RESOLVED: (1) THAT the Director of Corporate Services be authorised to enter into a legal agreement under section 106 of the Town and Country Planning Act 1990 to ensure that (a) students attending and using the facilities provided at the college are banned from using cars or motor vehicles to travel to and from the said college premises and (b) the applicant shall use its best endeavours to ensure that the abovementioned ban is complied with by its students.
(2) THAT the applicant be informed that the Council is minded to grant planning permission subject to the conditions as detailed in the report now submitted and on completion of such legal agreement.
(3) THAT authority be given for the decision notice relating to the application to be issued (subject to the conditions and reasons as detailed in the report now submitted) on completion of the abovementioned agreement.
228. PLANNING APPLICATION 02/43629 - NOVEMBRE PROPERTIES LIMITED, LAND BOUNDED BY PENDLETON WAY, MARKET WAY, HANKINSON WAY AND HEYWOOD WAY, SALFORD 6 - ERECTION OF TWO RETAIL WAREHOUSE UNITS, ALTERATIONS TO EXISTING MARKET AND CONSTRUCTION OF A NEW ROOF STRUCTURE OVER MARKET AREA
RESOLVED: (1) THAT the Secretary of State be informed that the City Council is minded to approve the abovementioned planning application subject to the conditions as detailed in the report with an additional condition to include the provision of a public convenience.
(2) THAT subject to no intervention by the Secretary of State, planning permission be issued under delegated authority.

PLANNING APPLICATION NO. 02/44311/COU, EAST JOURNEY, LAND ON CORNER OF BLACKFRIARS STREET AND GREENGATE WEST, SALFORD 5 - CHANGE OF USE OF VACANT WAREHOUSES AND OFFICES AND ERECTION OF NEW RESIDENTIAL WING TO FORM 30 FLATS TOGETHER WITH ASSOCIATED CAR PARKING AND CONSTRUCTION OF NEW, AND ALTERATION TO EXISTING VEHICULAR AND PEDESTRIAN ACCESSES - SECTION 106 AGREEMENT
RESOLVED: (1) THAT the Director of Corporate Services be authorised to enter into a legal agreement under section 106 of the Town and Country Planning Act 1990, to secure payment of £30,000 for environmental improvements.
(2) THAT the applicant be informed that the Council is minded to grant planning permission subject to the conditions as detailed in the report now submitted and on completion of such legal agreement.
(3) THAT authority be given for the decision notice relating to the application to be issued (subject to the conditions and reasons as detailed in the report now submitted) on completion of the abovementioned agreement.
(4) THAT a monitoring report on the implementation of approved Section
106 Agreements be submitted to the Panel on a quarterly basis.
