BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:
ArticleI:The sale, manufacturing and transporting of High Capacity Firearm
Magazines in the United States will be illegal.
All Law Enforcement and Military Personnel will be exempt
Article II:A High Capacity Firearm Magazine will be defined as “any magazine for
any firearm that contains more than 10 round of ammunition”.
Article III:This bill shall be implemented exactly 30 days after the passing of the
legislation.
Article IV:The United States Bureau of Alcohol, Tobacco, Firearms and Explosives
will oversee the implementation and enforcement of this bill.
ArticleV:All other laws in conflict with this newpolicyshall hereby declared null and void.

A Bill to amend the National Drinking Age Act of 1984 to
allow States to change their Alcohol Consumption Laws.
BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
Section 1.States will be allowed to lower the age of purchase, consumption, and public possession of alcoholic beverages from twenty-one to eighteen without any form of penalty.
Section 2.An alcoholic beverage is defined as any drink that contains more than .5% of the total liquid as alcohol.
Section 3.Each respective State Legislature will be allowed to change their laws as they see fit, while the Secretary of Transportation shall be in charge of the allocation of funds.
- The State Legislature will decide if it will alter the current drinking age of the State, or leave it unchanged through regular legislative means.
- The Secretary of Transportation will withhold funds to States that lower their drinking age below eighteen, as it currently does for States with a drinking age below twenty-one.
SECTION 4.This law will go into effect for the 2018 fiscal year.
Section 5.All laws in conflict with this legislation are hereby declared null and void.

A Bill to Increase Immigration to the US in order to
Promote Economic Growth
BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
SECTION 1.The number of available lawful permanent resident cards for immigration will be increased by 10% of current US demographics. Foreign business owners and entrepreneurs that receive U.S. investment may move and grow their business in the U.S.
SECTION 2.A. U.S. investment is defined as money or capital from a U.S. centered corporation to promote the foreigner’s business.
B. A U.S. centered corporation is defined as a corporation whose headquarters and more than 50% of its workforce reside in the U.S.
C. US demographics will be defined as population data collected by private corporations and the US Census Bureau.
SECTION 3.The Department of Homeland Security will oversee implementation, auditing employers believed to be hiring illegal aliens.
- Businesses found in violation will be ordered to cease and desist, and are subject to a fine not less than $15,000 and not more than $50,000 per infraction of current illegal alien employment laws.
- Magnitude of compensation will go by a case by case basis and will be decided by the courts.
SECTION 4.This bill will begin implementation over the course of its inaction to the end of fiscal year 2017.
SECTION 5.All laws in conflict with this legislation are hereby declared null and void.

BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:
Section 1.Congressional districts shall now be drawn according to apopulation of eligible voters, instead of general population.
Section 2.Under this system, illegal immigrants, felons, children, andother non-voters would not be factored into the populationdetermination of districts.
A. This will safeguard the democratic interests of American voters who may live in an area heavily populated by one of the abovenon-voting groups.
Section 3.This bill will only apply to national, House ofRepresentative-based elections and districts. The time betweenelections will remain at 2 years each.
SECTION 4.This bill will be implemented January 1, 2017.

A Bill to Mandate Paternity Leave to
Decrease the Wage Gap

Section 1.The United States shall require that all workplaces offer male employees a paid paternity leave.
Section 2.The paternity leave will be equal to that of the maternity leave given to female employees.
Section 3.This will be overseen by the U.S. Department of Labor.

A Bill to Implement LEAD to
Lower Incarceration Rates Nationwide
BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:
Section 1.The United States Federal Government shall grant any state or local police department funds necessary to implement Law Enforcement Assisted Diversion (LEAD).
Section 2.LEAD shall be defined a programs similar to the ones recently implemented by the Seattle Police Department and Santa Fe Police Department, in which police officers are trained to identify low-level offenders involved in drugs and prostitution and enroll them in community-based services rather than entering them into the court system.
- Low-level offenders and community-based services shall be defined in the same way that the Seattle and Santa Fe Police Departments have defined them.
Section 3.The Department of Justice and Department of the Treasury shall oversee the implementation of this legislation.
- The Department of Justice shall evaluate programs implemented by states and local police departments in order to determine if they qualify for federal funding provided by this legislation.
- The Department of the Treasury shall determine how much funding is needed by each state or police department to implement an LEAD program and provide that funding.
- The Department of the Treasury may disperse up to one (1) billion dollars total under this legislation.
SECTION 4.This bill shall go into effect upon passage.
Section 5.All laws in conflict with this legislation are hereby declared null and void.

A BILL TO GUARANTEE TWO YEARS OF POSTSECONDARY EDUCATION
BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:
SECTION 1.The United States federal government will subsidize tuition costs for the first forty-eight credits of post-secondary education taken at non-profit institutions which issue accredited degrees, certificates, or diplomas.
SECTION 2. The terms of this bill are defined as follows:
A. Tuition costs refers to only the amount paid to the institution for course in which the student is enrolled. Books, fees, room, and board are not covered by this legislation, but are still eligible for other federal grants or loans.
B. Forty-eight credits is calculated based upon models of credit calculation in which one credit is roughly equivalent to fourteen hours of post-secondary instruction.
SECTION 3.The Office of Postsecondary Education within the United States Department of Education will oversee the implementation of this legislation.
A. Funds will be provided through the normal fiscal year 2017 budgeting process.
SECTION 4.This law shall go into effect in the fiscal year 2017.
SECTION 5.All laws in conflict with this legislation are hereby declared null and void.

A Bill to Prohibit Drone Strikes Until Precision Technology Advances Further
BE IT ENACTED BY THIS CONGRESS THAT:
1. SECTION 1. Drone strikes directed at urban areas will be prohibited for a
2. stretch of time of 5 years. During this time, $10M will be earmarked from
3. the federal budget for funding unmanned aircraft research
4. and development each year.
5. SECTION 2. The ban will be in effect in areas classified as “urban” or with high civilian
6. populations (over 10% civilian inhabitants).
7. SECTION 3. A. The military will be responsible for the cancellation of any scheduled
8. strikes and enforcing the ban on future strikes throughout their various
9. branches.
10. B. They will also be responsible for the most efficient dispensation of
11. provided funds to the correct departments to ensure that when the ban is
12. lifted, strikes can be made with pinpoint accuracy.
13. C. In order for the military to continue to receive funding, inspectors
14. unaffiliated with the military must confirm responsible fund usage and
15. significant progress annually.
16. SECTION 4. This law will be effective immediately.

2 SECTION 1. The United States will take measures to counter Chinese aggression in
3 Asia. The United States will give 500 million dollars in economic aid and
4 500 million dollars in military aid to Brunei, Malaysia, the Philippines and
5 Taiwan. The United States 7thFleet will conduct military exercises in the
6 South China Sea.
7 SECTION 2. Economic aid will be defined as aid used to stimulate an economy or
8 provide assistance to an economy. Military aid will be defined as
9 weapons, supplies or money given to buy weapons or supplies. Military
10 exercises will be defined as the employment of military resources in
11 training for military operations.
12 SECTION 3. USAID will oversee the allocation of economic aid. The United States
13 Department of Defense will oversee military aid. The US Navy will
14 oversee the military exercises conducted

Citizens Can Vote

SECTION 1. Felons who have criminal histories will be allowed to participate in the voting
during the next local, state, or federal election after they have served their term of
incarceration.
SECTION 2. A felon shall be defined as an individual who has committed a crime or felony in the
past, and has been sentenced to spend time incarcerated. Term of incarceration is
the duration of time in which a convict must spend in prison. During this time,
felons will not be allowed to vote; after they are released, this legislation will apply
to them.
SECTION 3. The Department of Justice shall oversee the implementation of this legislation.
SECTION 4. This legislation will go into effect immediately upon passage.

A Bill to Construct an Artificial Island in the Spratly Islands To
Strengthen US Influence in the Region

Section 1.The United States shall hereby construct an artificial island, to be used as a military base, in the Spratly Islands.
Section 2.An artificial island shall be defined an island that has been constructed by
people rather than natural means. It shall be created by expanding existing islets, constructing on existing reefs, or amalgamating several natural islets into a bigger island. A military base shall be defined as a facility directly owned and operated by, or for, the military or one of its branches that shelters military equipment and/or personnel, and facilitates training and operations.
Section 3.This bill shall be enforced by the Department of Defense.
- The funding for this bill shall come from the Department of
Defense’s budget for the fiscal year of this bill’s implementation.
SECTION 4.This bill shall be effective 3 months after passage.
