  1. PROJECT BRIEF

Metrorail together with PRASA CRES Eastern Cape, divisions of Passenger Rail Agency of South Africa (PRASA), have Identified stations within the Eastern Cape that need to be improved. The basis for the improvements, among others are to look at issues of security in the ticket offices, this is a means of increasing fare revenue for the organisation. This document seeks to get permission from the organisation to source a Turnkey Contract, comprising of a Professional Team and a Contractor, which would perform standard Professional Services to carry out the designs and management of the Project and construction of the Project respectively.

The purpose of the submission is to obtain the approval for the procurement of a Consortium Professional Team to design and a CIDB 5GB Contractor to construct in the National Station Improvement Programme (NSIP), for the identified Port Elizabeth Station and Strand Ticket Office, within Port Elizabeth Station Precinct, in the Eastern Cape.

The consortium on a Turnkey Contract, will consists but not limited to the following:

oCivil and Structural Engineer

oElectrical and Mechanical Engineer

oHealth & Safety Consultant and

o5GB CIDB Grading Contractor

The submission covers work that needs to be done at the Port Elizabeth and Strand Ticket Office as part of the National Station Improvement programme. The appointed consortium is expected to prepare, coordinate, finalise and monitor a detailed design and documentation programme for the Port Elizabeth Administration Building and Strand Ticket Office, led by the Architect as the Principal Agent.

The consortium is also to be managed by an independent Quantity Surveyor firm to be acquired independently by PRASA. The project manager (Quantity Surveyor) will be responsible for the coordination of all activities relating to the project, management of construction, management of procurement of services, certification and sign off, and most importantly advise PRASA on approvals and authorizations relating to the project.

The services of a Quantity Surveyor are engaged because:

  • A conflict of interest exist as the client cannot be a principal agent as well on a capital project in terms of the construction contract;
  • A unbiased and professional review is needed for construction documents prepared by the DB Contractor’s design team for payment recommendation;
  • All the skills needed to execute the subject capital projects are not available from the PRASA personnel;
  • The volume and extend of the subject capital projects is such that the existing personnel compliment will not be able to cope with the work load; and
  • The time available to execute the subject capital projects does not allow for training and recruitment of personnel resources to execute it in-house.

In essence the project will have a Design Team and the expectation is to provide the following services

  1. Architectural Consultant – Principal Consultant, to do building drawings and align to building regulations and standards and acquire occupancy certificates
  2. Quantity Surveying Services - to quantify the work to be carried out
  3. Architectural Consultant – to do building drawings and align to building regulations and standards and acquire occupancy certificates
  4. Heritage Consultant - Advisory on alterations to the building
  5. Electrical and Mechanical service – Design of electrical and mechanical requirements as set out by client
  6. Structural Engineer - Provide structural integrity reports and advisory on any losses/gains of structural strength
  7. Health and Safety Services – to ensure safety standards are in order throughout the project
