PEER PANELREVIEWER/CHAIRPERSONWORKAGREEMENT FORFISCAL YEAR 2016

This panelREVIEWER/CHAIRPERSON(formerlyFacilitator)Agreement(Agreement)contains the workexpectationsforpeerREVIEWERS and peerCHAIRPERSONS accordingto theirrole inthe Administration forNativeAmericans (ANA)competitive grantpanelreviewprocess.

Section1. GeneralTermsandConditions

A.ANAwillcontacteachselected REVIEWERandCHAIRPERSONtonotifythemof theirselection and tonotifythemof theirassignedreviewpanelandreviewsession.

B.As a peerREVIEWERorCHAIRPERSON, you are an independentcontractorandnota federal employee.Ifselected, you mayadd this experience to yourresume;however, youare notentitledto unemploymentcompensation norcan ANAorits contractorprovidean employmentletterofreference. In addition, ANA’s contractoris notresponsibleforwithholdingFederalorState income taxes orSocial Securityfromthe honorariumpaid. Ifyou receive an honorariumforyourparticipation, you willreceive an IRS Form1099 thefollowingtax year.

C.AllREVIEWERS andCHAIRPERSONS are required tobe availableandtofullyparticipatein all panelreviewactivitiesduringcore hours of9:00amto9:00pmlocaltime Mondaythrough Fridayofthe assignedpanelreviewsession. Atthe beginningofthesession,the CHAIRPERSON willconsultwith the REVIEWERSto establisha panelreview workschedule which each member is expected to follow. All panelmembers are stronglyencouraged totake leave fromregularemploymentand be freeofother commitments thatmayinterfere with youravailabilityforpanelreviewactivitiesas thepanelreview responsibilities shouldbe yourprimaryfocus duringthe session.In addition,allREVIEWERSand CHAIRPERSONSmustparticipate inthe requiredtrainingin orderto be selectedto participatein a panel session.

D.AllREVIEWERS andCHAIRPERSONS are required to maintain reliable and continuousInternetaccess and telephoneservice duringallcore hoursin orderto facilitatetheirfullparticipationinthe ANA remote panelreviewprocess. Internetorphoneoutages thatare unanticipatedorwhich arecaused by circumstances beyondthe controlofthe REVIEWERorCHAIRPERSONmustbe immediately reported totheSubjectArea Manager(SAM).

E.FullparticipationforREVIEWERS means:

i.Participation inallREVIEWERtrainingsessions;

ii.Identification ofthe strengths and/orweaknesses ofeach applicationbased on evaluation ofsuch applications priorto scheduled discussion of such application(s);

iii.Submissionin the Application Review Module(ARM)systemof initialwrittenevaluative comments ofidentified strengths and/orweaknesses based on FOA EvaluationCriteria and correspondingscores to the CHAIRPERSONpriorto scheduleddiscussions ofapplication(s);

iv.Fulland actualparticipation in allscheduledtelephonediscussionsofapplicationseach day;

v.Ifnecessary, reconsideration ofinitialevaluative comments and initialscore(s)based on

scheduleddiscussions ofapplication(s);

vi.Submissionto the CHAIRPERSONoffinalwritten evaluative comments and scoresby the deadline establishedbythe CHAIRPERSONunder the establishedschedule for receiptofsuchcomments.

F.FullparticipationforCHAIRPERSONSmeans:

i.Participation inallREVIEWERand CHAIRPERSON training sessions;

ii.Read initialREVIEWERcomments priorto fulland actualparticipation inscheduled telephone discussions ofthe application(s)each day;

iii.Schedule and facilitate paneldiscussion ofapplication(s);

iv.Documenteachpaneldiscussion ofapplication(s), includingrecommendationsfor revision ofcomments and/orscores;

v.Drafta PanelSummaryReport(PSR)thatsummarizes reviewercomments intoa

cohesive documentthatcorrespondsto FOAevaluation criteria.ThePSRaccurately reflectspaneldiscussion, REVIEWERcomments, andscoresforeachapplication.The

PSRmustbe factuallyaccurate, notincludeinternal factualcontradictions, demonstrates

thataverage scoreisjustified, andis professionallywritten withthe minimumof typographicalorothererrors;

vi.Fullyrespondto allSAM/Program Area Manager (PAM) comments onthe PSR,includingrevision tothe PSRifneeded;

vii.Sharethefinal(approved bySAM/PAM)PSR with REVIEWERSto verifyitreflects the panelevaluation;

viii.Finalize the PSRin ARM.

G.Allworkand PSRs mustbefinalized andapproved bythe lastdayof the panelreviewsession.

H.In exchange forfullparticipation in allrequired panelreviewactivities,includingtraining, a full honorariumwillbepaid at the end ofthe panelsession.Afullhonorariumis defined as $225 per application forREVIEWERS and $300perapplication forCHAIRPERSONS.In addition,each REVIEWERand CHAIRPERSONassigned toa reviewpanelwillreceive a $100 stipendto coverall duplication ormiscellaneous expensesassociated withparticipation inthe panelreviewprocess.

I.If the Terms and Conditions inthis Section, oranyotherSection, oftheAgreementare notfollowed, ANAreservestherighttomodifythe amountofthe Honorariumpaidforcause, or to dismissand replace the REVIEWERorCHAIRPERSONonthereviewpanel.

Section2.Orientationand Training

A.REVIEWERand CHAIRPERSONparticipation and completionin allofthefollowingtrainingsessionsare mandatory:

B.AllREVIEWERS andCHAIRPERSONS willreceive byemail the ACF GrantReview Handbook,which contains pertinentinformationrelatedtothe ANApanelreviewprocess.This Handbook complements the mandatorytrainingsessions.

Section3. ConfidentialityandIntegrity of the ReviewProcess

A.The AdministrationforChildrenand Families, ANA, is the soleowner,andretains fullcontrol, ofall recordsthatREVIEWERSand CHAIRPERSONS receive, review, and generatein theirroles aspeer REVIEWERSand CHAIRPERSONSin the ANAobjective panelreviewprocess.This includes,butis notlimitedto,initialandfinalevaluative comments on applications,initialandfinalscores, grant applicationsreceived andreviewed, and PanelSummaryReports. REVIEWERS and CHAIRPERSONS agree not todisseminate anysuch records orto disclose anyinformationcontained in suchrecordsto anyone.

B.The names ofREVIEWERSand CHAIRPERSONS participatingin ANA’s panelreviewwillnotbe disclosed to applicants orthird parties.Theyare, however, disclosedto assigned panelmembers and authorized ANAstaff.

C.REVIEWERSand CHAIRPERSONS agree to protectthe confidentialityand integrityofthe objective panelreviewprocessin allrespects. Specifically,unless REVIEWERS and CHAIRPERSONS receive explicit, written permission fromANAto do otherwise:

i.REVIEWERS and CHAIRPERSONSmaynotdisclose orconfirmtheirselection as an ANApeerREVIEWERorCHAIRPERSONtothe applicant(s)or tothe public.

ii.REVIEWERS and CHAIRPERSONS agree not to contactanyparty, includingany applicant, concerningthe contents ofanapplication, orengage in anydiscussionsregarding the ANAapplicationreview with outsideindividuals,includingindividuals whopreparedor wereinvolved inthe preparation ofanyapplication.

iii.REVIEWERS and CHAIRPERSONS agree toconfine theirreviewsolelytotherespective FundingOpportunityAnnouncement(FOA),applications availablethrough ARM, and materials provided directlybyANA.REVIEWERSand CHAIRPERSONS agree not to conductanyoutside research, nottoreviewhyperlinksthatmayhave been included in an application, not torevieworconsideranyoutside materialaccessibleonline,and not toapply personalopinions intheirevaluation of the extentto whichapplicationsaddressthe evaluationcriteria.

iv.REVIEWERS and CHAIRPERSONS agree todiscuss applications onlywiththe panel members and otherdesignated ANAstaffandto discuss themonlyinthe contextofand undertheproceduresforapplicationreview. Such non-disclosurehas no time limitand pertains notonlyto the contentofapplicationsreviewed, butalso toconcepts derived from the application. REVIEWERS and CHAIRPERSONS agree notto discuss the information,concepts, andprocedures contained intheapplications outsideofthedesignated application reviewand discussion atanytime after thereviewprocess.

v.REVIEWERS and CHAIRPERSONS agree toconductthe panelreviewin accord with all writteninstructions provided byANAfor thereview, evaluation criteria,andscoringforeach application.

vi.At theconclusionofthereviewprocess, REVIEWERSand CHAIRPERSONS agree they willnotretain anyoriginals, copies ofdocuments orpartsofdocuments, orelectronicfiles related tothepanelreview,includinganynotesthatwere taken on any/allapplications that have beenreceived orreviewed.

Section4.Paneling Applications

A.EverypeerREVIEWERselected toparticipate inANApanelreviews agreesto fullyparticipate in the panelreviewprocessasdescribed in Section 1ofthis Agreementand tothefollowing:

i.Before reviewingand scoringanyapplication, Iwillcarefullyread allinstructionsto REVIEWERS, the FOAfor the panelto which Iamassigned,therelevantevaluation criteria, FAQs, and the ACF GrantReview Handbook, allofwhich willbe made availableto me bythe appropriate ANAofficial;

ii.Iwillreadeachapplicationin itsentirety, carefullyreview, and score allapplications provided to me;

iii.Iwillscore each application SOLELYon its contentand thedegreeto whichtheapplication meets theevaluation criteria publishedin the FOA;

iv.Iunderstandthatapplications are made availableto PeerREVIEWERSsolelyfor the purposeof reviewingsuchapplicationsagainsttheevaluation criteriaoftherelevantgrantprogram;

v.Iwillcomplete atechnicalevaluationforeach application, whichincludes recordingthe scores, writinganalyticalcomments reflectingapplication strengths and weaknessesthat justifythe scores, and submittingthe scores electronically, as instructedbyANA;and

vi.Iunderstandtheimportance ofprovidingthoughtfuland constructive evaluativecomments related tothepublished evaluationcriteriatojustifymyscoringofapplications.

B.EverypeerCHAIRPERSONselectedto participatein ANApanelreviews agrees tofully participateinthe panelreviewprocessas described inSection 1ofthis Agreementandtothefollowing:

i.Iwillcarefullyread allinstructions toREVIEWERSand CHAIRPERSONS,the FOAforthe panelto which Iamassigned, therelevantevaluation criteria, FAQs,andthe ACFGrantReview Handbook, allofwhich willbe made available to me bythe appropriate ANAofficial;

ii.Iwillestablisha schedule formypanel’s reviewand discussion ofassigned applicationsto ensure thetimelycompletionofallwork;

iii.Iwillreadeachapplicationin itsentiretyandrevieweachREVIEWERS’initialcomments reflectingstrengths and/orweaknessespertinent toeach application priorto discussion ofsuch;

iv.Iwillscheduleand chairpaneldiscussionsaddressingeach application;

v.Duringpaneldiscussions, Iwillaskprobingquestionsand documentREVIEWERS’discussions ofstrengths and weaknesses undereach evaluationcriteria;

vi.Iwillsummarize paneldiscussions ofeach applicationin a PanelSummaryReport(PSR)and submit thePSRin ARM;and

vii.Iwilltimelycommunicatewiththe assigned SubjectArea Manager(SAM) aboutanyand allissues orconcerns thatmayaffectthe objectiveand timely reviewofone ormore applicationsassigned tomyreviewpanel.

Section5. Conflict of Interest CertificationForm andSignature

A.EveryREVIEWERand CHAIRPERSONmustread and complete the ANA ConflictofInterest Certification Formwhich willbe providedonce ANAhas assignedthemto a panel.

B.IherebyconfirmthatIhave readand agree tothe terms and conditions ofthisAgreement.
