COUNCIL HOUSE SALES

The 1987 Housing (Scotland) Act extends tenants Right to Buy their Council homes. As a result of the Housing (Scotland) Act 2001, substantial changes were made to the Right to Buy. These changes came into force on 30th September, 2002 but the rights of tenants remaining in their existing homes are unaffected.

Comments and Complaints/Ombudsman System

All official comments or complaints received which relate to Chief Executive Services are investigated and reported (these are noted below as 1st or second stage complaints).

Where it is not possible for a complaint issue to be resolved within the Service to which it refers, the Chief Executive will conduct a separate review of the circumstances with the ail of resolving the issue (identified below as 3rd stage complaints).

If a complainer remains unhappy with the way an issue has been dealt with after the above stages, the matter can be referred to the Scottish Public Services Ombudsman's Office (the SPSO).

The SPSO provides a free, accessible independent and responsive complaints review system across public services in Scotland. When a complaint has been made against Clackmannanshire Council to the Ombudsman, the Council are invited to comment on the matter.
