SUMMARY
Responsible for the overall operations and successful function of the Workforce Innovation and Opportunity Act (W.I.O.A.) Programs.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Ensures the accuracy of paperwork conducted or completed through the W.I.O.A. Programs and all Eastern Kentucky Concentrated Employment Program funded projects.
Responsible for ensuring a networking relationship with the Eastern Kentucky Concentrated Employment Program (EKCEP) of the Workforce Development Cabinet.
Facilitate communication and interaction between multiple organizations throughout the LKLP counties to assist in economic growth of the region.
Monitors contractual obligations set forth by EKCEP.
Implement, coordinate and maintain a comprehensive and integrated workforce development marketing strategy.
Proactively plan and coordinate with local education agencies, economic development agencies, other public agencies, business partners, and community-based organizations to leverage resources and integrate service delivery.
Understands W.I.O.A. budgetary requirements set forth by EKCEP.
Responsible for reviewing W.I.O.A. budget weekly and requesting budget modifications/changes.
Responsible for all paperwork and reports required by EKCEP.
Organizes and maintains accurate filing system on all enrollees/participants.
Makes referrals to appropriate agencies and EKCEP.
Proofreads all participantstimesheets for accuracy.
Must stay abreast of all requirements and regulations set forth on the state and federal levels in regard to the W.I.O.A. Program.
Serves as informant and advisor to all participants as required.
Performs any other duties assigned by the Executive Director.
SUPERVISORY RESPONSIBILITIES
Responsible for the supervision of all supportive staff employed by the W.I.O.A. Program, including statistical clerks, case managers, etc.
QUALIFICATIONS

EDUCATION and/or EXPERIENCE
Associate's degree or Certificate from college or technical school in business or related field. Bachelor's degree (B.A.) from four-year college or university preferred; or one to two years related experience and/or training; or equivalent combination of education and experience.
LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
REASONING ABILITY
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
CERTIFICATES, LICENSES, REGISTRATIONS
Required to attain all certifications, licenses and registrations as directed by the Executive Director, the LKLP Board of Directors, EKCEP, and state and federal funding entities.
