Engineer Grade III (Civil)

in the

Department of Agriculture, Food and the Marine

Section 1: Overview of the Department’s Marine Engineering Division

The Minister for Agriculture, Food and the Marine has statutory responsibility under the Fisheries Harbour Centres Acts for the fishery harbour centres at Killybegs, Rossaveel, Dingle, Castletownbere, Dunmore East and Howth. The Minister is also responsible for fisheries related development at local authority harbours and for maintaining 1902 Act and ex-Congested District Board piers, lights and beacons on the state's coast.

The state is the owner of the foreshore around the nation's coast. The foreshore consists of the seabed from the high water mark seawards. The Minister for Agriculture, Food and the Marine has the responsibility for issuing foreshore leases/licences within the six fishery harbour centres and for fishery related activities.

The Marine Engineering Division (MED) of the Department of Agriculture, Food and the Marine is organised on a regional basis with staff based in Clonakilty, Dublin, Tralee, Galway and Ballyshannon.

Key Functions of Division

MED’s Mission Statement is to support and manage the sustainable use and development of Ireland’s Aqua/Marine territory in the following key areas;

·  Aquaculture licence monitoring, surveillance and inspection, evaluation of applications and mapping records

·  Operational management of the Fishery Harbour Centres

·  Develop and implement the Fishery Harbour, Marine and Coastal Infrastructure Capital Programme

·  Advise the Minister and other Divisions on engineering and harbour operational issues

·  Contribute to the overall management of the Marine Portfolio of the Department

Vacancies

The Department of Agriculture, Food and the Marine currently has a number of vacancies at Engineer Grade III level to be filled in locations throughout Ireland. It is planned to interview potential candidates to fill these vacancies. Successful candidates will be placed on a panel in order of merit and assigned to fill vacancies as they arise. The panel remains in force for a period of up to two years from the date of the first appointment or until exhausted.

Candidates who refuse an offer of appointment to a specific location will retain their placing on the panel but forfeit their right to be offered any further appointment to that location.

Section 2: Job Specification


Engineers Grade III (Civil) are required to work in the following 3 areas.

I.  Fishery Harbour and Coastal Infrastructure

II.  Aquaculture/ Environmental related Work

III.  Foreshore

I.  Fishery Harbour and Coastal Infrastructure

MED is involved in planning and implementing maintenance and development works at the six Fishery Harbour Centres (FHC’s) of Howth, Dunmore East, Castletownbere, An Daingean, Rossaveel and Killybegs. These FHCs which are owned and managed by the department play a key role in servicing the Irish Fishing Fleet and also facilitate Marine Leisure activities. MED also inspects and reports on Local Authority harbour work co-funded by the department.

MED is responsible for Health Safety and operational management at the six ports and the Harbour Masters (HMs) and all the industrial staff at the FHCs are under the remit of the division.

Principal Duties

The principal duties include;

·  Organisation, direction and supervision of site investigation, project construction and maintenance including direction and supervision of direct labour force and contractors working at the FHCs

·  Supervision of consultants and review of technical reports and studies produced, including assisting in choosing optimum design solutions

·  Liaising with the Fishing industry and other interested parties to ensure the facilities provided fully meet the needs of the fishing industry

·  Assisting with the production of contract documents for the engagement of consultants and contractors, principally in accordance with the Government Contracts Committee for Construction (GCCC) Capital Works Management Framework (CWMF) suite of Contract Documents and Guidance

·  Surveying structures and property and providing drawings and maps including Property Registration Authority (PRA) compliant registry maps

·  Reporting on various activities at the FHC, including operational, Health & Safety and environmental issues

II.  Aquaculture/Environmental Work

The work of the division in the aquaculture licensing and inspection area consists of site inspections and reports, reviewing and examining licence applications and general provision of aquaculture engineering advice to the Department. There is a requirement for pre-screening environmental impact assessments for all shell fish and aquatic plants farm applications and the division works closely with the other scientific and technical advisors in providing this service to the department. The division is based in regional locations and this facilitates meetings with applicants and their advisors.

MED also carries out regular inspections of marine and land based aquaculture installations and provides reports on licence compliance to the Department. The division maintains a GIS based data base of all the aquaculture installations and shares the information with other agencies including providing the maps required for licensing.

MED is involved in providing technical advice to DAFM on environmental related matters including Environmental Impact Statements (EIS), Strategic Environmental Assessments (SEA), Appropriate Assessments (AA), Climate Change, Water Framework Directive (WFD), Marine Strategy Framework Directive (MSFD), in so far as they relate to the remit of the Department.

Principal Duties

The principal duties include;

·  Production of reports on aquaculture applications which includes fin fish, shell fish and aquatic plants

·  Site Inspections and mapping of marine and shore based infrastructure

·  Establishing compliance with aquaculture licensing conditions

·  Processing, analysis and maintenance of aquaculture data base, including assisting with processes to improve data base and MED processing of aquaculture information

·  Assisting working groups in developing aquaculture protocols

·  Reviewing Environmental Impact Assessments, EIS, SEA, AA, Climate Change, WFD, MSFD matters in so far as they relate to the remit of the department

·  Providing technical advice to DAFM on aquaculture development proposals with particular reference to hydrology, hydrodynamics, structural design, coastal processes, pollution impact, wild fisheries impact

III.  Foreshore

MED is involved in assessing, reviewing and providing technical advice on Foreshore licence and lease applications in respect of fisheries, aquaculture and fishery harbour related activities.

MED also provides advice and assistance on certain aspects of Department Housing, Planning, Community and Local Government (DHPCLG) foreshore related matters referred to DAFM as part of the foreshore consultation process, following the split of legal responsibility between DAFM and DHPCLG in respect of foreshore licensing.

Principal Duties

The principal duties include;

·  Assisting in assessing, reviewing and providing technical advice on foreshore licence applications at the FHCs and aquaculture licence applications

·  Examining foreshore development applications referred to the department by DHPCLG and Environmental Protection Agency in so far as fisheries, aquaculture and fishery harbours are concerned

Reporting Relationship

MED staff comprises a Chief Engineer and Assistant Chief Engineer, Engineers Grade I, Grade II and Grade III technical staff, Harbour Masters, Industrial staff (various grades) and administrative staff. The Grade III (Civil) generally reports to an Engineer II (Civil).

Section 3: Person Specification

Essential Requirements

Candidates must, on or before Friday 3rd March,

·  Hold a minimum Level 8 qualification on the National Framework of Qualification in Civil Engineering, Engineers Ireland accredited.


or

·  a qualification which would be acceptable to the Department of Agriculture, Food and the Marine as being at least equivalent for the purpose of this competition.

And have;

·  Very good interpersonal and communication skills

·  The ability to work under pressure and to meet deadlines

·  The ability to supervise staff

·  Possess a current full clean driving licence (Category B) and/or access to a car (which shall not be a

hired vehicle)

Desirable Requirements

·  Suitable experience in one or more of the following areas;

Marine related construction projects, hydrodynamics, coastal processes, fish / shellfish husbandry, water supply/treatment, GIS/mapping/surveying, aquaculture engineering, aquaculture/foreshore/environmental legislation, procurement, GCCC forms of contract, project management, design of marine structures and related works.

Working Environment

The work is divided between field and office, with travelling envisaged in all areas of work.

Training and Development


The Marine Engineering Division is Engineers Ireland CPD Accredited over a long number of years and every effort is devoted to ensuring that all staff are given ample opportunity to avail of learning and development opportunities over a wide range of topics related to our areas of work. Mentoring, lifelong learning and innovation is encouraged. Learning and Development plans are developed to suit the needs of each member of staff and is an integral part of the Performance and Development System and our CPD programme. Both specialised and general training is available from the Training and Development Unit (TDU) including training in Health & Safety related matters provided by the Health & Safety Section of the department.

Selection Process

The methods used to select candidates for this post may include some or all of the following:

·  presentation or other exercises

·  a final competitive interview which may include a presentation and/or additional assessment exercise(s)

Shortlisting

Normally the number of applications received for a position exceeds that required to fill existing and future vacancies to the position. While a candidate may meet the eligibility requirements of the competition, if the numbers applying for the position are such that it would not be practical to interview everyone, the Department of Agriculture, Food and the Marine may decide that a number only will be called to interview. In this respect, the department may provide for the employment of a short listing process to select a group for interview who, based on an examination of the application forms, appear to be the most suitable for the position. An expert board will examine the application forms against a pre-determined criteria based on the requirements of the position. This is not to suggest that other candidates are necessarily unsuitable or incapable of undertaking the job, rather that there are some candidates who, based on their application, appear to be better qualified and/or have more relevant experience. It is therefore in your own interest to provide a detailed and accurate account of your qualifications/ experience on the application form.

Candidates must produce satisfactory documentary evidence of all relevant qualifications and experience claimed by them, if required.

Section 5: Eligibility to Compete

Citizenship Requirement

Candidates should note that eligibility to compete is restricted to citizens of the European Economic Area (EEA). The EEA consists of the Member States of the European Union along with Iceland, Liechtenstein and Norway. Under EU agreements Swiss citizens may also apply.

Collective Agreement - Redundancy Payments to Public Servants (Department of Finance letter to Personnel Officers dated 28 June 2012)

The Department of Public Expenditure and Reform letter dated 28th June 2012 to Personnel Officers introduced, with effect from 1st June 2012, a Collective Agreement which had been reached between the Department of Public Expenditure and Reform and the Public Services Committee of the ICTU in relation to ex-gratia Redundancy Payments to Public Servants. It is a condition of the Collective Agreement that persons availing of the agreement will not be eligible for re-employment in the public service by any public service body (as defined by the Financial Emergency Measures in the Public Interest Acts 2009 – 2011) for a period of 2 years from termination of the employment. Thereafter the consent of the Minister for Public Expenditure and Reform will be required prior to re-employment. People who availed of this scheme and who may be successful in this competition will have to prove their eligibility (expiry of period of non-eligibility) and the Ministers consent will have to be secured prior to employment by any public service body.

Incentivised Scheme for Early Retirement (ISER)

It is a condition of the Incentivised Scheme for Early Retirement (ISER) as set out in Department of Finance Circular 12/09 that retirees, under that scheme, are debarred from applying for another position in the same employment or the same sector. Therefore, such retirees may not apply for this position.
