Mayor Gee introduced Robert Chan and then read the following proclamation in his honor:

PROCLAMATION

In Honor of Colonel Robert E. Chan

Whereas, Colonel Robert E. Chan of Scottsville, New York having served with honor and courage during the Burma Campaign of WWII and later as an instructor for the Army Reserve; and

Whereas, Colonel Chan performed as an exemplary officer. The assistance received as an ROTC Cadet returned a career of dedication to the United States through not only service in a time of war, but also the education and training of the ranks who followed. The profile of his successful career will always serve as an example of integrity, courage, determination and leadership; and

Whereas, in consequence of his actions, the United States of America and its allies remain free and safe. His knowledge of modern warfare being taught to younger soldiers and officers helped to maintain the safety and success of our troops in sequencing years.

Now, therefore, be it unanimously resolved, that the Village of Scottsville Board of Trustees on behalf of the community extend our gratitude and thanks to Colonel Robert E. Chan.

Further, we urge all citizens to consider thanking Colonel Chan for his service and to carry his ideals and patriotism forward. Please greet him on his return from Honor Flight on June 29, 2014 at the Rochester Airport.

Mayor Gee presented a framed copy of the proclamation to Mr. Chan.

Mr. Chan thanked the Board for the honor and said that he has enjoyed living in Scottsville since 1952.

The Village thanked him once again for his service to his country.

REPORTS:

PUBLIC BEFORE THE BOARD

DPW Superintendent Farrell told Patrick Porter (Grove Street) that we have been able to borrow the Town of Chili’s traffic counter. It was placed on Grove Street last Tuesday and information was gathered for a week. Over Wednesday, Thursday and Friday, the average was 12 cars per hour and 6% were over the speed limit.

Mr. Farrell found a vendor that carried speed humps. They are 5’to 6’ long and cost $1,200.00 without the hardware. It will take about a month to get it. It is portable and can be moved to other streets as needed.

Mr. Porter was concerned about the hump being moved around during the season. Mayor Gee assured him that once it was installed it would remain for the entire season. No other streets are currently having issues, but the portability is good if it is ever needed.

Mr. Porter asked about the new “Welcome to Scottsville” sign. Mayor Gee replied that we have narrowed it down to one vendor.

·  Mr. Rech asked the Board to consider a resolution to accept and authorize the respective Planning Board Chair to sign the map to enable the transfer of land to Monroe County so that they can take ownership and operation and maintenance of the pump station. He asked the Board to review his survey map and opinion letter. There has been a “fuzzy line” issue over the years as to what part is Village and what part is Town. Municipalities are exempt from their own zoning. Details of Mr. Rech’s opinion letter will be on file in the Village Office. We will ask the Village Board that a general consensus be established in conjunction with the opinion letter. Mr. Rech is asking the Town and Village to both sign off on the Short Environmental Assessment Form (EAF of SEQR) authorizing a “negative declaration. The Town Planning Board is on-board with the idea. It will be presented to the Village Planning Board on Thursday (June 12th).

Clark to accept Terry Rech’s opinion letter of May 5, 2014 and authorize the Village of Scottsville Planning Board to sign the map allowing the transfer of land to Monroe County for ownership, operation and maintenance of the pump station.

·  Vacant house across from 20 Rochester Street.

Mr. Rech mentioned that property maintenance issues are becoming a major part of his focus recently. People are calling the Village Office or stopping in to alert us of properties that are being neglected throughout the Village. We are currently trying to find owners (or contact people) for these properties so that our concerns can be addressed. Once the proper people are contacted, they can go in and do the maintenance or we can do yard maintenance through a third-party vendor. The Village will need to get quotes for the service. This would work better for timing and liability issues. Basically, it would be mowing and a quick weedwack. Neighbors should not try to do the work, as they would not be covered by liability insurance of the property owner.

The State Attorney General issued a press release last week that his office will go after banks with “zombie houses” (owner has been thrown out and the banks don’t proceed with the foreclosure). There appears to be around 6 to 10 of these in the Village.

Mr. Rech also gave the Board an update on the cell tower. We have received a proposal from Verizon Wireless to co-locate an antenna on our tower and a proposal for engineering services and general legal review. We will check with Peter to see if we have a previous agreement (consulting services) before we can go forward. We believe we had a local law put on the books regarding cell towers in early 2010. This would need to be checked along with minutes at the time.

Dave Willard from MRB Group told the Board that access easements are needed to complete the property transfer related to the County takeover of the Wastewater Treatment Plant. 5 easement documents are in the hands of the Village Attorney.

Mr. Willard highlighted the status of the project. Mayor Gee mentioned that there is an issue related to account numbers with the pump station electric account. Treasurer/Deputy Clerk Juliann Green is working with Laurie Mastin (National Grid) and Mr. Willard to make sure we are getting billed properly. The Village will gather all its meter numbers (gas and electric) and compare accounts with National Grid and the County consortium (Fluent Energy) to make sure the Village is not getting double billed.

A final punchlist has been prepared for each contractor. Once all the tasks have been completed, the County can do its final inspections.

Blue Heron Construction should be fixing Scott Crescent issues next week.

Treasurer/Deputy Clerk Juliann Green arrived at 7:41 PM.

Mr. Willard spoke on the general charges related to engineering fees. The budget ran out at the end of December and, so far, there has been a six-month delay in project completion. There are still administrative fees related to preparing the punchlist, reviewing the training meetings and general project observation and oversight. The invoicing under “general engineering” is the result of four contractors not getting done on time. If we want to include these charges as reimbursements in our long-term financing through Municipal Solutions, we would need to set up a contract. If we tried to put the onus on the four contractors, we would probably experience more delays, along with legal issues.

Blue Heron’s deconstruction bill should be paid out of the Wastewater Treatment Plant (WWTP) Repair Reserve.

How the payments are split up should be coordinated with Mary Chappell of Municipal Solutions. The engineering fees should come out of the WWTP Repair Reserve with the demolition fees coming out of the Capital.

For the Scott Crescent sewer project, five easement maps will need to be done and passed on to the Village Attorney. After his review, they would then be passed on to the home owners. Easement work will be done in the fall at a cost of $500.00 per easement map. Mr. Willard will try to have an agreement to the Village for the next Board Meeting.

·  We have started to fill in the tanks, working with the Town. The rest of the walls are down today. A meeting is set for tomorrow to determine a final schedule.

·  Contractors are a problem when it comes to cleaning up debris.

·  STARTED THE SIDEWALK REPAIRS THROUGHOUT THE VILLAGE. REPAIRS WERE DONE ON MAPLE, BROWNS, OATKA AND GENESEE ST. NEED TO HAVE A DISCUSSION ON THE REPAIRS ON MAIN ST. WE COULD HAVE PRECISION CONCRETE COME IN AND CUT THE TRIP HAZARDS. The cost would be $3,000 to $4,000 for a quick fix.

·  The physical therapy is not coming into the new doctor’s office on Main Street. We will need to reconsider whether we still want the two parking spaces in the street dedicated to the doctor’s office (they were mostly to be used for physical therapy).

·  RACE ST HAS BEEN WIDENED AND WE WILL CONTINUE THE WALKWAY DOWN TO MAIN ST.

·  HAVE THE TRAFFIC COUNTS FOR GROVE ST AND PRICES FOR SPEED HUMPS.

·  HAVE THE LETTER READY TO BE SENT OUT TO RESIDENTS FOR THE CONVERSION TO SINGLE STREAM RECYCLING. STILL HAVE TO WRITE UP A LETTER TO BUSINESSES FOR DUMPSTERS.

·  THE DRAINAGE DITCH ON EAST GRENADIER IS COMPLETE AND IT SEEMS LIKE THE RESIDENTS ARE HAPPY?

·  WILL SIT DOWN THIS WEEK WITH CHUCK AND GET A SCHEDULE TOGETHER FOR ROAD WORK. THE PLAN IS TO T/L HEATHER LANE, SCOT CRESENT AND A PORTION ON BROWNS AVE.

·  FLOWERS ON MAIN ST ARE UP AND ARE BEING WATERED DAILY.

·  DISCUSS DEDICATION TREES.

·  REPAIRED THE STORM DRAIN ON THE CORNER OF SECOND ST AND BROWNS. THE VILLAGE OF CALEDONIA LET US BORROW THE ROAD PLATE. WE WILL CONTINUE ON STORM DRAIN REPAIRS THIS SUMMER.

·  SUMMERHELP HAS STARTED AS OF LAST WEEK. WE WERE ABLE TO HIRE BACK PATRICK HOGUE FROM LAST YEAR AND ALSO ADDED JASON PHILLIPS.

·  TODD R. UPDATE. He is doing physical therapy. We will contact the comp carrier to get more of an update.

·  CARRY OVER VACATION DAYS LETTER? They have been turned in to the office.

·  MOWING AND STRING TRIMMING KEEPING US BUSY.

·  The OSHA/PESH inspection went well at DPW. There are some minor things to do, like have a lock out/tag out procedure for each piece of equipment.
