*The below agenda largely includes the common core issues of HRDWG Medium Workplan, Annual Workplan, Independent Assessment, etc.

1.  Host of the plural HRDWG meeting (called technical meeting)

1.1 To discuss the overall comments by HRDWG economies and APEC Secretariat

HRDWG used to have two WG meetings per year before 2000 and it was decided to have only one meeting annually since 2001. Most of the WGs have two or more WG meetings per year now except only HRDWG and FWG Fisheries Working Group (1) and Marine Resource Conservation WG (1 or 2). But FWG and MRC cannot compare to HRD in term of importance, achievements and future task. In 2011, the MRCWG and the FWG jointly decided to merge and form the Ocean and Fisheries Working Group (OFWG). For such a huge WG like HRDWG, having only one WG meeting per year and lacking inter-sessional activities may not easy for itself to coordinate among members.

At the same time, there were some opinions as follows.

•  HRDWG members can have intensive discussion by efficiently utilizing one meeting.

•  To have plural meetings, it will cause burden for budget.

2.  Construction of HRD-PPP(Public Private Partnership) *[Appendix I: Guidelines]

During LS’s visit to 12 APEC economies (July 17th - September 25th, 2011) and inter-sessional discussion online since the 33rd HRDWG meeting, most of economies provided their agreement and support for HRD-PPP. To have better management, some economies provided meaningful suggestions and asked for further discussion as follows. An in-depth discussion on the below issues will be critical part for the future direction of HRD-PPP and it will especially contribute to the development of CBN.

*HRDWG’s TOR stipulates CBN’s objectives as follows: To promote human resource development by building organizational capacity in government/public, private and not-for-profit sectors in strengthening markets.

2.1 To discuss the overall comments by HRDWG economies

*If it is agreed that PPP could make a positive impact on the policy work of the HRDWG, then start small, make it a pilot project, evaluate results and discuss its future.Build it incrementally with the below items cleared.

-  The proposal on PPP needs further discussion on what is being sought.

•  What is the clear objective and goal?

•  What is the knowledge gap that PPP seeks to fill?

•  What is the clear role of PPP?

•  What is the specific merit of participating in the PPP?

•  How it will be managed?

•  What are the issues that it will address?

•  What is detailed guidance to select PPP?

•  How to fund additional PPP participants?

•  How to fund additional PPP participants?

-  PPP participants are not HRDWG members, so they will have limited to access to WG meetings.

-  Simply reflect that economies have an option to nominate candidates, with omittingall references to numbers coming from ministries, etc.

-  To invite stakeholders from a variety of sectors, including labour, it is important to keep in mind that organized labour has been seeking official recognition within the APEC community, much like business has received. Therefore, there has been some resistance to this in the past. Before moving ahead in this area it would be recommended that HRDWG understand the risks involved in this area.

3.  Construction of HRD-CSG (Communication Support Group) *[Appendix II: Guidelines]

3.1 To discuss the overall comments by HRDWG economies

* If it is agreed that CSG could make a positive impact on the communication of the HRDWG, then the below items should be cleared.

The proposal on CSG needs further discussion on what is being sought.

•  How creating a committee/post office of 42 people will facilitate smootherand better communication?

4.  Colombia's Request for Three-Year Guest Status in HRDWG

On August 2, 2011, our HRDWG members were invited to decide on the Colombia’s request according to the APEC Guidelines on Managing Cooperation with Non-members approved in APEC Ministerial Meeting in Yokohama last November.

No consensus was reached among our members by the set deadline, because some of our members suggested that the HRDWG should have a discussion on this issue and see if Colombia meets the criteria for participating in HRDWG before we approve its guest status during the 34th HRDWG meeting.

5.  CBN’s Future Direction

In 2012, the CBN will continue to focus on strengthening institutional capacities, e.g.the managerial and professional/technical skills development,for both government/public, private and not-for-profit sectors whose needs and concerns are changing in the advent of regional economic integration and trade and investment liberalization.

[APPENDIX I]

Guideline for the establishment of HRD-PPP (Draft as of Nov 24)

-  Public Private Partnership[2]-

1.  The Background of HRD-PPP

-  At the APEC SCE-COW meeting in Washington D.C. (March, 2011), HRDWG LS mentioned that APEC HRDWG would like to invite more stakeholders such as business and academy sectors to follow the recommendation of SCE, ABAC, and AELM (APEC Economic Leaders Meeting). The recommendation encourages HRDWG to invite more stakeholders from schools, universities and training centers/research institutions, companies related to education and labor etc. SCE-COW members strongly supported the HRDWG’s role as a bridge between APEC and General Audiences such as students and labor people. If the academy and business sectors work well altogether under collaboration, it would be possible to make a synergy effect for both HRDWG and APEC as a whole. Also, the HRDWG can get more chances to have more endorsed projects by BMC and high supportof the HRD-PPP.

-  HRDWG member economies strongly cooperated to have inter-session discussion (Eamil /TC) on Medium / Annual Workplan and Independent Assessment. Furthermore, to have face to face meeting and get more supportfor HRD-PPP during HRDWG LS’s visit to 12 economies (July 17-Sep 25) todiscuss various issues including HRD-PPP.

2.  Definition of HRD-PPP

To build a relationship in HRDWG to work with;

-  Government,

-  Private sector (industry bodies/ individual companies, research &academic institutions, NGOs related to education and labor)

※  E.g. schools, universities, training centers, and research institutions, e-learning center, language institute, textbook and publishing company etc.

3.  Necessity of HRD-PPP

-  To cooperate with business and academy sectors for research and economic growth

-  To enhance internal capacity of HRDWG and to work with the other APEC Fora and working groups

-  To follow the recommendation of ABAC, and AELM (APEC Economic Leaders Meeting) for public private partnership (PPP)

-  To increase the number of projects in HRDWG and promote the internal quality & quantity

-  To promote the practical development in APEC with HRDWG features as a cross- cutting group

4.  Composition of HRD-PPP

-  Education Ministry of each economy will nominate 2-5 private sector (research & academic Institutions to education) and 2-5 private sector (industry bodies/ individual companies related to education)

-  Labor Ministry of each economy will nominate 2-5 private sector (research & academic Institutions, related to labor) and 2-5 private sector (industry bodies/ individual companies related to labor)

※ Recommendation:

• At the initial stages, it is good to recruit a minority of business and academy sectors which can join by considering the 7-year experience of ALCoB-EC (APEC Learning Community Builders Entrepreneur Committee) which is one of the Korea’s APEC projects.

• Business and academy sectors are required to follow guidelines provided by their own government and APEC HRDWG. In addition, they will join HRDWG activity and the meeting with their own self-fund.

-  Each government can ask ABAC to nominate the trustful private sector.

-  On a voluntary basis, no engagement would be fine.

5.  Role of HRD-PPP in the 34th HRDWG (Moscow, 2012)

-  To have ‘Thematic dialogue & Round table discussion with government and private sector (industry bodies/ individual companies, research and academic Institutions, and NGOs).

※  Thematic dialogue: Best practices of HRD-PPP from each economy will be presented.

e.g. 1. Korea: APEC Learning Community Builders

2. China: APEC Skill Development Promotion Center

3. Chinese Taipei: APEC Digital Opportunity Center, etc.

4. Philippines: League of Corporate Foundation

※  Round table discussion: Joint projects with other APEC Fora as follows.

[APPENDIX II]

Guideline for the Establishment of HRD-CSG (Draft as of Dec 1)

-  Communication Support Group -

1.  The Background of the HRD-CSG

-  In APEC, much effort has been made to enhance communication strategies for smoother communication among the member economies. Likewise, APEC HRDWG tries to systemically manage the ways to communicate with member economies for stronger cooperation and fruitful

outcomes as a cross-cutting group in APEC. As we’ve well known, thecontact list circulated by HRDWG is sometimes not always correct because the positions of contact persons are frequently changed without notice. Due to this problem, some economies have difficulties to answer to emails sent through APEC Secretariat because they even could

not fully aware of who is the right person to answer them. To solve this matter and improve the management and strategy of communication HRDWG, HRD-CSG was first suggested in HRDWG Medium Workplan in the 33rd HRDWG meeting in Washington D.C.

-  HRD-CSG is scheduled to be implemented based on inter-session discussion among HRDWG members by email/ teleconference and face to face meeting with 12 economies (July 17-Sep 25) to discuss various

issues including HRD-CSG on a voluntary basis (Endorsed).

-  HRD-CSG was reported to SCE meeting during HRDWG LS’s participation in SOM III and the other related meetings in San Francisco. The concept of HRD-CSG is as follows.
