NOTICE OF RACE
1RULES
1.1The regatta will be governed by the rules as defined in The Racing Rules of Sailing.
2ADVERTISING
Boats may be required to display advertising chosen and supplied by the organizing authority. [Direction2]
3ELIGIBILITY AND ENTRY
3.1The regatta is open to boats of the Marstrom 32 class.
3.2Eligible boats may enter by completing the attached form and sending it to the Ida Lewis Yacht Club, Newport, Rhode Island. The form may be submitted via hand delivery to the ILYC dock office, postal mail to ILYC, fax (401 846-8234), or email (to ).[Direction3]

4CLASSIFICATION
Each competitor will have one junior (Ages 14-18) sailing representative onboard for each race. This will be supervisedby M-32 fleet. No other classification requirementsapply to this regatta.
5FEES
No fees are required to register for the series.
6SERIES REQUIREMENTS
The regatta will consist of a series of races on Thursday evenings. At least four races are required to constitute a series. [Direction5]
7SCHEDULE
7.1Registration:M32 boats may register any time during the series. All boats are required to register before 4:00 PM before racing on any day. The Race Committee may allow boats to register up to 5:15 PM on the day of a race.

7.2Measurement and inspection:Measurement and inspection of the boats is not specifically scheduled.

7.3Dates of racing: Racing will be held Thursday evenings starting June 27 until the last Thursday in August. There is no racing scheduled for July 4, 2013.

7.4Number of races:Only one race will be held each evening.

7.5The scheduled time of the warning signal for theraceeach evening is 17:45.
8MEASUREMENTS
Any boat may be inspected for class compliance prior to, during racing, or after racing. [Direction10]
9SAILING INSTRUCTIONS
The sailing instructions will be available by 0900, June 27, 2013.
10VENUE
10.1Races will be conducted in Narragansett Bay and surrounding waters as selected by the Fleet. Races will be started south of Rose Island in Narragansett Bay.
11THE COURSES
The courses for the regatta will be selected from the numbered courses on the South Bay Race chart or will be based on the racing marks contained on the South Bay Race chart. Courses may also use government marks or marks dropped by the Race Committee. Government marks that are not on the South Bay Race chart may also be used.
12PENALTY SYSTEM
12.1The Scoring Penalty, rule 44.3, will apply. The penalty will be 1 place.

12.2For the Marstrom class rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty. [Direction12]
13SCORING
13.1The scoring system is the Low Point Scoring System described in Appendix A of the Racing Rules of Sailing. Rule A9 applies to the scoring.

13.2Four (4) races are required to be completed to constitute a series. [Direction14]
14SUPPORT BOATS
The M32 fleet shall provide at least one support boat per race for safety. The safety boat shall follow the fleet during the race and provide required assistance in the event a boat competitor capsizes, has equipment breakage, or requires other general support. The safety boat shall remain at least 150 feet from any competitor while racing is in progress except when rendering assistance to a boat in danger at that boat’s request. All support boats which are present shall check in with the Race Committee prior to the start of the race. Check in may be performed via VHF channel 69. Support boats shall not coach or otherwise aid a competitor to race.

15BERTHING
There are no berthing requirements.
16HAUL-OUT RESTRICTIONS
Keelboats may be hauled out during the series.
17DIVING EQUIPMENT AND PLASTIC POOLS
Underwater breathing apparatus and plastic pools or their equivalent shall not be used around keelboats between the preparatory signal of the first race and the end of the regatta.
18RADIO COMMUNICATION
Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. The Race Committee will broadcast information to the Fleet using VHF channel 69. The Race Committee will monitor VHF channel 69. [Direction16]
19PRIZES
Prizes will be awarded at the discretion of the fleet. The organizing authority may award a separate prize.
20DISCLAIMER OF LIABILITY
Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. [Direction17]
21INSURANCE
Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $500,000 per incident or the equivalent. [Direction18]
22SOCIAL
During the season, the Fleet will have one or two boats come to the ILYC docks after the race to show and tell to promote the class and sailing involvement. This date will be announced by ILYC to help promote numbers attending. All M32 class participants on the ILYC dockside evenings will be invited to an ILYC Grille night and this will be coordinated with ILYC Social committee
23CHANGES TO THE NOR AND SIs
The organizing authority may change the NOR material related to scoring after consulting with the competitors and evaluating their intent for this series.
