The Program: During expansion of a casino entertainment complex in Atlantic City in 2003, a portion of the parking garage collapsed, causing numerous construction worker fatalities and injuries. Garage construction consisted of stay-in-place, precast, prestressed concrete formwork and cast-in-place composite floor system connected with mild steel reinforcing to cast-in-place concrete columns and shear walls. The collapse occurred during placement of floor concrete at an upper level, leading to progressive failure of multiple levels. Various methods of investigation and analysis were used to assess the cause of the failure. Results of this investigation and recommendations on how to avoid such accidents in the future will be presented.

The Presenter: Dr. W. Gene Corley serves as CTL Group’s managing agent for professional and structural engineering, and leads structural evaluation projects related to industrial, transportation facilities, parking facilities, bridges, and buildings. His wide range of experience includes evaluation of earthquake- and blast-damaged buildings and bridges; investigation of distress in prestressed concrete structures; repair of parking garages damaged by corrosion; evaluation and repair of high-rise buildings, stadiums, silos, and bridges; design and construction of repairs for prestressed and conventionally reinforced, precast and cast-in-place concrete, and structural steel facilities and foundations.

Dr. Corley is one of the world’s foremost experts in analyzing buildings damaged by bombs, earthquakes, fire, and tornadoes. He led the federal investigation into the September 11, 2001 collapse of the World Trade Center’s twin towers. He also conducted the investigation of the 1995 bombing and collapse of part of the Murrah Federal Building in Oklahoma City, and served as an engineering expert during the investigation of the 1993 fatal fire at the Branch Davidian complex in Waco, Texas.

He earned his Bachelors degree, Masters degree and PhD at the University of Illinois at Urbana-Champaign, Illinois and is a licensed engineer in more than 30 states. Dr. Corley has been an active member of many technical and professional organizations, including ASCE, ACI, NSPE, NCSEA, and NAE. He has published over 170 papers and books, including more than 90 on bridge design and /or seismic design.

From Delaware (South), take I-95 North to I-476 North. Continue on I-476 North to I-76 West and exit at Mall Boulevard. Bear Right onto Mall Boulevard and proceed to the traffic light. Turn right onto Gulph Road and hotel is one mile on the right.

From Harrisburg (West), take the Pennsylvania Turnpike East to Valley Forge (Exit 326). Pass through the tollbooths and take the first exit for Valley Forge. Merge onto Gulph Road. The hotel is the second building on the right.
