In January 2010, Watauga County solicited qualifications from businesses as potential partners with to conduct a feasibility study and possible installation of a photovoltaic (PV) system at the County’s closed landfill. The photovoltaic system is one component in the County’s overall plan to develop green energy alternatives at the landfill. Developing green alternatives will allow the County to reduce its carbon footprint and assist in maintaining the overall quality of the environment. The Watauga County Commissioners have a strong commitment to alternative energy solutions.
As part of this commitment, in March 2010, Watauga Solar was awarded a contract for a feasibility study and possible installation of a photovoltaic system at the County’s closed landfill. A one-year lease with an option for additional nine years was negotiated. Preliminary estimates are that a one to two mega watt system is possible. The system would have the potential to power one hundred and seventy-five typical homes annually.
The basis of the project is to conduct and complete a study to determine the feasibility of designing, building, and installing a PV system on the County’s capped landfill. Below is a list of the responsibilities of Watauga County and Watauga Solar, respectively:
Watauga County Responsibilities
· Provide approximately 20 acres (Attachment 1) for location of PV system.
· Provide a short-term lease (1 year or less) for the feasibility study period.
· Provide a long-term lease should the feasibility study indicate that a PV system is appropriate.
· Assist in securing agreements, easements, and permits relevant to the project.
Partner Responsibilities
Phase I
· Enter into a short-term lease agreement with Watauga County.
· Conduct and complete a PV system feasibility study.
· Provide results of the feasibility study and all related data and
information to Watauga County.
Phase II – If Warranted
· Enter into a long-term agreement/lease with Watauga County.
· Design and construct a PV System.
· Obtain all federal, state, and local permits.
· Comply with all federal, state, and local regulations.
· Secure energy purchase and all other necessary agreements with local and regional utility companies.
· Provide a detailed financial model.
· Acquire capital investments and operating expenses with no financial costs to Watauga County.
· Partner with Appalachian State University, Watauga County School System, and local non-profits where possible.
· Use local resources and businesses as preferred providers to support local economic development.
