A team of officers of Special Cell led by Inspector S.K. Giri and Inspr. Manoj Dixit under the supervision of Sh.Sanjeev Yadav, ACP/Special Cell, apprehended a rewarded criminal Sunil Gurjar @ Deewan, wanted in a sensational case of kidnapping in Khurja, U.P.

On 13.11.07, specific information was received that a rewarded criminal also wanted in a sensational case of kidnapping in Khurja, UP, would come at Under Pass Road, NH-24, Mayur Vihar, Phase-II, Delhi, to meet someone at about 8.00 pm. Accordingly, a team of officials of Special Cell headed by Insp. S.K. Giri and Inspr. Manoj Dixit along with the informer laid a trap at the aforesaid place and one Sunil Gurjar @ Deewan S/o Tilak Raj Singh R/o Village Azam Pur Garhi, Distt. Gautam Budh Nagar, U.P. was apprehended, at the instance of informer.

Accused Sunil Gurjar was subjected to interrogation. He revealed that on 8.10.2007, he along with his associates reached in the early hours of morning near the house of Dinesh Jindal and waited for him. At about 5.45 AM, when Dinesh Jindal came out from his house, he was kidnapped. A ransom of Rs.2 crores was made to his wife. Dinesh Jindal, however, managed to escape from their custody 5/6 days before Diwali when he was being kept in a cane field. A cash reward of reward of Rs.5000/- has been declared on the arrest of Sunil Gurjar by UP police. Later on, it was ascertained from the concerned police station that a case FIR No.330/07 dt. 08.10.07 Case Crime No.693/07 U/s 364 IPC of this effect has been registered at PS PS Khurja, UP. Since, Sunil Gurjar was involved in a cognizable offence, he was arrested U/s 41.1 (a) CrPC. His arrest has been effected at Special Cell office, Lodhi Colony, New Delhi. Further proceedings in the case are on.

DELHI TRAFFIC POLICE

India International Trade Fair, 2007 shall be organized at Pragati Maidan from 14th to 27th November, 2007. Like previous years, it would attract a large number of visitors from Delhi and neighbouring states, who converge at Pragati Maidan in various modes of transport. The geographical location of Pragati Maidan is such that it is surrounded by very important traffic corridors namely Mathura Road, Bhairon Road and Ring Road. In normal time, these traffic corridors carry the traffic more than 3 times the capacity of these roads and intersections. With the Trade Fair activities, these roads will witness additional vehicles, pedestrians etc.

RESTRICTIONS

Entry is restricted to only one lakh visitors daily.

Traffic Police has made elaborate arrangements for this event. This year again actions have been taken to streamline the movement of traffic and segregate the vehicular traffic and pedestrians/visitors:-

(i) Barricading with wire mesh all along Mathura Road , Bhairon Road and Purana Quila Road.

(ii) Installation of three portable pedestrian signals/regulation

at :-

(a)  ‘C’ Hexagon – Shahjahan Road

(b)  ‘C’ Hexagon – Tilak Marg

(c)  ‘C’ Hexagon – Rajpath opposite National Stadium.

(iii) In order to channelise movement of pedestrians over the “Foot Over Bridges” on Mathura Road, Iron pipes have been fixed to segregate the ascending & descending pedestrians.

(iv) Slip road from Mathura Road to Bhairon Road has been widened.

(v) Obstruction on the slip Road from Ring Road to Bhairon Road has been removed and movement of traffic from Ring Road to Bhairon Road and on Bhairon Road under 4TH Span of Railway Over Bridge has been smoothened.

(vi) Additional parking has been made available at Delhi Zoo, Mathura Road and Metro Station Pragati Maidan, on Mathura Road

(vii) Metro Rail service is now available upto Metro Station Pragati Maidan, Mathura Road.

PARK & RIDE FACILITY

Parking capacity around Pragati Maidan is very limited. We advise visitors not to bring their private cars. Instead, they should use public transport , Metro or avail “Park and Ride” facility, available from the following places:-

(a) “West Gate” of Jawaharlal Nehru Stadium

(b) Radial roads of India Gate

(c) Area behind Water Channel Rajpath near ‘C’ Hexagon

(d) Delhi Zoo, Mathura Road

(e) Velodrome Road

In order to avoid the hassle of parking around Pragati Maidan, we advise the motorists to park their vehicles at these sites and avail free Special Transport Service to and from Pragati Maidan. The transport service shall be dependable, reliable and will run at very short and regular intervals.

METRO & FREE SHUTTLE SERVICE

I.T.P.O. is providing free shuttle services between Metro Rafi Marg Kendriya Terminal and Pragati Maidan for visitors travelling by Metro Rail Service. Visitors from North, North-West, North-East and East Delhi are advised to avail Metro Rail facility upto Rafi Marg Kendriya Terminal.

Dwarka-I.P. Estate Metro Line has been made operational. People can reach direct to Gate No.10 of Pragati Maidan. They can board Metro from Connaught Place to Pragati Maidan.

PARKING PLACES

Limited parking is available at the following parking lots:-

(1)  Near Bhairon Mandir Opposite Gate No.2, Pragati Maidan

(2)  Bhairon Road near T.I./Tilak Marg office

(3)  N.S.C.I. Parking on Purana Quila Road

(4)  Inside National Stadium

(5)  Press Parking – N.S.C.I.(Purana Quila Road)

(6)  At Gate No.9 Appu Ghar

(7)  Metro Station – Pragati Maidan

(8-11) Radial Roads

RESTRICTIONS

Traffic arrangements shall concentrate on following strict enforcement:-

(i)  No vehicles shall be allowed to be parked on Mathura Road, Tilak Marg, Bhagwan Dass Road, Purana Quila Road, Bhairon Road, Shershah Road, Ring Road and ‘C’ Hexagon. The vehicles found parked on these roads shall be towed away besides being prosecuted and fined at the spot. Traffic Police has deployed sufficient number of cranes to tow away such obstructively and improperly parked vehicles.

(ii)  HGVs, LGVs shall not be permitted on above roads.

(iii) Pedestrians/visitors are requested to move/walk on footpaths and cross the road using Foot Over Bridges near Mathura Road- Purana Quila Road junction and Mathura Road – Bhagwan Dass Road junction.

A “Subway” is also available near D.T.C. terminal on Bhairon Road opposite Gate No.2. All visitors alighting from private cars or by D.T.C. buses should use subway and avoid walking on the roads.

(iv) Right turn from Mathura Road to Purana Quila Road will be prohibited and ‘U’ turn on Mathura Road will not be permitted.

TICKETS

In order to decongest Mathura Road, there will be no sale of tickets at counters on Mathura Road. The public is requested to buy their entry tickets in advance from Mother Dairy Booths, selected branches of Oriental Bank of Commerce. D.T.C. Depots, Bus Conductors of D.T.C. Mela Special Services and Metro Station. Entry of visitors to Pragati Maidan will be closed at 6.30P.M.

TAXI/AUTO STANDS

Taxi & Auto rickshaws have been provided “Halt and Go” at following places:-

-  Gate No.6, Pragati Maidan on Mathura Road

-  Near D.T.C. terminal Bhairon Road Opp. Gate No.2

RING RAIL SERVICE

In order to reduce the rush of traffic on roads, “Ring Rail Service” is also being popularized. Northern Railway has agreed to make Pragati Maidan Railway Station, stoppage for all Ring Rail services and EMUs.

Special EMU services will run in the evening from Tilak Bridge via Pragati Maidan to Nizamuddin and will have stoppage at Pragati Maidan.

SPECIAL BUS SERVICE

Delhi Transport Corporation will run “Trade Fair Special Buses” from various locations in Delhi and also neighbouring districts of other States like Ghaziabad, Faridabad, Gurgaon etc. Visitors coming from these states are requested to avail special D.T.C. bus service, which will also run feeder services for Jawaharlal Nehru Stadium & India Gate. A temporary D.T.C. terminal will function at Kasturba Gandhi Marg Radial Road at India Gate.

In addition, law & order, security and crime prevention arrangements are being made for the Trade Fair. There will be proper access control, uniformed deployment inside and outside Pragati Maidan for the prevention and detection of crime. Adequate Anti-Sabotage and Anti-Terrorist measures are being implemented at parking lots, entry gates and at important pavilions. Plain clothed special group patrolling and observation towers are being put to prevent chain snatching, pick pocketing, eve-teasing and molestation and also to keep watch on the activities of suspicious persons.

Delhi Police solicits the cooperation and assistance of visitors to Trade Fair, 2007 in ensuring proper traffic movement, pedestrian movement and in maintenance of law & order and peace in and around Pragati Maidan. Visitors are also requested to inform the nearest policeman in case they watch any suspicious persons or object lying anywhere in and around Pragati Maidan. *******
