ES&H Manual Chapter 6151 Pressure and Vacuum Vessels and its associated appendices have been revised due to 10CFR851 requirements regarding “safety policies and procedures to ensure that pressure systems are designed, fabricated, tested, inspected, maintained, repaired, and operated by trained and qualified personnel in accordance with applicable and sound engineering principles.” It further requires that these pressure systems conform to the ASME Boiler and Pressure Vessel Code and/or the ASME Piping Codes or their equivalent where applicable.

ES&H Manual Chapter 6151 and its Appendices were completely rewritten to include the addition of ASME Code requirements to both pressure vessels and to piping systems and to cover the litany of required policies and procedures described by 10CFR851. The policies described herein were developed from basic ASME Code requirements but much of the documentation deals with the weaving of these requirements into overall processes that will provide consistency within the Jefferson Lab organization for pressure system safety itself and in all Jefferson Lab processes.

The chapter and its appendices outline a significantly different way of doing business when working with pressure systems. All staff who are involved in any facet of pressure system design, fabrication, testing, inspection, repair or operation, must read this chapter carefully. Two types of training will be offered to help in the implementation of the requirements of this chapter: mandatory program awareness training for engineering, design and technical staff (this may be divided into two parts to include general awareness and more focused training of specific program requirements) and optional but highly recommended ASME 31.3 training by CASTI. The CASTI training is being setup by Dave Kausch of Facilities Management and will be available as a 4 day course starting on January 14, ’08. Additionally, the chapter awareness training will be developed by the Training Manager and the Pressure Systems Working Committee. This will be offered before the end of February ’08. The awareness training will be offered multiple times, will be generally announced and can be registered for through the lab’s training management system when it becomes available. Similarly the CASTI class can be registered for through the lab’s training management system. Supervisors and work managers must evaluate their workgroup’s training needs after reading the new chapter and make arrangements for the proper training.
