Job Description

Title:Human Resources Manager

Position Description:

Maintains confidential employment information and records and isinvolved with the hiring and termination of Chancery employees. Assists with salary administration for all Chancery employees. Does the administration and maintenance of all Diocese employee health insurance, employee life insurance, and employee savings plan programs. Handles Human Resources problems within the Catholic Pastoral Center and the Diocese. Is the liaison with our IT provider. Works directly with our healthcare provider and administrator to resolve problems with claims processing and coverage issues concerning health, dental and vision plans. Designs and administers the Diocese Wellness Program. Is the liaison between the Chancery and the cleaning service which provides service for the chancery and Bishop’s residence. Works directly with all retired priests in regards to health coverage issues.

Qualifications:

Knowledge and Abilities:

  • Good computer skills and knowledge of Microsoft® Windows, Microsoft® Office, Microsoft Excel,Microsoft Outlook,Human Resources Software,and/or equivalent programs.
  • Working knowledge of computer programs including payroll and time and attendance software, various benefits software as required or equivalent programs.
  • A good working knowledge of Federal, State and Local regulations as they relate to Human Resources.
  • Good decision making skills and the ability to cope with stress.
  • Good interpersonal and written communication skills.
  • Ability to work well with other diocesan personnel, parish personnel, retirees and the public.
  • Ability to work independently without supervision.

Degrees, Licenses and Certification:

  • High school diploma .
  • Post-secondary training in Human Resources and/or Business with a Bachelor’s degree preferred.

Experience:

  • 5 Years Benefits and Human Resource administration experience.

Religious:

  • Fully initiated, practicing Catholic free from any canonical penalties and of proven faith, good morals and good reputation.

Essential Duties and Responsibilities:

  1. Inputs data for personnel,payroll and benefit information.
  2. Administrates the retirementplans by inputting accurate information and maintaining the system as changes occur. Keeps the payroll system updated and all records current.
  3. Obtains all required employment information and governmental forms; maintains all confidential employment information; processes all employment, governmental and insurance reports.
  4. Maintains employee health insurance database; balances monthly billing information with insurance carrier; maintains health insurance claim information; assists individuals in resolving benefit and claims questions.
  5. Assists diocesan clergy (both active and retired) and seminarians in the filing and processing of their health insurance claims; calculates diocesan co-payment amounts for approval of Diocesan Finance Officer for appropriatepersonnel.
  6. Assists diocesan and parish employees who choose to enroll in the diocesan employee savings plan and life & disability insurance plan and works with the administrators of these plans.
  7. Coordinates annual open enrollment for employee benefits and communicates all changes for the next benefit year.
  8. Assists the Diocese Bishop with personnel matters regarding directors and clergy.
  9. Serves as appeal for staff member with unresolved issues concerningsupervisors.
  10. In charge of the daily operations of the Catholic Pastoral Center, in cooperation with the Finance Officer.
  11. Responds to inquiries concerning Diocesan Office policies and services; when in doubt, refers such inquiries to the appropriate person.
  12. Participates in continuing education as provided or approved.
  13. Attends chancery and ministry staff meetings.
  14. Works cooperatively with other diocesan personnel, parish personnel and the public.
  15. Works with the Chancellor with issues with active clergy and foreign priests.
  16. Maintains strict confidentiality, discussing church business only with the person or persons necessary to carry out the assigned church interactions or responsibilities.
  17. Models Catholic religious and moral beliefs to others.
  18. Performs related duties, responsibilities and extra projects as assigned.

Appointment and Term:

This position is “at will,” meaning the employee can be dismissed at any time with or without any statement of cause or reason for dismissal. Appointed and removed at will by the Diocesan Finance Officer at the Finance Officer’s sole discretion.

Payroll Status:Exempt. Standard Employee averaging a minimum of 40 hours per week.

Evaluation:Annual evaluation by the Chancellor, which does not change theat-will nature of this employment.
