Experience Summary / Ms. Truant joined the Goss Gilroy Inc. team as a consultant last year. Reflecting her academic training and professional experience in international development, Ms. Truant has become involved in a number of international projects immediately upon arrival at GGI. Ms. Truant focuses on Results Based Management/Managing for Development Results program evaluation, and qualitative analysis.Ms. Truant was awarded a Master of Arts from the Norman Paterson School of International Affairs at Carleton University, where she studied Conflict Analysis and Conflict Resolution. Ms. Truant’s undergraduate degree is from the University of Guelph, where she received an Honours Bachelor of Arts in International Development, with a focus on Political Economy and Administrative Change. Ms. Truant holds a Level II (Secret) clearance.

Program Evaluation / Evaluation of the Toronto Centre for CIDA (2008): Ms. Truant was involved with a number of aspects of this evaluation, such as conducting a file review, literature review and writing an extensive organizational history and profile. Ms. Truant also assisted in key informant interviews, conducting qualitative data analysis, and organizing and synthesizing internal evaluation documentation. In following DAC/OECD guidelines for evaluation, she assisted in the development of a CIDA Evaluation Design Matrix and the creation of performance indicators. In the second phase of this project, Ms. Truant worked with Toronto Centre staff directly, to help develop a logic model and performance measurement framework for the organization.
Institutional Assessment of the Organization for Security and Cooperation in Europe for CIDA (2009): Ms. Truant was directly involved in all parts of this assessment of the OSCE. She undertook an extensive file and document review and conducted a large key informant interview program with both Canadian and international respondents. Using qualitative analysis, this assessment evaluated Canada’s relationship with this International Organization in relation to issues of human trafficking, child protection and human security.
Review of Intercountry Adoption Services for HRSDC (2009): Ms. Truant was involved in every aspect of this review, which examined Canada’s responsibilities in child protection as they relate to the adoption of children from foreign countries. She conducted an extensive key informant interview program, as well as a website and document review. Ms. Truant also assisted in the writing of the final report and the development of recommendations.
Mainstreaming Managing Poverty Reduction for the Asian Development Bank (2009): The assignment involves work with the governments of Bangladesh, Pakistan, and Nepal to adopt Management for Development Results as an explicit public sector management practice. As part of this large project, Ms. Truant is developing an MfDR readiness assessment tool workbook to be used in the training of national consultants in the application of the strategies, implementation, and mainstreaming of MfDR.
Summative Evaluation of the Foreign Credential Recognition Program (FCRP) for HRSDC (2008): As part of this complex evaluation for HRSDC, Ms. Truant is responsible for conducting key informant interviews and qualitative analysis. In the examination of barriers to labour market access, Ms. Truant is assisting in the development of a case study, case study interviews and subsequent reporting. Ms. Truant is also responsible for contributing to the final report.
Evaluation of the Homelessness Partnering Strategy for HRSDC (2008): Ms. Truant contributed to this large project by assisting with key informant interviews, a document review, and qualitative analysis. Ms. Truant contributed to a case study, which included conducting interviews and technical report writing by line of evidence.
Evaluation Framework for the Pilot Project on Non-Lapsing Appropriations for Capital Asset Management for TBS (2008-2009): Ms. Truant is contributed to this assignment by conducting key informant interviews and coordinating the data collection. She conducted an administrative data review using documents from four federal departments. Ms. Truant also assisted with the development of logic model and associated framework elements (e.g. performance indicators).
Social Development and Educational Experience
/ Safety Educator, Canadian Red Cross, Halton, ON (2006, 2004, 2003):Ms. Truant developed and taught a presentation targeting children and youth to teach water, bicycle, playground and fire safety utilizing the “Hazard House” interactive display. Other duties included the planning and coordination of Red Cross participation at community events and leading small teams of youth volunteers. Ms. Truant initiated outreach to new clients, including public schools and libraries.

Ms. Truant taught to Chinese students in classes of 30 or more and independently planned her own curriculum. Ms. Truant also created and implemented popular inaugural festival programming.

Ms. Truant interviewed 150 food bank users as part of provincial wide qualitative survey targeting people at risk of homelessness. Ms. Truant was also the primary individual responsible for planning of organization’s first ever marathon. Other duties included coordination between different member organizations to support ongoing research projects.

Other Government Related Experience
/ Strategic Intelligence Analyst, Canada Revenue Agency, Ottawa, ON (June 2007 – July 2008):Ms. Truant conducted research and analysis for the Risk Indicators Project, an initiative to manage and prevent terrorist threats to the charitable sector. Other duties included recommending plans of action through analysis of casework, open source research and classified information. Ms. Truant also prepared detailed case briefing reports and synthesized a large volume of complex qualitative and quantitative data.
Summer Student, Ontario Seniors’ Secretariat, Ministry of Citizenship, Queen’s Park, Toronto, ON (July - August 2001):
As part of the Ministry of Education’s effort to bring a history exhibit to Greater Toronto Area, Ms. Truant wrote an extensive proposal, conducted research and secured professional references to support the departmental proposition. Ms. Truant was also responsible for liaising with other government departments and non-profit organizations.

City of Hamilton Child Blood Lead Prevalence Study (2008):
Ms. Truant contributed to this epidemiological study in which GGI was contracted by City of Hamilton to collect quantitative data on blood lead levels among City of Hamilton child residents with higher risks of environmental lead exposure. As part of the on-site data collection team, Ms. Truant conducted environmental scans and assisted at the capillary blood sample clinics.
