A. ADOPTION OF THE AGENDA
MOVED by Commissioner Garth Saunders, and seconded, AND Resolved that:
The Agenda for the May 3, 2016 Commission of Management meeting be adopted
as circulated.
B. REVIEW OF MINUTES
MOVED by Commissioner Wade Wensink, and seconded, AND Resolved that:
The minutes of the April 5, 2016 meeting be accepted as read.
SPECIAL GUEST SPEAKER
Commissioner Wensink introduced Staff Sergeant Darryl Hammond from the Creston RCMP detachment who responded to questions from the public present at the meeting.
The RCMP face difficulties dealing with unlicensed vehicles on roadways as regards defining roadway allowances, notifying owners and costs of disposal of vehicles. The Riondel Commission will work with the RCMP to address this issue appropriately. Residents are encouraged to move or dispose of their unlicensed vehicles as part of a voluntary community clean-up.
The Creston RCMP have a large area to patrol on the East Shore and it can be difficult for them to prioritize calls in a timely manner. RCMP officers must assess each call for

importance. The number of calls for each incident does make a difference in how calls are prioritized. Minor incidents will be followed up at a later date. The public can speak with a supervisor to enquire when their concern will be addressed if there is a delay in response.
Excessively noisy vehicles can be ticketed under the Motor Vehicles Act. Director Jackman gave information about a petition circulating from Boswell and up the lake to encourage enforcement.
The nearest Traffic Unit squad is located in the Cranbrook detachment so traffic safety checks along the East Shore are fitted into their schedule. The Creston RCMP can stop vehicles while en route, however they must keep in mind the safety to themselves and the public while patrolling the winding lake road.
The Creston RCMP detachment employs 13 officers and their duties are contingent on funding which is based on the population of the area. The volume of calls do not necessarily increase funding or resources to an area.
The RCMP does support the Citizens on Patrol program; however, it is a difficult program to maintain as it depends on the efforts of volunteers. Director Jackman said that the Boswell Rural Crime Watch program has been successful, especially for seasonal residences.
RCMP can intervene and/or apprehend individuals under the Mental Health Act if they are a risk to themselves or others, although these situations can be at odds with the medical professionals once at the hospital and it can be difficult to follow through.
Director Jackman brought up the role of RCMP during emergency evacuations. Although the RCMP can apprehend those who won't leave during mandatory evacuations, they usually do not force people to leave their homes unless there are minor children at risk.
Funding and staffing resources are low and the RCMP detachment in Creston is not open 24/7, but there are on-call officers on duty. Residents requiring assistance can call 911, give their name, address, phone number and outline the nature of the problem. They will be dispatched to an on duty officer who will assess the importance of the call and whether an immediate response is required.
Residents should report dogs chasing wildlife to the Conservation Officer.
The Commission thanked Sergeant Hammond for coming to the meeting and for his candor in answering the questions presented.

C. PUBLIC INPUT
1. Fran O'Rourke from the Riondel Age Friendly Committee informed the Commission of plans to designate walking trails through the Riondel park areas with advisement from the East Shore Trail Group and the Riondel Historical Society. This will be an ongoing project including signage and benches. The Committee will apply for grant money to fund the project. The Riondel Commission of Management gave their full support for this endeavour.
2. Christie Gillespie asked whether the Emergency Preparedness Plan for Riondel has been updated. Commissioner Panio said that Riondel does not yet have an Emergency Response Liaison. The Commission will post notices outlining this volunteer position.
D. OUTSTANDING BUSINESS
1. Update on Campground Hydrant and Street Light.
Shirley Enger from the Riondel Parks, Recreation and Community Services Society informed the Commission that they are still researching as to whether a fire hydrant and street light are necessary at the campground entrance.
2. Single Event Rental Fees.
Single event rental fees have been set for the Community Centre as follows:
Community Centre Auditorium
$300.00 per day (May 1 to Sept 30)
$400.00 per day (Oct 1 to Apr 30)
Meeting Room
Resident $50.00 per day up to 3 hours
$100.00 per full day
Non-Resident $100.00 per day up to 3 hours
$200.00 per full day
The Auditorium rental is split into summer/winter rates to include heating costs. Non-Resident designation applies to groups outside the Riondel tax base area or business oriented groups.
3. YRB Grading at Community Centre.
YRB has completed grading the access road and the recycling bin area at the Community Centre. Dust control will be done this spring.

4. Regional Park Washroom Update.
The Regional Park washroom is near completion and will be open as soon as possible. Signage will be posted asking that plastic dog refuse bags and disposable diapers not be disposed of in the toilet as these are not degradable waste. A garbage can will be installed outside the washroom for non-degradable waste.
5. Community Clean-Up Day.
A notice will be posted outlining the Community Clean-Up Day. Commissioner Wallace will be organizing the clean up.
E. NEW BUSINESS
1. Community Centre Roof Repairs.
Howard Sempf will continue with repairs to the Community Centre roof.
2. Report on Meeting with RDCK Staff.
The Commission was not able to arrange a convenient time for a meeting with RDCK staff. This will be arranged as soon as possible.
3. Danger Tree by Recreation Centre.
Removal of a danger tree near the Recreation Centre was halted when a sign was posted anonymously saying that the tree is a falcon nesting site. Fortis has identified the tree as a danger to a nearby transformer and power lines. Commissioner Panio will contact the Wildlife Management Area officer to discuss how to determine whether falcons are nesting in the tree and, if so, how best to proceed. Anyone having any information is asked to contact the Commission office to discuss the issue.
4. Riondel Days 2016.
Plans for Riondel Days 2016 are proceeding. The Riondel Parks Society is discussing covering the insurance for the event.

F. DIRECTOR AREA “A” REPORT
Director Jackman gave the following report:
Randy Matheson has not yet given a report on the additional street lighting for Riondel. Director Jackman suggests waiting for Fortis tariffs to be adjusted to minimize costs for retrofitting the old lights. Five new street lights on Aspen would cost approximately $1000/light for a total of just over $5000. Retrofitting the town with more energy efficient LED lights would cost approximately $38,000 or $900/light. The Woodbury complaint regarding the Riondel marina lights has not been addressed as yet.
Director Jackman has identified some areas where fire hydrants are more than 1000 feet from residences, which impacts homeowner's ability to claim lower insurance rates. He will pursue this issue.
BC Ambulance and the Health Authority are establishing a Community Paramedicine Program
for 73 rural areas to assist patients in their home. Six trial areas have begun operations with great success. The program is expected to be fully implemented by February 2017. Riondel is included in this process. Ambulance Chief Cindy Bonnell is currently qualified and three more Riondel EMT's are training to become Paramedics.
The Unsightly Premises Bylaw for Area A is still under discussion.

Recreation Facilities
The doors will be open as much as possible during warm weather to air out the Community Centre. The vents have been opened on the Community Centre and the Recreation Centre.
