JOB TITLE:Justice Director

Reporting to:Initially the Strategic Director for Business Development (looking to

join the main board and report into theChief Executive)

Responsible for:Justice Division

Purpose of Job:

  • Support the Chief Executive and Board in all matters relating to Ministry of Justice (MOJ) business (including confidential and corporately sensitive issues) as directed by theirDirector and Chief Executive, providing input, briefings, background & liaison as and when required.
  • To achieve the Justice division Contribution 1 / Gross profit budgets (and any approved re-forecasts) within their own setbudget codes.
  • Business Development support for MOJ / Justice opportunities securing new contracts for the future with the Strategic Director for Business Development.
  • Adhering to all MOJ contractual requirements and KPI’s.
  • To ensure the delivery teams they directly have or work with, fully adhere to and operate to the agreed KPI’s, contracted ways of workingand agreedtargets set by the Contribution 1 / Gross Profit director responsible for the service to be offered.
  • Achieve the profiled performance, C1 and cash targets for all contracts in their division.
  • To ensure Ixion group standards of Corporate Governance, Risk, Health & Safety, Quality, Safeguarding, E&D, Data integrity, Financial and People Management and Development systems and policies are met in their areas of responsibility.
  • To plan for and achieve Justice annual growth targets and to be accountable for the tenders (or sales drives) and the business models that support the Contribution 1 in their areas of responsibility over a rolling 3-year period.
  • To set up and maintain external partner relations for their Contribution 1 areas that drives maximum yield for existing contracts and drives the successful/timely signing up of new contracts operating in their division.
  • To develop high level strategic relationships with other relevant organisations to enable the Ixion Group to develop and expand its range of Justice contracts, products and services to ensure the corporate health of the organisation.

Principal Accountabilities:

STRATEGIC CAPABILITY
  • Develop, drive and agree clear contribution 1 delivery plans that will deliver the agreedfinancial budgets and also the service standards to agreed quality and cost parameters in the Justice sector.
  • Accountable for proposals and contractual matters in their division, including service level agreements, contracts, trading terms & conditions etc., to ensure all tenders and bids are initiated and in line with the agreed profitability levels.
  • Establish an in-depth knowledge of the potential market place for Ixion activity and ensure that the organisation is customer-driven and outcome based.
  • Grow the Justice related markets for commercial business services and Contribution 1 in their areas of responsibility.

LEADERSHIP
  • Provide clear direction to all Justice related staff that is consistent with the vision, core values and strategic plans of Ixion.
  • Strong cross-divisional working and support for each division in the group.
  • Ensure that theirdivisional team understands the vision, values, objectives and priorities of the group and are strongly committed to them.
  • Agree objectives and goals that match the needs of the businesses and hold people accountable for meeting agreed priorities and deadlines.
  • Ensure that effective development systems and procedures are in place for Ixion, along with relevant subsidiaries, with suitable organisational and reporting structures.
  • Act as an outstanding ambassador for the organisation, build strong relationships with customers, stakeholders and strategic partners and embed the core values.

COMMERCIAL & DELIVERY ACUMEN

  • To be held accountable for the Contribution 1 of the division.
  • Secure additional business in Justice area.
  • Bid writing to secure additional Justice / MOJ contracts working with the business development team.
  • Be continuously aware of the financial impact of their division on the group and ensure they have procedures that could be adopted by Ixion and its group companies to improve performance and contribution 1 delivery.
  • Work collaboratively with private, public and voluntary sector providers and other sources of expertise to ensure innovative service development.
  • Clearly understand the customer needs and ensure Ixion has the business model, delivery ability, resources and ability to deliver at a consistently high level and that each contract is profitable and deliveries their contractual outputs to the customers.

FINANCIAL MANAGEMENT
  • Achieve the financial performance targets contained in the Ixion business plan and their own Contribution 1 target.
  • Understand how Justice funding mechanisms operate and the effect on company cashflow..
  • Ensure that the organisation is cost-efficient,viable and financially sound.
  • Develop an effective charging policy reflecting local circumstances and priorities ensuring financial margins agreed are delivered and earned.
  • Deliver high quality, cost-effective products and services that maximise investment and minimise overheads.

KNOWLEDGE MANAGEMENT
  • Ensure robust MOJ systems exist for collecting and interpreting key knowledge, particularly re new tenders and competitor activity.
  • Make decisions based on logical analysis and evidence and gather specialist input when required.
  • Maximise the use of the Justice knowledge available, both internally and externally, to improve the development of the delivery of products and services.
  • Define Justice related management information needs for the operations function including the key indicators to be monitored.
  • Maximise the exploitation of new technology to improve the efficiency and effectiveness of all operations.

POLITICAL SENSITIVITY
  • Establish and maintain an acute awareness of differing local, regional and national interests and agendas, including their partners in the Justice sector.
  • Gain co-operation and build fruitful alliances & partnerships.

QUALITY AND CONTINUING IMPROVEMENT
  • Ensure all Audit and Governance issues are adhered to and that all matters of Health and Safety, Safeguarding, E&D are regularly reviewed.
  • Ensuring all MoJ /Justice contractual requirements are adhered to.
  • That the risk register is regularly updated and any issues brought straight to the CEO and boards attention and that mitigating actions are taken in a timely fashion.
  • Initiate change rather than react to events and ensure a smooth implementation of programmes of change.
  • Create a culture of innovation.
  • Measure success and customer satisfaction, constantly seeking to improve it by building customer feedback into planning.
  • Ensure that appropriate systems are in place to meet the quality standards required by Ixion Group contracts.

KNOWLEDGE AND SKILLS REQUIRED:
MUST HAVE:
  • At least 3 years experience leading and delivering Justice / MOJ contracts in UK.
  • At least 3 years experience of stakeholder management of Justice / MOJ contacts in UK.
  • At least 3 years responsible for major Justice/ MoJ budgets and KPI contracted outcomes in a major Justice Prime or Justice Sub-contractor
  • Personal drive to be in the field meeting staff, clients, stakeholders and not tied to a desk
  • To have the personal confidence, industry respect and industry contacts within the Justice industry to “hit the ground” running and maintain that momentum for our NOMS contracts.
  • A clear understanding of the strategic & delivery issues around Justice (NOMS & OLASS)
IDEALLY:
  • Degree education, preferably in a business background, and proven experience in a senior business role.
  • Possess strong cross-departmental working skills for the benefit of the wider company.
  • Possess a strong track record of winning and managing the delivery of complex contracts, preferably public sector contracts encompassing tendering processes and business model writing.
  • Possess strong leadership capability able to deliver results consistently through others.
  • Possess excellent influencing and negotiating skills
  • Possess a strong track record of successfully interfacing with partners and customers; consistently delivering above expectations.
  • Experience of developing innovative operational models for new customers and contracts.
  • Demonstrate an excellent understanding of finance and managing financial success within complex contracts.
  • Possess excellent problem solving skills, together with adaptability and flexibility.
  • Demonstrate an excellent understanding of people development services
  • Demonstrate an understanding of the political arena in relation to public sector contracts.
  • Be prepared to actively work as part of a team, initiating appropriate recognition of individual and team achievements and of holding C1 managers in their division to account, and to performance manage all their teams
  • Must be mobile for international travel as required.
