Trophy-marathon “Arctic-Trophy 2009” organized in commemoration of E. Vedernikov and S. Tsherbovich, will take place from 05thtill 14th of September 2009 on the territory of the Murmansk Region
Official start of the marathon will be in Kandalaksha city, the officialclosing ceremony will be performed in Murmansk.
Motor road of marathon is stretching from the coast of White Sea to the Barents Sea.
4. Financing

4.1.The “Arctic-Trophy” ClubКлубadmitsexpenses, concerningorganizingreferringprocess, officialstartandclosingceremony, awardpresentationsceremonyofthe 1, 2, 3 places. 4.2.TheCommitteeofPhysicalCultureandSportofMurmanskRegionadmitsexpenses, concerningmotorroadpreparation, medicalsupport (twenty-fourhoursof themedicalservice from 5thto13th of Septemberalong the whole motor road of the championship) and technical support (the technical support car of participants and referees from 5thto13th of Septemberalong the whole motor road of the championship) 4.3.BoardofMOOROSTO (DOSAAF) issupportingthe “Arctic-Trophy2009”marathon with four-wheel vehicle for organizing and implementation the championship.

5. Application fee
5.1. Application feeshouldbemadetothesettlementaccountortothecashoftheArctic-TrophyClubbycrewspersonallyororganizations which are representing the motor crews. 5.2.Crewscannotparticipateinchampionshipwithoutpayingapplication fee before registration and technical inspection start. 5.3.Citizens of Russian Federation have to confirm the participation in the “Arctic-Trophy2009”marathon not later than 1st of June 2009.
5.4. Application fee cost:

If the application fee is paid and administrative and technical inspection is made on the day of official start of competitions:

  • all crews must pay – 800 $.

Payment is fulfilled in roubles according to the rate of exchange for the day of payment in the Central Bank of Russian Federation.

5.5.Application fee includes:

- Organizationprocessofthetrophy-marathon “Arctic-Trophy 2009”;

- Organization of the safety and medical support;

- Providing communication;

- Providing prize reward.

5.6. Payment of the one application fee is participation in the Trophy-marathon of the one crew on the motor car, which is fixed in the application form or one crew of ATV/MOTO. 5.7. Application fees are returned fully to the candidates whose application forms haven been taken as the participant in the Trophy-marathon. 5.8. Return of the application fees is made during one month from the day of the official closing Trophy-marathon. 5.9. Environmentalfee, should be returned back to the crew without penalty points in according to the penalty table, 50$ for all participants, at the end of the Trophy-marathon.

6. Schedule of the Trophy-marathon
Will be published later.
7. Terminology

Briefing – Instructing of participants and crews about peculiarities of the event, special conditions, observing of the general and environmental security and others details of this championship. It is held by the Chief of the motor race or an authorized person. No less than one member of each crew should take part in Briefing. Presence at the Briefing has to be registered.

Bulletin – An official written message, which is an integral part of the Regulation and intends to publish all alterations, explanations and additions to the Regulation.

Bulletins have to be enumerated and dated.

Bulletins are issued and signed by:

  • Organizer – before registration and technical inspection;
  • Chief of the race – during the whole championship.

Bulletins are stored at the Secretariat of the race, and published at the referee’s car and immediately announced to the crews, who should confirm the fact of getting/informing a bulletin is signing it by the First driver of the crew. All bulletins are issued in writing form and are placed on the referee’s car and (if necessary) in the most conspicuous place on the Referee’s posts.

Time of trophy-marathon - a trophy-marathon begins from the moment of registration all crews and participants and completes after final confirmation of results of Trophy-marathon.

Closed Park – an area, where all kinds of repair works, refueling and external support are forbidden, except cases which are specified in the present Regulation.

Place of accommodation – a place provided by the Organizer for accommodation of the marathon participants, working hours, which is specified in the present Regulation.

Control card (Carnet) – a form given by the Organizer, in which the fact and/or time of passing referee points on the special area are marked.

Competition camp – an area prepared by the Organizer for the rest of crews, marked in the road journal as a “Camp”.

In the camp it is allowed to make all kinds of repair works by crew members and other crews participating in the championship. Service in the camp is set by the present Regulation of the championship. Speed of driving within the camp is limited up to 30 km per hour.

Neutralization – a period of time for which the Organizer can stop the crews taking part in the Trophy-marathon.

Quota of time – an organizer sets a quota of time for passing each special area (in hours and minutes), which should be obligatory observed by all crews.

Official motor road of the championship – a motor road is described in the present Regulation.

Protest – a written appeal or application of the crew, submitted in accordance with the present Regulation.

Repair works (repair) – arepairing of damages, removing of elements, parts and units, as well as all adjusting, oiling, diagnostic, refueling works and support, are fulfilled by the crew using materials and instruments of cars which don’t complete the special area. It’s possible to involve in repair other crews, which do not finish on the special area.

Service – any type of support in repair works, made by any persons except of crews’ members and participants, who don’t complete the special sector. Crews may use and receive any kinds of materials (firm or liquid), spare parts, instruments or equipment, not transported on board of the competitors cars.

Special area (SA) – a part of the marathon-trophy road for overcoming the lack of roads, with elements of orientation or without them during a certain period of time. Special Area starts from the referee’s point of Start and ends with the point of rating on Finish.

Linear SA – a part of race when the crews should strictly follow the set marathon route and a corridor (obligatory rules of passing referee points of Control, and/or control posts, following the route and corridor).

Navigation SA – a part of the race where the crews set the route within the official motor road (with referee points and control posts) by themselves.

Transportation – a movement of the car participating in the trophy-marathon, by complete or partial loading as well as on the firm coupling between finish and start of the SA.

Trophy-marathon – a trophy-race, with duration is over 150 hours, length of distance more than 500 kilometers and the general length of the SA is over 150 kilometers.

Participant - a physical or juridical person mentioned in an application form and allowed to take part in the trophy-marathon.

Finish – a time of finish is a moment of crossing the finish line by the front axle of a car. For crews of AVT/Moto is crossing the finish line by the last participant of the crew.

Crew – a crew of the car of trophy-marathon is consisting of two members, registered as the First Driver and the Second Driver. The crew of AVT and motorcycle is consisting of only one member, registered as the First driver.

On-board crew – a term which means that both members of the crew are on the board of the car on their particular places, have fulfilled all safety or start and finish requirements of the marathon road or the special area .

8. Record categories

8.1. All crews ATV/Moto are competing in the category “Sport”. 8.2. All drivers ATV and motorcycles are competing in categories, divided into crews in the category “Sport”, counts results and summation for the particular category is available if the participants in each category no less than 3 crews. Membership of the crew is clarifying due to the registration, consists of two vehicles and can not be change within the championship.
Results evaluation is in according to Appendix 2.

8.3. Crews win 1st, 2nd and 3rd prizing places in the individual event are awarded in the Trophy-marathon “Arctic-Trophy 2009”. It is under the categories AVTO, ATV, MOTO.

8.4. The prize fund is formed at the expenses of sponsors and organizers.

8.5. Sponsors may define special nominations and give prices in according to these nominations.

9. Crews and participants

9.1. To participate in the Trophy-marathon may citizens of any country (juridical and physical persons) not younger than 18 years old, who have applied for the marathon participation and paid application fees on time, registered and technically inspected as well as arrived at the official start not later than three hours before the official start. 9.2. The crew of each motor car participating in the Trophy-marathon must contain not more than 3 members. The crew consists of 2 members, registered as the First and Second Driver. The Third member is registered as the participant of the Trophy-marathon. 9.3. Participant takes liability for actions of the crew members as well as all persons who are providing participation in the Trophy-marathon. 9.4. All crew members having driving license may drive a motor car during the championship. 9.5. The First Driver, fixed in an application form, takes all responsibility for his crew during the whole period of the Trophy-marathon. 9.6. If one of the crew members quits, the Organizer makes a decision of his substitution and sets terms of his substitution. 9.7. Any deception, incorrect or unsportsmanlike behavior of the crew members or participants will be judged by the Organizer. Above-listed actions of crew members and participants will be punished by a penalty in accordance with the present Regulations and may lead to exclusion from the Trophy-marathon. 9.8. The crew or participant who decides to leave the SA or quits the marathon must notify the Organizer about the fact of leaving the SA or quitting the marathon. 9.9. The crew or participant can be disqualified from the Trophy-marathon due to the following reasons:

  • Violation of the fire-fighting regulations;
  • Being in a state of alcohol intoxication in the area of championship;
  • Antisocial behavior in the area of the championship;
  • Behavior that caused the change in the schedule of the championship;
  • Material or other damage towards other participants of the championship;
  • Violation of environmental protection requirements.

9.10. The decision concerns disqualification is made by the Organizer only after the necessary investigation of all circumstances. Application fees and evacuation fees are not returned back.

10. Application form

10.1. A person willing to take part in the competition should send an application form to the Organizer’s address in according to the time terms, mentioned in the present Regulation (Appendix 1). Also it is necessary to attach passport data of all crew members and participants.

10.2. Application forms have to be sent to the following address:

10.3. It is necessary to get a confirmation of receiving the application form and bank details for paying the application fee from the Organizer.

10.4. The crew and participants, who signed the application form, take all risks and all responsibility for their actions or lack of actions that may cause damages, including health or life.

10.5. The Organizer does not take responsibility for damages and injuries caused to the crew members and participants and their properties. All crews and participants take part in Trophy-marathon for their own risk. While signing an application form a participant and crew members refuse from any right on compensation of expenses that may appear during the championship. This refusal (from any right to recovery of expenses) is also relevant to the Organizers, Official establishment and other crews and participants of the championship. 10.6. An application form can be sent to the Organizer by fax or E-mail. Application forms sent by fax or E-mail are considered to be preliminary.

10.7. Final application (original, standard form) must be sent to the Organizer before the beginning of the registration procedure and technical inspection. The date of submitting an application form is considered to be the date of sending it by fax or E-mail. 10.8. An application form can be accepted with 100% of payment the application fee. Applications without payment are considered to be taken conventionally.

10.9. The list of received applications is placed monthly on the Web-site of the Organizer. 10.10. Replacement of the crew and participants after the deadline of acceptance applications is forbidden. 10.11. Not more than 30 motor cars can take part in the Trophy-marathon. The priority of order is defined by submitted applications.

11. Advertising. Identification

11.1. The participants can set any type of advertising on their vehicles on the assumption if:

  • The advertisement does not conflict with the legislation of the Russian Federation;
  • The advertisement does not have ay insulting sense;
  • The advertisement does not occupy the area reserved for the obligatory advertising of the Organizer;
  • The advertisement does not cover the field of view for the members of the crew through the windows of the vehicle.

11.2.Area on the vehicles, reserved for obligatory advertising of the Organizer is:

  • The whole cowl;
  • The front fenders;
  • The windshields;
  • The front doors.

11.3. Area on the vehicle reserved for not-obligatory advertising of the Organizer is:

  • The back doors;
  • The side surface of the vehicle above the arch of the back wheels with the size of 60 x 16 sm.

These areas must be completely clear for advertising of the Organizer.

11.4. The crew has to ensure that the advertising is firmly placed during the whole championship. 11.5. The vehicles without or with dirty advertising and dirty numbers are not allowed for SA start. 11.6. It is prohibited to take off the start numbers and any advertising (if the refusal concerning it is not paid according to paragraph 11.9) till the moment of the official closing of the competition. 11.7. The Organizer has the right to demand to take an advertisement off the vehicle, placed by the participant, only in the case if the advertising goods or services are belong to the direct rival of the general sponsor of the Trophy-marathon. 11.8. The Organizer has the right to use all photo and video materials made during the competition for his own interests and according to his wish. 11.9. The crew may refuse the not obligatory advertising if an application fee is double paid. 11.10. Surnames and names (pseudonyms) of the First and Second Drivers as well as their national flags have to be placed on the front fenders or/and back side windshields (surfaces) of the both sides of the vehicle. The size for surnames (pseudonyms) the printing height is 30-50 mm, the height of the flag is 30-50 mm. The penalty of the broken requirements is 10% of the application fee.

12. Registration and technical inspection (examination)

12.1. The registration of participants and the technical inspection will take place only on 04th of September 2009 from 9 a.m. to 7 p.m. in Nabereznaya st. 130, “Spolohi” Hotel, Kandalaksha, Russia.

12.2. During the registration procedure the crew must present the vehicle for the technical inspection.

12.3. It is necessary to present the following documents while the registration procedure:

  • The valid driving license of the First and Second drivers;
  • Registration documents of the vehicle for TS (technical service);
  • Passports of all crew members and participant;
  • The valid TS coupon for the vehicle;
  • The medical certificate is permitting to participate in the competition (operating medical commission for drivers);
  • The valid insurance certificate confirming that all crew members are insured against traumas and accidents for the whole period of time of the championship.

12.4. The vehicle is presented for the technical inspection must satisfy the technical requirements for motor cars are participating in the Trophy-marathon “Arctic Trophy 2009”. The vehicle should be presented in the ready condition for start, including all obligatory equipment, outfit, instruments and spare parts. Special attention of members of the technical inspection have to be paid to the presence of equipments concerning to the environmental protection. 12.5. Technical inspection has to be made without fail before official start on each SA in 30 minutes before the start of the first crew. Before the official start on the SA there are also checked fuel reserves which should be taken by the crew in amount enough for the vehicle in conditions of hard motor-road on the distance of 200 km. 12.6. The vehicle that is in the improper condition for participating in the competition or does not technically inspected in according to the requirements of the present Regulations can be dismissed from the participating in the Trophy-marathon or start of the SA. 12.7.The crew has the full right to apply to the Organizers of the competition for the second Technical inspection.
