I. Pledge of Allegiance, Call to Order, and Roll Call
The duly advertised Lancaster Township Board of Supervisors meeting was held on January 11, 1999 in the Township building at 1240 Maple Avenue, Lancaster, PA. The meeting was called to order at 7:00PM by Chair Helen S. Adams. Vice Chair Anthony J. Allen and Treasurer Michael F. Pickard were also present. Others in attendance included Township management staff and interested parties. Allegiance to the flag was pledged.
II. Public Comment on Agenda Items - None
III. Secretary's Report
By general consensus, the minutes of the December 11, 1998 Board of Supervisors Meeting and the January 4, 1999 Organizational Meeting were approved as received.
IV. Treasurer's Report

On a motion by Mr. Allen, seconded by Mr. Pickard, the Board approved the payment of bills:

VI. Reports
A. Lafayette Fire Company: Chief Randy Hershey reported 7 emergency calls in the Township for December for an annual total of 95 calls. He then presented the Annual Report for 1998 and introduced the new Chief, Bob Stoyer.

The fire department advised the Board they have received several complaint calls about the abandoned, fire damaged property on Turnbridge Drive.B. Lancaster Township Fire Department Report: Chief Glen Usdin reported 36 emergency calls in December for a 1998 annual total of 368 calls. Chief Usdin presented the Board with the Lancaster Township Fire Department 1998 Annual Report. He also reported they are looking into the use of keyboxes for businesses and residences, portable AED
C. Police, Sewer, and Subsidiary Reports: These reports are available for public inspection before and after this meeting and during business hours.
D. Recycling Report: Mrs. Adams reported a recycling rate of 19.41% for December, adding the overall tonnage throughout the year is up, therefore, the recycling percentage is at a lower rate.
Mrs. Adams introduced Officer Modesto Rodriguez and asked if there were any questions for him. Mr. Tom Schaller thanked the police for their quick and courteous response to a family emergency. Mr. Walter Lorenz inquired whether police cars in the East End also respond to City calls. If they are needed in the City they will respond, just as City police will respond in the Township if needed.
VII. Announcements
A. 1999 Municipal Calendar: The Lancaster Township Municipal Calendar for 1999 has been published in the newspaper and posted on the Township bulletin boards.
B. Community Get-Together: A Community Get-Together will be held January 25, 1999, 7:00PM, at Hamilton Elementary School, 1300 Wabank Road
C. Postage Rates: The U.S. Postal Service has announced increased rates effective January 10, 1999. A First Class letter now costs $.33.
The Lancaster Township Supervisors are committed to the goals
as established by the adoption of the Strategic Comprehensive Plan
and the following actions are consistent with the directives of that document

X. New Business
A. Petition to Install Street Light on Elm Avenue
Mrs. Adams described the conditions and requirements of installing a street light anywhere in the Township. The petitioners have complied with all conditional requirements. Mr. Allen moved, Mr. Pickard seconded, and it was unanimously approved to grant a request to install a street light on an existing utility pole located on the south side of the 900 block of Elm Avenue where the alley intersects at mid-block.
B. Ordinance No. 09 of 1998

C. Castle Roller Skating, Inc.
Mr. Allen moved, Mr. Pickard seconded, and the Board unanimously approved a request by Castle Roller Skating, Inc. to conduct an all-night skate on Saturday, March 13, 1999.
XI. Guest Recognition and Participation
t heard the speeder in a while. Mrs. Worley commented on the excellent police coverage in her neighborhood. Mort Scheuchenzcher, Wabank Road, requested, on behalf of the baseball association, that the Board grant a one-night exemption of Ordinance No. 1986-08 which prohibits fireworks displays in the Township. The Board reiterated their stated opinion that it would not be in the best interest of the Township to grant an exemption. Kim Shaffer, owner of the fireworks company, asked what precipitated this ordinance and can it be rescinded. Mr. Shaffer informed the Board of his credentials and certificates, including liability insurance, and expressed surprise for the lack of approval. Mr. Scheuchenzcher explained how the increased revenue from a fireworks display helps support the maintenance and upkeep of the fields. Mr. Allen and Mr. Pickard both agreed, after listening to their explanations and concerns, that they would look into why the ordinance was originally instituted. Mr. Lorenz stated the old MRI machine at Community Hospital is still there (it is being removed Feb.1). Mr. Worley asked about the zoning signs posted along Bean Hill Road. They are in reference to the proposed new Zoning Ordinance Hearing on Jan. 12 in which that area will be changed from R-2 to R-3 providing uniformity to the entire area. Mr. Allen reminded those present that with the new year it is time to change batteries in smokeBill Worley, Bean Hill Road, asked Mr. Schaller if the fire department is reimbursed for out-of-Township calls. They are not, but, other fire departments come to our assistance, so it balances out. Walter Lorenz, Parkside Avenue, commended the Highway Department on their recent snow removal efforts. Mr. Lorenz brought several other suggestions and items to the attention of the Board: signs at the Southwest corner of Clark and Cottage should be changed from no parking between signs to no parking; a trailer has been parked on the Northwest side of Cottage Ave. for too long; he felt a new shed on Ranck Ave. was too big (the owner received a permit and it is in compliance); No Left Turn signs are missing at Advance Auto on E. King St.; a truck at 13-15 Parkside needs to be removed; 1216 Clark St. has an unregistered car in the back yard; and, 47 Cottage Avenue needs junk removed from its yard. Peggie Miller, Valley Road, asked Mr. Worley if the early morning speeder in his neighborhood had been apprehended. Mr. Worley stated he hadn & carbon monoxide detectors.

At 7:55PM with no further business, the Supervisors retired to an Executive Session after which the meeting was adjourned.
