It was AGREED that the minutes of the Parish Council meeting held on 28th June 2017 be APPROVED as a true record. The minutes were signed by the Chair

  1. Review of previous actions (where not included as agenda items)

Action plan update

  • Village sign
  • The clerk confirmed that following further advice from the planning department, that supplementary documents had been submitted for the on line planning application. However an additional scale plan and superimposed drawings are required. The Council APPROVED £13.20 for the purchase of the 1:500 site plan and the clerk has a meeting in the morning with Mrs Kassim from Planmart, to discuss the photomontage with a scaled version of the village sign superimposed. It was AGREED that the clerk would update the Councillors following the meeting
  • Bus shelter
  • The windowsill planters are now on order. Discussed planting up in the spring
  • The painting of the shelter is now complete
  • APPROVED the quote for £150 for the installation of a slatted bench opposite the window. It was AGREED that the clerk would arrange for the work to be done
  • It was AGREED that the clerk would order a notice board for use inside the shelter as a community notice board, and to arrange for it to be installed at the same time as the bench fitting.
  • It was also AGREED that the clerk would obtain a ‘Community Notice board’ notice to be added to the board
  • Defibrillator
  • The cabinet has been received and is now with the electricianfor configuring and installing on the Methodist Church wall. The defibrillator unit is on order and expected delivery is within the next 2-3 weeks. Following delivery of the defibrillator unit, the electrician and clerk will place in the cabinet and the clerk will arrange a training session with North West Ambulance Service.
  • Village garden wild flowers
  • Wild flower mix purchased and awaiting planting. It was AGREED that the clerk and/or councillors would follow up this item to check completion. If not already done, within the next month would be preferable
  • Improvements to the Rec
  • Awaiting delivery of the pallets needed to build the bug hotels on the Rec and the Village Garden. The clerk has some straw and a budget of £50 was APPROVED for the sundries required. Councillor Bell will obtain some roofing felt.
  • There has been feedback from some residents about the improved appearance of the Rec, following the regular maintenance.
  • It was AGREED that Councillor Bell and Councillor Brereton would contact MAD Industries for a quote to replace the gate to the Rec, with a possible kissing gate pedestrian access to the side of the main gate. Separate costings for the kissing gate would be needed to include this under this years Minor Maintenance Agreement
  • Village Green status for the Rec
  • It was AGREED that the clerk would send the updated Statutory Declaration to Councillor Jones for completion. Map of the Chisworth boundary obtained
  • Footpath sign replacement
  • In progress. As the Hunters replacement footpath sign is part of the Hunters fence, possible alternative site to be found which does not interfere with the fence. It was AGREED that discussions would take place with D. Brereton about the waymarker for Chisworth footpath 27.
  • Police and Crime Commissioner
  • Awaiting joint meeting date to be arranged with Charlesworth Parish Council. The clerk has contacted Charlesworth Parish Council Clerk to request progress, however, this topic can be picked up at the forthcoming Battle’s Over meeting in early October
  • Footpath 11
  • The clerk has reviewed the route using the definitive map portal on line and the footpath route has an agricultural building directly over it. It was AGREED that the clerk would contact the Rights of Way to discuss raising an objection and the need for the footpath to be re-routed.
  • Battle’s over – A Nations tribute
  • Meeting date in early October is currently being rearranged. Peter Cooper has done a lot of work following up the names on the cenotaph and is producing a small information booklet. Peter Cooper to also be invited to the meeting.
  • Environment
  • It was AGREED that Councillor Bell would obtain costs for weed spraying, however, this is a role for Derbyshire County Council. The clerk has reported overgrown hedges and undergrowth. Councillors George Wharmbyreported the issue, however, the condition of the footpaths remain poor due to the undergrowth and hedges impeding the footpaths.It wasAGREEDthat the clerk would draft a letter to Councillor Wharmby stating the unsatisfactory resolution of the problem and include the obscured bus stop sign at Far Woodeats Lane.
  • Blocked drains on Sandy Lane
  • Awaiting response from Chris Rogers
  1. Financial matters

(1)External Audit. No further response from Grant Thornton.

(2)Q1/2 Finance report and bank reconciliation approved

(3)Change of insurers for 208/19. Renewal notice will be provided by BHIB brokers

(4)Minor maintenance agreement for 2017. Chisworth Parish Council has been awarded £430. It was AGREED that the clerk would post on the village Facebook page for residents to highlight any work required on footpaths

Sunday 12th November. It was AGREED that Councillor Bell would attend on behalf of the Parish Council and the clerk would order the poppy wreath

  1. Planning matters - HPK/2016/0386 Discussion of progress on the site so far. In particular, siting, vehicle access and order of building work. It was AGREED that Councillor Bell would review the conditions of the planningapproval

A new drainage channel has been made which discharges onto New Mills Road. It was AGREED that the clerk would contact the flood team to query the appropriateness of the new channel and also highlight the drains and culverts on Sandy Lane are still not functioning
