suspended to allow Mr Manifold to speak:-

Mr Manifold expressed his great concerns over the increase in vandalism over recent weeks at Salisbury Drive recreation ground. He pointed out that there had been an increase in the use of quad and motor bikes causing damage to the football pitch and the obvious increase in noise levels which affected all surrounding properties. He also stated that large trees had been burnt down, fencing had been destroyed and recently people had starting playing golf.

Councillor Adams reported that he had seen bonfires on the site and wheelie bins had been destroyed.

It was felt that incidents were not being reported by residents to the Police as they feared reprisal against their property.

Councillor Tilley mentioned that he knew of a ’Network’ system in another area where residents contact the Police ‘en bloc’.

Mr Manifold was thanked for bring this to the Committees attention, he was also thanked for his continued work in tiding up the recreation ground.

RESOLVED Clerk to write to the Police requesting an immediate improvement in the policing of the area and that action is taken against anyone found breaking the law in and around the Salisbury Drive recreation ground.

Standing Orders were lifted at the conclusion of this item

19/2004 POLICE MATTERS

Councillors were reminded of the Police Liaison Meeting to be held on Tuesday 9 March at Goseley Community Centre

20/2004 MATTERS ARISING

Item 12/2004 (b) – Bus Shelter, Woodville Road recent reports had indicted that due to changes in circumstances the bus shelter had not be damage in recent months. It was proposed by Councillor Bell that the resolution 23/2003 (h) of 10 March 2003 requesting the removal of the shelter be rescinded this was seconded by Councillor G Blood

RESOLVED Clerk to write to SDDC requesting no further action on the bus shelter.

Item 14/2004 (a) Councillor Vorley asked if the District Council had removed any of the dangerous play equipment at Salisbury Drive.

RESOLVED Clerk to write to Chris Mason, SDDC for a progress report on the clearing of the site.

Item14/2004 (b) Recreation Sub Committee Councillor Bell gave a brief update on the progress of the Newsletter. He distributed a draft of the Newsletter to all Councillors for comments.

21/2004 Proposed re-siting of Post Office

The Chairman reported that residents in Kendricks Close had been recently surveyed on the proposed resiting of the Post Office at Kendricks Close and as result were mislead on what effect it would have on their community. Further discussions had taken place and some of the original fears were resolved and the residents are generally were happy to have the Post Office sited at Kendricks Close.

It was estimated that since partial closure Repton Road Post Office only 20 people now collect allowances from Repton Road all of which live in the immediate location.

Standing Orders were suspended to allow Mr W Hale to speak

Mr Hale stated that he felt that Kendricks Close was the best site for the Post Office and he was totally against the use of Dethick Hall due to its difficult access.

RESOLVED Clerk to write to the Post Office objecting to the proposed siting at Dethick Hall and suggest the better site of Kendricks Close.

22/2004 Parish Records on the Internet

Councillor I Blood presented a letter from Derbyshire County Council outlining the procedure for including Parish records on the internet. It was stated that this service is provided free however if the records were required on CD there would be a small cost to cover the costs of the disks. Proposed by Councillor I Blood the the Parish Records transferred to the Internet, Seconded by Councillor Bell.

RESOLVED Clerk to contact DCC to have Parish Records of Hartshorne is put on the Internet.

23/2004 HIGHWAYS, PAVEMENTS AND PUBLIC FOOTPATHS

a Report received from Mr Jim Gosden in his voluntary post as footpath walker within the Parish. In his report he mentionedt that hehas walked the majority of the footpaths and any issues as to their repair he has liased with Geoff Fewkes the Footpaths Officer at SDDC.

RESOLVED Clerk to write to Mr Gosden thanking him for all his efforts over the past year and hope that he continues the work for the forthcoming year,

b It was reported that the waste bin outside the take-away on Salisbury Drive had been removed.

c It was reported that grass verge outside Youth Adult Centre had been damaged.

d It was reported that waste bin on Main Street has not been replaced.

RESOLVED Clerk to write to SDDC in respect of item b, c, & d.

e Councillor G Blood asked whose responsibility it was for the floodlighting of Manchester Lane car park.

RESOLVED Clerk to contact Rector.

f It was reported that there are pot holes at the junction on Dunnsmore Lane and Repton Road.

g It was reported that large cracks have appeared down the centre of Tower Road.

h It was reported that the oad surface on Coal lane was in poor repair.r

RESOLVED Clerk to write to DDC Highways Department

24/2004 RECREATION GROUNDS AND ALLOTMENTS

a It was reported that there is a large amount of broken glass on the play area at Mount Road recreation ground.

bThe Chairman announced that interviews took place on Thursday 4 March for the post of Lenghtsman/Groundsman. Four candidates were interviewed and Mr S Gaynor was appointed. He will commence his duties on 1 April 2004.
