VICE PRESIDENT FOR BUSINESS SERVICES AND FINANCE

ILLINOIS VALLEY COMMUNITY COLLEGE

Reports to: The President

I.  POSITION SUMMARY: The Vice President for Business Services and Finance has broad responsibility for leading the College’s financial, business, and facility planning operations by designing and managing comprehensive policies and programs for the College. This position is responsible for the operations of the Business Office, Accounting, Human Resources, Facilities, auxiliary services, Shipping and Receiving, Purchasing, Institutional Research, Information and Technology Services, and Campus Security. The Vice President formulates and interprets College policy concerning general administrative personnel and fiscal functions in these areas. The Vice President serves as chief advisor to the President in the formation of policies affecting all business services areas, while fostering collaboration with faculty, staff, student organizations and the communities served by the College to advance the mission of the College.

II ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Serve as the principal advisor to the president on matters of planning and managing the finances and general business operations of the College. Keep the President fully advised on Business Services related matters of the College through regular communications, reports, and meetings.
  2. Supervise and direct the staff of all Business Services-related areas. Delegate work, establish priorities, provide direction, train and develop, communicate expectations, evaluate work, use corrective action when necessary, resolve issues, and ensure work complies with College policies and federal and state regulations.
  3. Plan, prepare, and coordinate financial studies, projections, audits, and related reports, as required by state, regional, and national agencies.
  4. Direct and coordinate the preparation of the annual College budget for submission through the President to the Board of Trustees. Monitor the College’s financial condition and present monthly financial reports to the President and the Board of Trustees.
  5. Develop and periodically review the long-range financial planning with the President and President’s Council.
  6. Lead and implement the College’s auditing, cash flow, investment, and debt service strategies within the guidelines set by College policy and the State of Illinois.
  7. Serve as the Treasurer of the College upon appointment by the Board of Trustees, and as the chief fiscal officer for the College with signatory responsibility on financial matters related to the College.
  8. Prepare the annual tax levy.
  9. Develop, implement, and interpret policies and procedures within appropriate areas of responsibility.
  10. Oversee development of a master facility plan.
  11. Communicate regularly with all areas of the College to promote and improve services and to improve the understanding of the purpose of business and financial affairs as related to the College’s core values and strategic plan.
  12. Supervise and coordinate personnel policy implementation.
  13. Develop and administer procedures for the procurement of goods and services.
  14. Serve as the College’s Freedom of Information Officer.

III.  OTHER DUTIES AND RESPONSIBILITIES:

  1. Develop partnerships with other schools, agencies, and organizations.
  2. Maintain accurate up-to-date records of all contractual agreements. Convey the status of such contractual agreements at the appropriate times.
  3. Serve on administrative teams in collective bargaining negotiations with recognized faculty and employee unions.
  4. Assist the President in maintaining liaison with the Illinois Community College Board, the Illinois Board of Higher Education, the Illinois State Board of Education, and other civic and governmental agencies.
  5. Coordinate the fiscal responsibilities of grants.

F.  Chair the Safety Committee and Operations Committee.

  1. Oversee Risk Management Plan in identifying and addressing loss exposures.
  2. Perform other duties as assigned by the College President.

IV.  QUALIFICATIONS:

Required:

·  Master’s Degree in business administration, finance or closely related field, or equivalent combination of education and experience.

·  Minimum of five years of successful and recent administrative leadership in accounting, management, or related field.

·  Must be bondable.

·  Must be able to inspect job site construction periodically; ability to travel both within and outside the college district.

·  Interpersonal skills to interact effectively with various constituencies, and to communicate complex financial and business services topics.

·  Experience in computer-based fiscal planning and analysis.

·  Openness and the ability to inspire trust and loyalty among colleagues and the College community.

·  Certified Public Accountant designation

Preferred:

·  Experience in negotiating collective bargaining agreements.

·  Community college or higher education institution experience.

·  Commitment to a program of continuous quality improvement.
