Speaker Biographies
Stuart McKee, Director, Department of Information Services
Stuart McKee has a track record of outstanding performance and results. With more than 15 years experience in private, governmental and academic environments, his experience brings broad insight to organizations in the technology industry. Stuart was most recently Vice President of Global Internet Operations for the Walt Disney Internet Group where he directed worldwide Internet infrastructure sites including ESPN.com, Disney.com, ABCNews.com, GO.com, DisneyStore.com and DisneyTravel.com.
Prior to the Walt Disney Internet Group, he served as General Manager and Senior Executive Producer for GO.com where he managed all aspects of GO.com's personal finance products. During shutdown and transition of GO.com as a portal property, he successfully transitioned the products to ABCNews.com - where it remains the most profitable and highly visited section of the site, branded as MoneyScope.
Stuart also served as Director of Business and Database Systems for Infoseek Corporation during acquisition by the Walt Disney Company. He managed strategic planning, development and operations of enterprise-wide business and database systems.
Prior to acquisition, he established the database engineering organization for Starwave Corporation, where he designed, developed and deployed some of the first enterprise class e-commerce infrastructure for ESPNSportszone.com including registration, authentication, delivery and billing systems.
Before joining Starwave he worked in Microsoft Corporation's internal technology organization where he implemented the first real time distributed data architecture based on MSSQL. He delivered the keynote speech for SQL DEVCon 1999 and has been published in Microsoft's Knowledge Base, MSDN, and SQL Server Professional.
He also functioned as General Manager for Sabey Corporation managing a 1.2M square foot shopping center. He has instructed at the graduate level, built and sold a small business and served under Idaho Governor Cecil D. Andrus.
Marty Brown, Director, Office of Financial Management
Marty Brown is a 1974 graduate of the University of Iowa. He worked for the Iowa State Senate and Congressman Mike Blouin before moving to Tacoma, Washington in 1976 to attend the University of Puget Sound Law School. He obtained his law degree in 1979.
Marty started working for the Washington State Senate in 1978. He worked as committee staff for three years and then served as Democratic Caucus attorney for ten years. He served as Senate Democratic Staff Director for two years. In 1993, he was elected Secretary of the Senate and served in this capacity until 1997.
In January 1997, Marty was named Director of Legislative Affairs for Washington Governor Gary Locke. He was named Deputy Chief of Staff in December 1998.
On November 22, 1999, Marty was appointed by Governor Gary Locke to serve as the Director of the Office of Financial Management.
Doug Tanabe, Assistant Director of Human Resource Information Systems at Department of Personnel
Doug Tanabe is the Assistant Director for the Human Resource Information Systems at the Department of Personnel.
Doug has also served as the Human Resource Manager for the Planning and Community Affairs agency, the Department of Fisheries, and the Department of Corrections, and Special Assistant for Management Services during Governor Gardner’s administration.
Doug has served as Chair of the Governor’s Affirmative Action Policy Committee; is the Chair of the Customer Advisory Board’s Human Resource Sub-committee; and the current Chair of the Information Processing Manager’s Association.
Chang Mook Sohn, Executive Director, Office of the Forecast Council
A native from Korea, Dr. Sohn received his B.A. from Yonsei University in Seoul, Korea. He completed his Ph.D. in Economics from the State University of New York.
In October 1984, he moved from Salem, Oregon, where he served as the State Economist, to become the first Executive Director of the Office of the Forecast Council. He is responsible for preparation and presentation of quarterly forecasts of economic activities in Washington and Washington’s General-Fund revenues. He consults with the Forecast Council and the state legislative committees regarding the economic and revenue activity in the State of Washington. He also makes presentations at various conferences and meetings. He received the Governor’s Distinguished Management Leadership Award in 1986.
He is an active member of the State Higher Education Coordinating Board and is the past president of the Governor’s Distinguished Managers Association. Added to his accomplishments is the publication of Korea Seen from Outside, America Seen from Inside, in 2000.
Bill Joplin, Assistant Director of State Procurement, General Administration
Bill Joplin is currently an Assistant Director for General Administration with program responsibilities for State purchasing and material management. Bill’s experience at State Procurement is complemented with over 15 years of experience as a business owner, comptroller and financial manager in a variety of industries which include: Natural Resource management, construction, manufacturing and sales. Bill has been a featured speaker at a National level including Harvard’s’ Kennedy School of Government, Edmonton Canada’s’ Provincial Government and a Number of National Purchasing and Technology conferences.
Gene Matt, Director, Department of Personnel
Governor Locke appointed Gene Matt as the Director of the Department of Personnel in April 2001. In this capacity, he leads and directs the operations of the state’s human resource agency, the purpose of which is to support and facilitate state government’s efforts to attract, develop, and retain a productive work force capable of delivering quality, efficient services to the citizens of Washington State. He manages the development and administration of the state’s civil service system and associated statewide human resource management services.
Gene has 30 years of experience in human resources, employee management, organizational restructuring, and conducting management performance reviews.
Prior to his current appointment, he was a member of the State Personnel Resources Board for over seven years. He founded his own management consulting firm 13 years ago and provided management consulting to the transit industry, local government, higher education institutions, and non-profit industries. His services concentrated on human resources and labor relations, as well as agency management performance evaluation and improvement.
Gene also held human resource management positions at the Municipality of Metropolitan Seattle (Seattle METRO), Yakima Valley Community College, and the University of Washington.
Joyce Turner, Executive Policy Analyst, Office of Financial Management
Joyce Turner is an Executive Policy Analyst with the Office of Financial Management. She is currently charged with the coordination and operation of Labor Relations functions that have been given to OFM as a result of HB 1268.
Joyce has worked in the private sector as a consultant with Northwest Strategies. She has worked for three Governors—Governor Gardner as a Special Assistant for Policy, a Special Assistant for Boards and Commissions, and for Governor Lowry as a Special Assistant for Government Relations and Governor Locke as a Special Assistant for Management Services.
Joyce also has both Legislative and Congressional experience. She is married with two children and serves on a number of charitable and community boards.
Sharon Whitehead, Deputy Director, Department of Personnel
Sharon Whitehead has spent the past 23 years providing human resource services within Washington State government and is currently the Deputy Director of the Department of Personnel.
Sharon has served as Assistant Director for Client Relations and Legislative Affairs at the Department of Personnel; Assistant Director and Human Resource Manager at the Department of Fisheries; and Human Resource Manager at Eastern State Hospital, Lakeland Village.
Sharon currently has overall responsibility for the development and implementation of the civil service components of the Personnel Reform Legislation of 2002.
Kathy Rosmond, Senior Project Manager, Office of Financial Management
Kathy is an employee of the Office of Financial Management, currently on loan to the Department of Personnel. She is the state’s project manager for the feasibility study to determine the changes to the payroll/personnel systems needed to support the Civil Service Reform Act of 2002. She also supports the newly formed Enterprise Strategies Committee (ESC). Eight agency directors sit on the ESC, formed to sponsor the coordinated improvement of the state’s financial and administrative policies, practices, and systems.
Kathy spent three years at the Department of Social and Health Services (DSHS), leading that agency’s Year 2000 Program Office and was an invited speaker to several regional and national Y2K conferences and symposia. Prior to DSHS, Kathy spent 17 years at the Department of Information Services, working in a variety of positions from entry level programmer/analyst to chief of staff for the Information Services Board.
Allen Schmidt, Chief Technical Architect and Development Manager, Office of Financial Management
Allen Schmidt is the Chief Technical Architect and a Development Manager for the Office of Financial Management, Statewide Financial Systems. In his Architect role, Allen is leading OFM’s effort to drive toward technology convergence and software reusability. As a development manager, Allen manages a developer pool that supports web application development of both budget and accounting applications.
Allen has been with OFM for 21 years and has held positions as manager of both applications systems and OFM data administration. Allen has extensive experience with OFM budget systems. He helped create OFM’s comprehensive budget system in the early 80’s.
Prior to OFM Allen was an application developer at the DNR and Western Library Network.
Phoebe Cameron, Project Manager for IT Strategic Plan in Sacramento, California, Gartner Inc.
Phoebe Cameron is the Project Manager for the City of Sacramento IT Strategic Plan. This project involves conducting interviews with internal and external stakeholders, synthesizing and presenting key findings, facilitating planning workshops, and preparing the strategic planning report. This planning process incorporates Balanced Scorecard methodology that will position the organization for development of its strategic measurement program. This planning process also included the development of an IT Governance framework that will improve the City’s IT decision-making process.
Project Manager for the California Health and Human Services Data Center (HHSDC) assisting in the facilitation of their strategic planning process. This planning process incorporates Balanced Scorecard methodology that will position the organization for development of its strategic measurement program.
Project Consultant for the City of San Diego IT Strategic Plan. This project involved conducting focus groups with internal and external stakeholders regarding governance and organizational structure. Ms. Cameron also facilitated leadership workshops to define the City’s IT Governance Structure and develop its IT organizational strategies.
Josetta Bull, Engagement Manager for IT Strategic Plan in Sacramento, California, Garnter Inc.
Joesetta Bull is the Engagement Manager for the City of Sacramento IT Strategic Plan. This project involves conducting interviews with internal and external stakeholders, synthesizing and presenting key findings, facilitating planning workshops, and preparing the strategic planning report. Ms. Bull was the CIO of the California State Employment Development Department. In this role, she provided technology leadership to one of the largest organizations in California State government. She led the development and implementation of business and technical strategic plans, governance structure, technical architecture plan, and a client server support model. She transitioned the IT organization to a multi-tier client server technical infrastructure to support legacy mainframe systems, NT Domain architecture, Internet, Intranet, Imaging, Electronic Data Interchange, messaging systems, e-government and call centers.
Thomas Bynum, Assistant Commissioner of the Information Technology Services Division, Department of Employment Security
Thomas Bynum is the Assistant Commissioner, Information Technology Services Division (ITSD) for the state of Washington Employment Security Department (ESD). As such, he is responsible for the agency's technology planning, maintenance and support of large mission critical applications and the guidance and oversight of the agency's technology. He is also the Chair of the Customer Advisory Board (CAB) for the state's Information Technology CIOs.
Prior to joining ESD in 1995, Thomas was an Information Technology Manager with the Office of Financial Management (OFM) where he managed the statewide financial computer systems. Prior to coming to the state in November 1991, Thomas was Systems Manager/Staff Consultant for The Williams Companies, a diversified Fortune 500 company with subsidiaries that include one of the country's largest interstate pipeline, three natural gas companies, the third largest telecommunications company, and other energy related entities. He is a retired Navy Captain from the U.S. Naval Reserve.
