JOB VACANCY FOR USAID -LOCAL ENTERPRISE SUPPORTPROJECT

The USAID Jordan Local Enterprise Support Project (LENS) is a five-year project, implemented by FHI 360 that supports small business growth and better economic planning to strengthen Jordanian communities against economic adversity. USAID LENS brings local governments, business owners and key community groups to collaborate together on initiatives that will boost economic development and create jobs in their communities. These initiatives will be focused on supporting the growth of micro and small enterprises (MSEs) and inclusive of women, youth and other vulnerable groups.The following position is required:

Access to Finance Coordinator (A2F Coordinator):Under the general direction of the Sr. A2F Advisor, the A2F Coordinator will support existing and future activities related to expanding and improving access to finance for MSEs and stimulatingmore enabling business environment in Jordan.

The Coordinator will report to LENS’ Senior A2F Advisor to provide support to the A2F team’s activities and operations and general collaboration with the LENS team as a whole.

This may include but is not limited to:

Administrative and programmatic support (LOE: 25% of time)

  • Conduct sector specific desk research when and if required
  • Draft specific RFA, RFQ and Purchase Orders
  • Support consultants, colleagues and A2F stakeholders with relevant logistic and administrative obligations (i.e. arrangement of transport, hotels, country clearance, de-brief sessions, security briefings)
  • Arrange logistics for events and meetings and coordinate with USAID LENS events and procurement teams, as well as outside contractors, to ensure services are provided
  • Consolidate A2F project documents received from partners (MFIs) and consultants: timesheets, training records, logistic reports
  • Support in the troubleshooting of project activities
  • Translation (Arabic to English and vice versa) of documents and meetings, including participating in meetings with A2F consultants and MFIs in conducting focus groups in the field and in technical review meetings

Procurement and Grants (LOE: 25% of time)

  • Working with grants department and Senior Advisor to ensure smooth and successful design of Solicitations and Awards through Grants and Contracts. Participate in specific procurement’s technical committee meetings
  • Track and record the flow of Invoices and payments related to A2F procurement and grants
  • Coordinate with MFIs and Consultants to obtain reports and facilitate technical reviews, and participate in meetings with MFIs on technical issues taking notes and reporting out to the team as needed

Reporting: (LOE: 30% of time)

  • Provide input and or reporting for all MEDA and USAID LENS reporting requirements, including weekly, monthly and quarterly reports
  • Contribute to all required project reports for A2F activities, including work plans, quarterly and annual progress reports, portfolio reviews, operational plans, Data Quality Assessments, etc.
  • Provide any relevant information requested from USAID for presentations, papers, briefings, etc.
  • Ensure correct and timely archive and record of Reports, Deliverables and project supporting document on LENS Server, LENS SharePoint and in the A2F shared cloud folders.
  • Ensure correct and timely archive and record of M&E reports, in coordination with LENS M&E department.
  • Ensure correct and timely update of A2F information on LENS KMS (Knowledge Management System)

Additional tasks required: (LOE: 15% of time)

  • Travel internally in Jordan i.e. outside Amman, as deemed appropriate and/or necessary in the support of A2F interventions (to be approved on a case by case basis)
  • As a member of USAID LENS, participate in appropriate staff meetings, workshops, focus groups, and conferences (when requested), etc. Participate in industry events/conferences (to be approved on a case by case basis) and report to the team on discussions and outcomes of events
  • Support the technical assistance specialist when and if appropriate in the product development/adaptation process.

Qualifications:

We are looking for someone who is professional, organized, can work well with team members, but can take initiative and work independently. Additional key qualifications are:

  • Dedicated to social and economic development
  • Previous experience in business and/or accounting, project management
  • Knowledge of the MSEs, microfinance and/or banking industry in Jordan
  • Capacity to handle multiple tasks in a demanding work environment
  • Keen attention to detail
  • Fluency in English and Arabic (spoken and written)
  • Good computer skills (All Microsoft programs and in particular Excel)

It is an office based position in Amman, and might require to travel within the city or the country up to 10% of the time.

Contract details: 1 year contract with a required 3 months’ probation period.
