CONSTITUTION

1.  The Association shall be known as the Jersey Freshwater Angling Association.

2.  The objects of the Association are :-

(a)  To promote freshwater angling in Jersey

(b)  To keep Association waters in a clean and natural state, thereby enabling the Association members to enjoy to the full the skill and art of freshwater angling.

3. (a) A full member shall be a person whose application

has been approved by the Committee and has paid any

appropriate entry and subscription fees.

(b) Junior membership will be issued to any person

under the age of 17 years, who application has been

approved by the Committee and has paid any

appropriate entry and subscription fees.

c) Non resident membership will be issued to any

person not resident in the Island of Jersey, at a

reduced subscription fee, whose application has

been approved by the Committee and has paid any

appropriate entry and subscription fees.

(d) Honorary membership may, on the recommendation

of the Committee and at the discretion of an A.G.M.

be conferred on a person or persons, who have

rendered outstanding service to the Association or

who are from time to time landowners and owners of

waters used by the Association.

(e)  Daily or Weekly Permits may be offered to Non Members, on specified venues, at a price agreed by the Committee

4. Entrance Fees and Subscriptions for all categories of

Membership shall be fixed at the Annual General Meeting,

except for Trout Permit prices which are agreed separately

with the Jersey Water.

5.  All annual subscriptions must be paid before the 1st April each year. The Annual General meeting shall take place before the end of March, when the General Committee shall present its General Report and detailed Balance Sheet, duly audited, made up to the last day of December. Notification of the Annual General meeting shall be at least 14 days clear, prior to the meeting. Fifteen members to form a quorum from the meeting from 2010 onwards.

6.  Any person who has not paid his / her subscription before 1st April each year ceases to be a Member. Persons erased from the Membership list may be re-elected upon re-application as a new Member.

7.  The business of the Association shall be conducted by a General Committee as follows:- Chairman of the Committee, Treasurer, Secretary, Membership Secretary, Competition Secretary, Officer for Junior Affairs, Officer for Maintenance of Waters, Press Officer and Officer for Fishery Management. Also three other Full Members at least one of whom shall represent the Trout Section.

8.  The officials retire annually and are entitled to offer themselves for re-election, unless they fail to attend 60% of the General Committee Meetings.

9. No member may be elected to office in his absence from the Annual General Meeting unless he has submitted in writing, his permission to be considered for election.

10.  The General Committee shall have the power to appoint sub-committees and define their duties.

11.  The General Committee shall have the power to co-opt.

12.  In the event of a member of the General Committee resigning during the year, the General Committee shall be empowered to fill the vacancy thus caused. At all General Committee Meetings, five shall form a quorum.

13.  The General Committee shall be empowered to call any outside authority to act as technical adviser should any such circumstances arise.

14.  All accounts above the sum of £10 shall be paid by cheque signed by any two from four members of the committee duly authorised to sign, not to include the Treasurer.

15.  A special meeting shall be called :-

a.  By order of the General Committee;

b.  By order of the President / Chairman;

c.  On a requisition signed by not less than six Full Members, stating the subject for which the meeting is to be convened. The stated subject only to be discussed.

16. All Members must hold the Association’s Membership

Card and Rules and must conform to the rules. The card

(which is not transferable) must be carried by all Members

on all angling excursions . A new card will be issued

each year.

17 . The General Committee shall have the powers to suspend or

ban any member guilty of breaking the rules or behaving in a

manner detrimental to the Association.

18.  Any Member being desirous of any alterations or additions to existing rules, shall send his notice of motion, together with the name of the Seconder, to the Hon. Secretary fourteen days before the Annual General Meeting.

19.  The General Committee shall have the power :

a.  To decide on all matters not provided for in these rules; and

b.  To make and to amend the Angling Rules when this is deemed to be in the interests of the Association.

20.  The General Committee’s decision on the interpretation of these rules shall be binding.

21.  It is not considered ethical for members to sell game fish they have caught; any member found doing so will be required to explain their actions to the committee who may take further action.

GENERAL ANGLING RULES

These Rules apply to all waters unless varied by a specific rule listed under the relevant water

1.  All Association Members shall have a right to challenge any other angler found on Association Waters for their permit and/or behaviour.

2.  The Association Card & Rules remain the property of the JFAA and must be surrendered to an Association Bailiff or Official on demand. Any breach may lead to the card being detained with report and attendance to Committee. No fishing can take place without a current card.

3.  Any requests from the media or comments to the media regarding the Associations affairs must be directed/and actioned by the President or Chairman unless alternative arrangements are agree by the Committee.

4.  Landing & Keep Nets , Net Bags and Carp Sacks – it is preferable

that members who fish abroad and in the UK have 2 sets to remove

the possibility of cross contamination-see also Rule 22

5.  The Association shall , for the 2012/13 season onwards recognise a Close Season for coarse and game fishing, as specified below :-

Coarse Fish: - 1st April to 31st May inclusive on St Ouens

Pond and Les Mielles (Top Pond) only

Game : January to April inclusive. The exact dates will be announced each season.

Juniors must be accompanied by a fully paid up senior member except at St Catherine’s or Millbrook reservoirs

6.  The lighting of fires or barbeques( including disposables) on any association water is strictly prohibited.

7.  It is not permitted to take dogs or other animals onto or in the vicinity of the waters except ` in accordance with a Jersey Water General Public rule which is reservoir specific and subject to public notice.

8.  Feeding of Ducks and other bird life is not allowed.

9.  The leaving of litter / fishing line etc., is not allowed.

10.  Membership cards are not transferable and no one can fish for another person

11.  It is strictly forbidden to urinate or defecate on the banks or within the boundaries of any reservoir and anglers are to use the toilet facilities where provided

12.  Anglers fish entirely at their own risk and must take every precaution for their own safety

13.  No member to cut and remove weed from the water other than Association organised working parties

14.  No member to remove/cut or prune trees/shrubs or bushes in any way other than Association organised working parties. No member to dig or remove banks for any reason .

15.  Members found to have bodily entered any water may be required to explain and will be accountable for their actions to the Committee

16.  No member will interfere or modify any association construction for whatever reason. In the event that any such construction requires remedial work the association will arrange for the work to be carried out .Members using all such constructions do so at their own risk.

17.  Where the Rule book is silent, the Committee reserves the right to call the individual to account for their actions which could result in the permit of the member being revoked

18.  The loss of any permit is to be notified as soon as practicable to the Membership Secretary.

19.  Due to our waters becoming extremely busy at periods
it is considered bad angling etiquette, and discourteous to other members to fish outside the confines of the swim you are fishing from .The practice of baiting other swims and fishing to them from elsewhere is not allowed where members are fishing in that swim and is always subject to any angler arriving in that swim having priority.

20.  The following rules arefor all carp fishing activitiesin addition to the standard club angling rules, and at any time they are silent then the bailiff on the bank, or if further clarification is neededthen the committee decision will be final. Strictly Members only and no fishing from out of bound areas.

Two rods are the rule sees Rule 36; however for St Ouens Pond and Grand Vaux an additional rod may be used for which there is an extra charge subject to its use not impairing other anglers

a) When fishing in a manner likely to catch Carp, and unless floater fishing a minimum linediameter of .35mm [approx 15/16lb] must be used.

b) Braided mainlines are not allowed for fishing. The use of braided line for spodding or marker floats is allowed but Bailiffs reserve the right to ask for a marker float to beretrieved to ensure no baited tackle is attached.
