Minutes

  1. Roll Call and Agenda Review. Roll call taken and Agenda reviewed.
  2. Review and approval of 10/23/06 Minutes. Minutes were approved with the addition of Marty Williams, Level 3 as an attendee.
  3. Review Action Item Status:
  4. Tom Hicks, Rick Jones, and Dick Dickinson will continue to coordinate with Amy Putnam to exchange the information on existing pANI administration. (ONGOING-Will close action item when Interim RNA goes online)
  5. Natalie McNamer worked with Rick Jones on a definition of NENAand with consensus of group the definition was added to the NANC Recommendations for Permanent pANI Administration Glossary.
  6. Co-Chairs recommended that with the exception of item 4.1, “Need for pANI Resource Management”, all other items in Section 4 are still applicable and should remain. With consensus of group change was made to Section 4.
  7. To prioritize open issues for completion theCo-Chairs recommended the following items be addressed first.
  8. Included NENA definition into Glossary as indicated in item 3.1 above
  9. Bill Shaughnessy presented his recommended changes to Section 2– Background which included consolidation of Section 3 into Section 2. A recommendation was made to modify the opening sentence to refer to the specific task of the pANI (developing a recommendation for a permanent solution) instead of referring to Phase II and a modification to the second sentence for readability. Bill to provide changes for final review at 11/09/06 meeting. Chairman Koutsky provided the missing date in the third paragraph, December 5, 2005.
  10. Section 4 changes as indicated in item 3.3 above.
  11. The Glossary was reviewed beginning with the definition of Eligible User. Extended discussion over the need for the fifth point – “self certification that the user has the permission of the governing E9-1-1 Authority to route traffic”. The discussion identified that this certification was needed to address an operational concern. Question was raised if the phrase in the fourth bullet “Self-certifies that is has the technical and functional capability to route traffic” would cover this concern.Carried over as an action item.
  12. Rick Jones suggested that the term “wireless” in item 4.12 (“At what point should wireless carriers be required to move off non-pANI codes?”) was no longer needed. With consensus the word “wireless” was removed.
  13. The definition of “Fixed Location Service” and “Non-Fixed Location Service” provided by NENA were accepted and included in the Glossary.
  14. Jean-Paul Emard suggested that for consistency the Glossary entries have the format “Full Name (acronym)” and be sorted by the full name. Use of this suggestion will be reflected in the next release of the NANC Recommendations for Permanent pANI Administration document.
  15. Open Issues List
  16. There was confusion on what specifically the co-chairs were looking for as a response from the group for these items. Clarification was provided as follows.

Absent the presentation of an alternative positionthe current policy position provided in item 4.10 of the document would be used for items 4.1.1 and 4.1.2 below.

4.1.1.What are the requirements for an existing holder of pANI resources to retain their resources.

4.1.2.Should current resources be reclaimed?

Absent the presentation of an alternative position the current policy positions provided in items 4.10 and 4.12 of the document would be used for item 4.1.3 below.

4.1.3.If current resources are to be reclaimed, how?

Absent the presentation of an alternative position the fifth bullet in the Eligible User definition requiring self-certification of permission from the governing authority to route traffic (item 4.1.4 below) will be removed.

4.1.4.Should self-certification (or other additional certification) be required of eligible users prior to receiving pANI assignments?

4.2.A policy statement is needed to address concerns that any reclamation action should not jeopardize an end users ability to place E9-1-1 calls.
