SUMMARY

The Senior Manager, Business Continuity is responsible for the implementation, management and execution of all first line of defense FFIEC BCP Appendix J activities for Banking and Trust Services (BTS) to ensure adherence to FFIEC BCP Appendix J and second line of defense Business Continuity and Incident Management (BCIM) requirements. The Sr. Manager, Business Continuity willbe the liaison between BTS and BCIM providing a single point of contact within BTS to promote efficient communication and will coordinate the efficient, timely execution of BTS Appendix J deliverables.
Charles Schwab Banking and Trust Services (BTS)follows the three lines of defense model of risk governance. The Sr. Manager, Business Continuity is a first line of defense position for Banking and Trust Services and assures compliance with all applicable policies and procedures, and state and federal banking regulations in the context of their responsibilities.

ESSENTIAL DUTIES

  • Ensure BTS compliance with FFIEC BCP Appendix J and related regulatory guidelines
  • Map BTS Appendix J activitiesto FFIEC and other applicable regulatory requirements
  • Establish clear ownership with defined roles and responsibilitiesfor first line Appendix J activities
  • Ensure business and technology partners clearly understandand find value in BTS Appendix J activities
  • Attend Appendix J Governance Team meetings to remain informed of second line of defense Appendix J Program status, initiatives and new first line deliverables
  • Develop and maintain BTS Appendix J processes and procedures to support strong coordination and alignment with second line of defense activitiesand requirements
  • Manage BTS response to audit and regulatory inquiries regarding Appendix J
  • Coordinate, monitor and mitigate issues and gaps associated with Appendix J activities
  • Define, implement and execute Appendix J activities for BTS shared vendors and 23B Affiliates
  • Enhance BTS oversight and awareness of Technology Service Provider (TSP) resilience
  • Document, maintain and report on TSP concentration risk
  • Attend TSP SLA meetings and review SLA reports for issues and trends that may impact BTS resilience
  • Enhance, implement and maintainon going due diligence tools and processes to support Appendix J requirements
  • Ensure relevant, value added reporting on Appendix J activities is provided to BTS Management
  • Produce and maintain contingency plans to address TSP outages and their holistic BTS impact
  • Create and maintain long and short term contingency plans for various TSP outage scenarios
  • Enhance and maintain TSP exit strategies to align with Appendix J requirements
  • Ensure consistency and integration between BTS business department BC Plans, TSP contingency plans and TSP exit strategies
  • Develop, implement and mature over time a risk based TSP Testing Program
  • Define BTS methodology for BC/DR testing with TSPs
  • Create efficient, sustainable, repeatable process for testing with TSPs
  • Act as BTS single point of contact for planning, coordination and execution of integrated testing with TSPs
  • Track TSP BC/DR test issues to resolution
  • Analyze and evaluateTSP BC/DR test issues for trends and operational risks
  • Provide executive summaries of BC/DR testing with TSPs
  • Maintain repository of TSP testing documentation to demonstrate Appendix J compliance
  • Other Essential Duties include:
  • Build strong relationships with business partners to implement, execute, maintain and report onBTS Appendix J activities
  • Ensure BTS remains informed of and compliant with existing and new business continuity, disaster recovery and third party management regulatory guidance
  • Assist Managing Director, Business Continuity with special projects involving business continuity, disaster recovery or technology service provider resilience
  • Participate and provide leadership in Bank Oversight projects as needed

SUPERVISORY RESPONSIBILITY

The position of Sr. Manager BTS Business Continuity carries no supervisory responsibilities in accordance with BTS policies, and complies with all laws, rules,and regulations applicable to the position.

QUALIFICATIONS

  • 7+ years experience in Disaster Recovery and/or Business Continuity
  • CBCP, MBCI or similar BC/DR industry designation required
  • 7+ years of experience in retail banking (may include sales, service, fulfillment, operations, process, project, and management experience)
  • Impeccable attention to detail
  • Ability to work independently
  • Ability to succeed in a fast pace heavy workload environment. Requires excellent time management skills to juggle multiple competing priorities
  • Superior written and verbal communication skills. Writing sample will be requested
  • Advanced experience using MS Office Suite including demonstrated Excel, Power Pointand Sharepoint skills
  • Ability to build strong relationships throughout the organization
  • Working knowledge of Information Technology and Information Security
  • Bachelors Degree required; Advanced degree preferred
