REEPHAM PARISH COUNCIL - MEETING

Held in the Methodist Schoolroom on Tuesday 31st January 2012 at 7.30pm

Present: Cllr D Perkins, who presided, Cllrs A Brammer, A Clay, S Crease,

V Stuffins, B Tebbs, N Ward, D Wiles with the Clerk Mr B Wharton. 2 Parishioners also attended along with Mr Ellis representing AGAST

D/Cllr Mrs I Parrott and D/Cllr A Welburn also attended

MATTERS RAISED BY MEMBERS OF THE PUBLIC - None.

1.  APOLOGIES received from Cllr J Oxby.

2.  MINUTES OF MEETING HELD ON 29th November 2011 were approved and signed on the proposal of Cllr. N Ward, sec. Cllr. S Crease.

At this point, a presentation was given by Mr A Ellis representing AGAST. The StarEnergy resubmission of Planning Permission had been placed with LCC just before Christmas leaving little time for objections. Although this was for the Welton A site, which does not adjoin the Reepham boundary, some aspects could affect Reepham. Various aspects with reference to safety, integrity of existing pipework and future period of licensing agreements were brought to the attention. Mr Ellis left the meeting after the presentation.

3.  MATTERS ARISING FROM THE MINUTES

Cllr D Perkins thanked those members of the Parish Council (including himself) who by charging the 24-volt batteries kept the Christmas tree lights burning throughout the dark evenings. Thanks also to Cllr B Tebbs for the Vote of Thanks.

5.  FINANCIAL MATTERS a) Presentation of Accounts. Agreed on the proposal of Cllr N Ward. Sec Cllr D Wiles that the following accounts be paid.

Grass Cutting Tenders 2012-17

4 Tenders had been received with some degree of variation across them. Clerk was tasked to ask two firms to resubmit and to supply further information on their companies.

6.  PLANNING MATTERS

Noted – Tree trimming plans at 14 Manor Rise permission.

The following applications were noted. 2 Chapel Close, 20 Manor Rise, 16 Station Road – re-submission, 22 Church Lane.

The following refusal was noted – 38-41 Manor Rise.

Clerk was tasked to approach WLDC Planning to inform them again that paper copies of Planning Applications are required by this Parish.

7.  ROADS AND FOOTWAYS

An email was received from a resident complaining about the state of the footpath on Mellows Close – resolved to inspect the footpath. It is noted that LCC have already been informed.

Parking across drive entrances near the school at pick-up time is again being reported – Police to be notified.

It was noted that only 9 grass cuts instead of ten had been required last year

8.  NETWORK RAIL

Letter received from Network Rail re the railway gates at Mellows Close. Resolved to reply to the effect that the north gate still did not close automatically. Additionally to inform them that the road crossing lights were permanently ON overnight.

9.  FIELD FOOTPATHS AND BRIDLEWAYS

Returns sent to Parish Paths Partnerships for end-of-season grass cutting claims.

10. OILFIELDS

Following the presentation by Mr Ellis resolved to write to LCC to express our concern over various points. Although the time limit had expired, LCC reopened the casefile to await the comments from the Council.

13. CHRISTMAS TREE LIGHTING

FREE RESOURCE It was resolved that the council, in accordance with its powers under Section 137 & 139 of the Local Government Act 1972, should incur the following expenditure, which in the opinion of the council was in the interests of the inhabitants of Reepham. It was proposed by Cllr. B Tebbs. Sec Cllr S Crease and agreed that the following accounts be paid.

Fillingham Trees 102.00

Chairman’s Expenses.

It was proposed by Cllr D Wiles and Sec by Cllr A Clay that Mrs M Small be paid £26.09 and B Wharton be paid £10.44 for refreshments.

As the streetlight at the end pf Mellows Close is to be replaced, a proposal to incorporate a 24-volt supply from the base was discussed. Clerk to action.

14. BTCV CONSERVATION PROJECTS

Further information on BTCV had been requested specifically with respect to Mr Rich’s presentation during the November meeting. This will be circulated with the correspondence.

15. LOTTERY FUNDING

FP 123 improvement – work has started – there are some problems and the Parish Council is to meet at the site to discuss changes.

FP123 Mellows Close hedging. Planting is 1/3 done but further trees are required. Clerk to source an extra supply ready for planting.

16. DIAMOND JUBILEE AND PRESENTATION MUGS

Email from Rev Penny Green re Ceilidh at the village hall informing the Parish Council.

Various information sheets on sales of presentation mugs for the Diamond Jubilee including a sample have been received and will be circulated with correspondence.

17. ANY OTHER BUSINESS

An email was received on the condition of a stile between Hawthorn Road and North Greetwell. LCC will be informed.
