Job Title:Clinical Lead, Respiratory Health

Salary:Depending on individual’s current terms of employment.

Hours:1 session/PA a week

Tenure: Fixed term until 31 March 2012. Option to renew until March 2013.

Accountable To:Managerially, and for this work, professionally, accountable to the Medical Director, NHS North of England

JOB PURPOSE/SUMMARY:

To offer leadership and clinical advice to NHS commissioners and service providers within Yorkshire and the Humber in their work to improve the quality and productivity of services for people with lung disease, including implementation of the Outcomes Strategy for Chronic Obstructive Pulmonary Disease (COPD) and Asthma in England and to support the work of the Strategic Health Authority (SHA) in developing NHS commissioners.

To offer clinical advice and leadership in support of the regional strategic service framework.

To support the SHA Medical Director in providing leadership to the NHS workforce across Yorkshire and the Humberas part of NHS North of England including work on the development of aspiring clinical leaders across the Yorkshire and the Humber region.

Ensuring that the best and most creative thinking about health and

health care is made available to all leaders in the Yorkshire and the Humber, evaluated and then drawn upon in strategic planning and change management.

Holding the NHS in Yorkshire and the Humber to account, on behalf

of local communities and the DH, for effective planning and delivery of

care.

System Regulation

Ensuring safety across the system and agreeing the rules and

behaviours for how our system will work.

CapacityBuilding

Building capacity at the SHA as an organisation and providing services on behalf of the NHS in Yorkshire and the Humber where there is a statutory requirement or

where this makes sense for economies of scale.

Advocacy and Interpretation

To be the key link between the DH and the NHS locally and to provide a strong voice for the NHS in the region to influence national policy and ensure Yorkshire and the Humber is well thought of with national decision makers.

To handle the specific work of the respiratory programme a steering group has been set up and supported by the SHA’s long term conditions lead manager, respiratory programme manager, the regional lead from the Department of Health’s Lung Health Improvement programme and the SHA’s lead manager on pharmaceuticals. The successful applicant will be expected to play an active role in the work of this group.

KEY RESULT AREAS

Work with the existing Respiratory Clinical leads:

  • To provide collective leadership with a small team tasked with supporting the development and delivery of the national respiratory programme across Yorkshire and the Humber
  • To develop a “virtual” network of PCT and provider colleagues with an interest in lung health and the delivery of the COPD strategy and to share information with the members of this network and to get feedback from them
  • To lead and support clinical involvement in service improvement aligned to the Outcomes Strategy for Chronic Obstructive Pulmonary Disease (COPD) and Asthma in England
  • To lead in the identification and dissemination of best practice and evidence on the respiratory agenda and advise on progress and clinical risks to delivery
  • To identify barriers to implementation of best practice and to work with all partners in resolving any issues.
  • To work with clinicians and managers across Yorkshire and the Humber to help reduce health inequalities and improve health and healthcare.
  • To work with the medical profession in Yorkshire and the Humber to develop models of care and work through the service implications of policy in terms of future clinical models and service configurations.
  • To identify the key actions to be delivered by NHS commissioners to improve respiratory health services, including the vision for the respiratory pathway and the metrics that should be used by the SHA and PCTs to assess progress, including work with the public health observatory on monitoring outcomes
  • To support the SHA in its work through the Single Accountability and Assurance Process (SAAP) to confirm and challenge PCT and practice-based Commissioning Plans, Strategic Plans and Annual Operating Plans.
  • Ensure engagement and development of clinical leaders of the health community including:
  • Motivate and inspire Clinical and Medical Directors, Trust Chairs, Consultants, Nurse Directors, AHPs and GPs to drive change at a local level;
  • To deliver change across pathways of care, working across organisational divides
  • supporting the aspiring clinical leaders programme in Yorks and the Humber.
  • To act as the focal point for coordination involving national and local stakeholders to ensure a consistent approach and to work in collaboration with the Department of Health, local NHS and social care organisations, professional bodies, charities and other relevant bodies such as universities and educational institutions.
  • Assist the SHA in promoting links between commissioners and relevant respiratory and lung health organisations

HEALTH AND SAFETY

  • The postholder is required to inform their Line Manager of any safety issues that could affect themselves or others in the workplace. The postholder is responsible for their own health and safety and must co-operate with management at all times in achieving safer work processes and work places, particularly where it can impact on others.
  • The postholder will be trained in the correct use of any equipment provided to improve health and safety within the organisation. The postholder is required to use the equipment when necessary and as instructed, it is their responsibility to ensure the equipment is safe to use, prior to its use, and must report and defects immediately to their Line Manager.
