Updated Parking Rules and Regulations

- Parking Permits - One parking permit will be assigned to each unit. Unit owners are accountable for the permit assigned to their unit. Unit Owners renting their unit will be held accountable for ensuring parking permits are obtained from previous renters and providing new renters with the permit. No replacement permit will be issued to a renter. If a permit is lost or not obtained from the prior unit owner, a $50.00 fee will be assessed prior to a replacement permit being issued. Use of a permit that has been replaced counts as a violation. Replacement parking permits may be requested from our management company, Manor Association at (650)637-1616. Replacement permits will be issued to owners (or if instructed by owner issued to renter) once:
- Manor Association has received replacement fee from owner.
- Homeowner’s or Renter’s name, address, phone number, car make and license number is provided to Manor Association.
- Parking Permit Use – There are only 55 outside parking spaces for owner use and 98 units. It is expected that all owners/renters use their garage for their first vehicle and outside parking with permit for their second vehicle if one exists. No owner/renter is allowed to park three (3) vehicles on the premises.
- Use of a parking permit for an outside parking space by an owner/renter whose garage space is not in compliance with Garage Storage Rules is a violation.
- Giving another owner/renter your parking permit to use is a violation for the owner/renter of the parking permit and the owner/renter who uses the parking permit. This type of violation will be included in both parties violation count for the last 12 months when determining the result of that violation AND is subject to monetary fine {see schedule of fines).
- Owners/Renters may lend their permit to a visitor of their unit if they are in compliance with the garage storage rules or in extenuating situations such as a death in the family. If an extenuating situation occurs, the owner receiving the permit from another owner for temporary use must notify our management company, Manor Association at (650)637-1616, with the number of other owner/renter permits, the unit numbers, and the periodicity of temporary use. The board encourages neighbors to administer this process for their neighbor in a situation like a death in the family.
- All vehicles parked in open parking spaces (except for those parked in designated visitor spaces) must be registered (License #, Color, Make & Model) with our management company, Manor Association at (650)637-1616. Any vehicle parked in open parking spaces (except for those parked in designated visitor spaces) without a permit will be treated as a visiting vehicle and is subject to being towed on the 2nd violation. This includes vehicles owned by owners who have not registered their vehicle with our management company.
- All vehicles parked in open parking spaces (except for those parked in designated visitor spaces) must display a Pacific Point Homeowners Association permit which is clearly visible when standing in front of the vehicle. Covered cars also must visibly display the parking permit. Permits should be placed over the rear view mirror, facing out. Permits must be visible by an individual standing in front of the vehicle. If multiple permits are hung from the rear view mirror, the Pacific Point Homeowner’s Association permit must be placed in front of other permits.
- A Vehicle not displaying an approved and current Pacific Point parking permit is subject to a Parking Permit Misuse Fine of $100.00 per occurrence.
- Visitor Parking - Visitor parking will be provided along the curb in the front of the complex, and will be clearly marked as such. Residents are not permitted to use these spaces for their vehicles, either with or without a permit. Visitor vehicles parked in visitor parking must display a visible note on their windshield indicating the date and the unit being visited. Visitor parking area will clearly display notification of the above rule. As a courtesy to your visitor(s), owners/renters should check with guests immediately as to their parking status within the complex. A violation notice of this rule will be placed on first offense vehicles failing to comply with this rule. The license plate and vehicle description of first offense visiting vehicles will be placed in our parking database. A second violation will result in the vehicle being towed.
- Extended Use of One Parking Space - Vehicles with permits MAY NOT be parked in the same space for more than seven (7) consecutive days. This rule applies to residents and visitors alike. If a resident is going to be away for more than seven days, it is the resident's responsibility to notify Manor Association (650)637-1616 which vehicle is going to be parked (not moved) and for what period of time.
- Parking in Fire Zones or in Front of Garage Doors - No parking will be permitted in fire zones (indicated by red-painted curbs or pavement), in front of garage doors, or as otherwise posted. If a vehicle must be left in one of those areas for loading or unloading, put the flashers on and move the vehicle as soon as possible. Vehicles left in these areas will be towed if not moved within 20 minutes, or sooner in case of an emergency or if access to a garage is blocked. Any owner may call the police department to have the vehicle towed if parked in a Fire Zone or if the vehicle is blocking their exit from the garage since these violations are against the law. A Vehicle left parked in a Fire Zone for longer than 20 minutes or left overnight will be towed.
- Vehicle Washing – Washing of vehicles is not permitted on the premises.
- Inoperable Vehicles - Inoperable vehicles may not be parked on the premises. Inoperable vehicles include but are not limited to vehicles not legally fit for highway driving, with expired registration or disabled. Inoperable vehicles will be towed per CA Civil Code.
- Clubhouse Events - Residents holding events in the clubhouse are required to notify their guests that parking in the lot other than in a designated visitor space is prohibited. If it is determined that vehicles associated with an event are being parked improperly, the event sponsor shall make an announcement requesting that the vehicles be moved. If they are not promptly moved, the sponsor may loseall or a part of their event deposit and vehicles may be towed.
- Parking Violation Tickets - Notices of parking violation (tickets) will be issued for violations of these rules and they will bear the fines listed in the Schedule of Fines. The first ticket serves as notice of a rules violation; a second ticket (Exception – See #3,#5 and #7 above) will indicate that the vehicle will be towed without further notice upon the next violation occurrence. The Parking Committee will maintain records of issued tickets. After twelve (12) months a ticket will not be counted when determining continuing violations.
- Towed Vehicles - Forinformation on towed vehicles please call the Pacifica Police Department at (650)738-7314.
To retrieve a towed vehicle the owner will have to pay the towing and
storage expenses directly to the towing company.
- Trade or Service Vehicles – Operators of trade or service vehicles MAY park in available parking spots without a permit between the hours of 9:00 AM and 6:00 PM. These vehicles must display on their vehicle's windshield a note specifying the unit number at which they are working. All such vehicles should be parked in the lot unless absolutely necessary to park elsewhere. Owners/Renters are accountable for informing Trade and Service Workers of this parking rule.
- Violation Disputes - To dispute a parking violation notice, contact our management company, Manor Association at (650)637-1616 immediately to provide the relevant information or explanation to avoid further violation ticketing and/or possible towing. You will need to provide Manor Association with the information on the ticket to assist in resolving the situation. If the violation ticket was issued against a legitimate violation and not a mistake, Manor Association will inform the owner/renter of this fact and the owner/renter will be required to appear at the next schedule monthly association meeting to further dispute the violation.
