Availability of places
There are sufficient places for families to access childcare although not all families access the full entitlement to 15 hour of free nursery education.
Data indicates that in Whitchurch the average weekly hours take up for this quarter was 12.98 hours (Stretched offer in this Ward) http://www3.hants.gov.uk/eye_stretched_offer_information_for_parents_and_carers.pdf and in East Woodhay Ward the average take up is 13.07 hours. This could be due to a number of factors such as settings offer being limited across the length of the day/week ie: early closing, not offering 5 days per week. The Childcare Development Coordinator continues to monitor the situation.
All other Wards average weekly take up was between 13.09 – 14.65 hours. The highest take up of hours was 14.65 in Sherborne St John Ward.
The average number of hours take up across the age range is approximately 14 hours with 2 year olds averaging 13.7 hours.
There are 3 maintained nurseries on school sites in this area which will be considering expanding their nursery provision and delivering the fully funded early education places for 2-year-olds, as well as offering additional hours of childcare at an affordable cost to parents outlined in recent Government announcements. https://www.gov.uk/government/news/755-million-to-double-free-childcare-offer-for-2-year-olds
Childminders providing free places for 2-year-olds in this area have increased recently due to improved access to funding as good and outstanding childminders are able to offer funded places.
From September 2014 40% of all 2-year-olds will be able to access 15 hours of free early education and childcare; this increase is due to a change to eligibility criteria. http://www3.hants.gov.uk/childrens-services/childcare/parents/cis/eye/2-year-old-offer-2.htm
Two Year Old Provision
Over 300 free childcare places for eligible two year olds in Basingstoke and Deane have been taken up during the period of this report
http://www3.hants.gov.uk/childrens-services/childcare/parents/cis/eye/2-year-old-offer-2.htm
Since the last report more settings are developing their provision to welcome younger twos into their settings. This has been supported by grant funding to create additional spaces.
New provision
This is data that is known to the Local Development Team of childcare developments that have completed registration in the period. That data is to include all types of provision including childminders.
Ward / Postcode / Age range / Registered places / Type of settingFDC/SC/OSC/CM/HC
Eastrop / RG21 / 0 – 5 / 70 / Full Day Care
Kempshott / RG22 / 0 – 7 / 6 / Childminder
Popley East / RG24 / 0 – 7 / 2 / Childminder
Basing / RG27 / 3 - 7 / Home Childcarer

Norden / RG24 / 5 - 7 / 16 / Holiday Playscheme
Winklebury / RG23 / 5 - 7 / 10 / After School Care
Total / 106
Comment:
The figures indicate 2 childminders with the potential to provide a further 8 places and 3 home childcarers registered to support 2+ children. The opening of the full dare care setting has increased places in the area by 70.
Under threes new provision
This is based on the places known that have been developed for under threes in the period. The places information will have been extracted from the above table.
Ward / Postcode / Registered baby places (0-2) / CommentEastrop / RG21 / 20
Kempshott / RG22 / <2
Popley East / RG24 / <2
Total / < 24
Comment:
As specific figures are not known an assumption is made that the registration of 1 childminder/home childcarer will provide 1 - 2 additional places for under 3 year olds.
Proposed provision
This is data known to the Local Development Team of childcare provision that is proposed to be developed. It is likely that these provisions have made application to Ofsted.
Ward / Postcode / Age range / Registered places / Type of settingFDC/SC/OSC/CM

Sherborne
St John / RG24 / 0 - 7 / Home Childcarer
Kingsclere / RG20 / 0 - 7 / < 2 / Home Childcarer
Total / 11
Comment:
As these are proposed providers an assumption has to be made of the number of places that will be available. In this case it is up to 11 places.
Provision under threat of closure
This data is provided by the Local Development Team to indicate areas where childcare operations are known to have difficulty in the childcare market.
Ward / Postcode / Age range / Registered places / Type of settingFDC/SC/OSC/CM

Comment:
There are no known closures at this time however one provider has indicated that they will be retiring at the end of the summer term.
Provision closed
This data provided by Local Development Team of known closures of childcare operations in the period.

Overton, Laverstoke and Steventon / SP10 / Home Childcarer
Sherborne St John / RG24 / Home Childcarer
Upton Grey and The Candovers / TQ9 / Home Childcarer
Total / < 18
Note: Where a number is not indicated the assumption is that the carer has not provided childcare for some time.
Comment:
The closure of 4 childminders results in a loss of 18 places.
3 home childcarers are no longer providing care for children which could indicate a loss of up to 6 places however as no places are indicated on the registration they may not have been active.
NB: Ofsted inspections are resulting in removal from the Early Years register of childminders who are currently not supporting children. Where a childminder has no child under 5 years of age they are moved to the Childcare register (5 – 8 years)
