James Schaub presented outgoing president Davis Embrey with the chapter past president pin and certificate.

A chapter meeting was held on 24 September 2016 in the Carl Sagan Conference Room at the Savage Branch of the Howard County Library. The death of Charles E. Wehland, longtime member of the Charles Carroll of Carrollton Chapter, on July 8, 2016 in Raleigh, NC was announced. Portions of his obituary that appeared in the Raleigh News and Observer and the Baltimore Sun were read. The chapter observed a moment of silence to reflect on compatriot Charles Wehland and his contributions to our State and County.

Jason Barnes was a guest speaker at the September 24 meeting. Mr. Barnes will be presented with the Heroism medal and certificate for his actions saving aa woman from Flood waters in Ellicott City the evening of July 30, 2016.

Paul Turlington reviewed the Americanism Scorecard process and encouraged through reporting of qualifying activities to the chapter and the State officers.

Chapter President James Schaub participated in the Battle of Kedges Straits memorial ceremony and Smith Island tour in October. Wreaths were laid on the waters at the site of the battle.

Andrew Frommer, an Eagle Scout in Howard County, participated in the Arthur M. and Berdena King Scout Award program. The chapter provided him with details on that program, information on other SAR youth programs, and background on the Charles Carroll of Carrollton Chapter.

Officers Schaub, Embry, and Turlington attended the Patriots Ball.

President Schaub attended the annual CAR Conference award banquet.

With assistance from past State President James Engler, by-laws chair Guy Miller, prepared new by-laws for the chapter. The by-laws were reviewed at our spring meeting, March 25, 2017. After further refinement they will be adopted.

Paul Turlington awarded the JROTC medals and certificates to cadets Shane J. Dunn (Atholton High School) and Jenna Peed (Howard High School).

The chapter is collaborating with Richard Azzaro, a member of The Society of the Honor Guard, Tomb of the Unknown Soldier, to remember Col. Gassaway Watkins, one of the Maryland 400 who also served in the War of 1812. His grave was been marked by DAR and SAR some years ago. Mr. Azzaro was impressed with the Maryland 400 project and is the lead organizer for the commemoration.

President Schaub meet with Shawn Gladden, Executive Director Howard County Historical Society (HCHS) to arrange an event to introduce chapter members to the resources at the HCHS research center and tour the HCHS museum in Ellicott City.

Chapter vice president Embrey is the State Color Guard Commander. A separate report details Color Guard activities.
