Know Your Enemy: A Major Step to Understanding the Anti-Terrorist Mission

Lieutenant General Martin R. Berndt, USMC, will discuss how the war on terrorism has progressed. He will examine issues such as whether or not victory is achievable, the global effort in the war, how to defeat the terrorist and where to go from here. Lt. General Berndt will focus on what motivates the terrorist and how the key aspects applied in this can result in victory.

Al-Qaeda Tactics, Targeting, Indicators and the Intelligence Process as it Relates to Law Enforcement

This session will be divided into four parts, presented by Ben Vensky, author/publisher and CEO of IntelCenter. The first two parts will be a current look at the tactics and targeting methodologies employed by al-Qaeda and its affiliate groups as well as the current threat environment. Special attention will be paid to how the movement of jihad fighters out of the Iraq theatre might impact these tactics, techniques and procedures around the world. The third portion will look at the significance of messaging by al-Qaeda and its affiliates and new trends in terrorist operations and organization. It will also look at indicators that can provide some insight into possible future targeting and tactics. The last segment will look at the challenges faced by the law enforcement community in obtaining and disseminating intelligence information. Areas such as determining the credibility of information, context, local impact and how to properly interpret intelligence products from other agencies will be covered.

Islamic Terrorism: Origins and Prevention

Former CIA Station Chief and founding member of the CIA’s Counter Terrorism Center, Dr. Bruce Tefft, will examine in detail the ideological foundations of al-Qaeda, and its alliances with various ‘jihadist’ groups and countries. Dr. Tefft will also examine al-Qaeda operations, its training doctrine and tradecraft. Finally, he will look at current prevention strategies and countermeasures that can and are being used against this enemy.

DAY TWO: Wednesday, October 19, 2005

Understanding Terrorist Ideology, Organization and Tradecraft

This is a two-part presentation given by International Aviation Security Specialist Constable Steve Rocke, of the Canadian Regional Peel Police Department. In Part I Steve will examine the methodology in defining terrorism, the ideology and organization of terrorism groups and the tradecraft terrorists apply to achieve their goals. He will also provide insight into the terrorist group profile and how to utilize this information in everyday intelligence, analysis and dissemination of such information.

Terrorism and Tourism

Dr. Peter Tarlow, President of Tourism and More, will present the key relationships between tourism and terrorism. The great majority of terrorist acts that occur outside of war-zones are committed against the tourism industry. Dr. Tarlow will discuss issues such as the theoretical reasons that terrorists often attack major tourism centers and can there be a valuable prediction on terrorist attacks on iconic tourism. The presentation will also examine what major attractions and hotels can and should do.

Critical Issues at Major Incidents

Pat Timlin, a retired assistant chief in the New York City Police Department and current Chief of Operations for Mike Stapleton and Associates will apply his years of experience and knowledge in handling critical issues at major incidents. Pat will discuss the criticality of crisis management for first responders. He will also discuss how investigations will arise and impact the crime scene and how it relates to resource management. Finally, an in-depth discussion regarding the importance of identifying and incorporating private resources into your agency’s Critical Incident Plan prior to and during terrorist incidents.

Foundations for Homeland Security: Critical Infrastructure Protection and Counter-Terrorism

Steven Roberts is a Homeland Security Specialist and columnist for the National Law Journal. Steven will address many important issues related to critical infrastructure protection and homeland security. From power plants to ports, the protection of critical infrastructures and key assets is a counter-terrorism priority, which underpins homeland security efforts nationally. Toward this end, ensuring that critical infrastructures and key assets are safe and secure requires a multifaceted approach, which includes the private sector, government at all levels, and the public.

Issues in Transportation Related Terrorism

In Part II of Steve Rocke’s presentation, a detailed examination of issues pertaining to the transportation industry will be given with a particular focus on aviation and railway security. Issues such as profiling of the suspected terrorist, suicide terrorism, VBIED’s and defensive measures will be discussed in-depth utilizing several cases to reinforce the main ideas of the presentation.

Interagency Intelligence Analysis and Sharing: Resources in the Homeland Security Reporting Process

This presentation will give attendees resources they can use to share intelligence with other federal, state, and local law enforcement agencies, such as State and Federal Fusion Centers, Industry Information Sharing and Analysis Centers, and Command Centers. Inspector A. Benjamin Mannes, TSA Surface Transportation Security Office, will detail how by sharing intelligence information with these various agencies you can gather valuable intelligence, link information, and create trend analysis which will aid the agency’s ability to prevent, mitigate, and/or prepare for any terrorist activity in their jurisdiction.
