1. General Background

(Brief description of the national, sector-specific or other relevant context in which the individual contractor will operate)

The Western Balkans region has been faced with large scale movements of refugees coming from refugee producing countries through the Balkans land route. This resulted in UNHCR declaring the L2 emergency situation in Greece, fRYOM and Serbia as of 30 June 2015. In Serbia the first half of 2015 has marked a progressive and sharp increase of expressions of intention to apply for asylum amounting to approx. 124,000 by 15 September 2015, while it is estimated that a significant number of these persons coming predominantly from refugee producing countries, i.e. Syrians and Afghans, have not expressed an intention to apply for asylum in Serbia. Moreover, due to the implementation of the new Hungarian legislation effective 15 September 2015 and the fact that the borders are closed as of the same date, the refugees gather along the Serbian/Hungarian border with UNHCR trying to find alternative routes. UNHCR follows these rapid and unforeseeable developments and deploys its resources in order to assist refugee population.

The UNHCR Representation in Serbia has been mobilizing efforts to assist the Government in identifying the needs and protection concerns of the refugees. In view of the developments it envisages a two-pronged refugee strategy following three main directions in parallel:

A. Assisting the government in aligning the asylum systems with applicable international standards, with the aim to strengthen the capacity of the government and civil society in the area of asylum;

B. Stepping up protection and border monitoring through the establishment of a regular presence of UNHCR and its partners at key locations.

C. Assisting the government and civil society in promptly identifying and addressing acute protection, humanitarian and basic needs arising as a result of the continuously and rapidly increasing flows of people transiting through the Western Balkans, the vast majority of whom originate from refugee-producing countries.

UNHCR will coordinate and promote the implementation of this strategy within the framework of the Refugee Coordination Model with the government, civil society (IPs and Ops) and other relevant international and national stakeholders.

2. Purpose and Scope of Assignment

The incumbent will work under the supervision of the Admin Officer and IT Associate.

The incumbent is expected to be able to deal with multiple tasks in a courteous and result-oriented manner, often with short deadlines and fluctuating workload.

Duties and responsibilities will include:

-  Provide overall ICT support to the office in accordance to the UNHCR ICT standards, policies and procedures

-  Perform installation, monitoring and maintain of workstations, server(s), printers, LAN, etc.

-  Carry out missions for new installations and routine maintenance tours of ICT equipments.

-  Ensure that ICT related problem recovery is done as quickly as possible

-  Assist with the installation of software packages, basic repair/maintenance of all computer hardware in the office(s)

-  Assist UNHCR staff on using standard hardware and software

-  Perform user administration

-  Maintain the inventory and keep track of movements of ICT equipment

-  Perform other duties as required

3. Monitoring and Progress Controls

- IT and Telecoms incidents are resolved.

-  The required/requested technical support is provided in a professional manner.

-  The network (LAN) is properly maintained.

4. Qualifications and Experience

(List the required education, work experience, expertise and competencies of the individual contractor. The listed education and experience should correspond with the level at which the contract is offered.)

a.  Education (Level and area of required and/or preferred education)

- Secondary or higher education in IT or related field

b.  Work Experience

(List number of years and area of required work experience. Clearly distinguish between required experience and experience which could be an asset.)

-  Minimum of 6 years of relevant job experience in IT support.

c. Key Competencies

(Technical knowledge, skills, managerial competencies or other personal competencies relevant to the performance of the assignment. Clearly distinguish between required and desired competencies)

Knowledge of current ICT concepts and products.

d. Desirable qualifications and competencies:

- Degree and professional certificates in IT or related field would be an advantage

- Fluency in English

- Prior exposure to UNHCR refugee operations and functions

- Ability to work under pressure and prioritize tasks

- Good communications and writing skills
