A look at the list of OMHA Park Representatives shows that we have new OMHA Park Representatives in Lamplighter (Lyla White, Acting Park Rep.), MiraMar (Patricia Olkowski and Dwight Johnson) and Mission View Manor (Donna Morel). WELCOME ALL. Retiring as OMHA Park Representatives are Lois Berning (MiraMar) and Walt Stendahl (Mission View Manor). Thank you Lois and Walt for your service to OMHA.

The City of Oceanside requires park management to report annually how many spaces in their park are under rent control, how many spaces the park owns, and how many spaces have long-term leases. The table below shows those statistics for the main parks in Oceanside, as reported in late 2016.

Big changes from the figures reported for the previous year were Cavalier (10 park-owned homes vs. 0 reported for the previous year) and Terrace Gardens (20 park-owned homes vs. 1 reported for the previous year).

The total for rent-controlled spaces plus long-term leases plus park-owned homes, if added together, does not equal the total number of spaces. At least part of the explanation is that park-owned homes used by park management as residences for management personnel are not included in any category in the table except total spaces.

There are some alarmists who claim that after a park owns a certain percentage of homes in their park (usually claimed to be around 50%), the owner can then claim it is not a mobile home park anymore, and then not be covered by Oceanside’s rent control ordinance. If that were true, then one of the smaller parks, La Playa, would not be covered by rent control, because of the 21 mobile homes there, 19 are park-owned. The other 2 are still under rent control.

The January, 2017 OMHA Newsletter reported a telephone number for the California Housing and Community Development (HCD) Ombudsman. Shortly after distributing that newsletter, the HCD updated their website, and no longer use the name “Ombudsman.” They now call it the Mobilehome Assistance Center, and their phone number is (800) 952-5275 or (916) 263-4742. The January, 2017 OMHA Newsletter warned readers not to be deceived. I did not mean to imply that a small group calling themselves Mobilehome Action Committee would intentionally attempt to deceive anyone. I also reported that that name is owned by ACTION, not by the small group, which has since changed their name.
