BOARD OF EDUCATION

May 25, 2016

The Braxton County Board of Education met on Wednesday, May 25, 2016, at 9 a.m. at the

Board office. The following members were present:

Kathy Parker, President – Via phone

Dave Hoover, Vice President - Absent

Elizabeth Stewart

There was a budget work session followed by a public hearing. There were no comments.

Jimmy Huffman called the meeting to order at 9:30 a.m.

Jimmy Huffman offered a non-denominational prayer.

There were no delegations or public concerns.

Van Carr moved and Elizabeth Stewart seconded to approve fundraisers for Davis

Elementary, BCMS and BCHS.

Vote: 4-0. Motion carried.

Kathy Parker moved and Van Carr seconded to adopt the Preliminary Operating Budget for

2016-17 school year.

Vote: 4-0. Motion carried.

Elizabeth Stewart moved and Van Carr seconded to approve the review of the Textbook

Budget for 2016-17 school year.

Vote: 4-0. Motion carried.

Kathy Parker moved and Elizabeth Stewart seconded to approve the Title I Parent

Involvement Policy for the 2016-17 school year.

Vote: 4-0. Motion carried.

Van Carr moved and Kathy Parker seconded to approve a Volunteer Coach with a Cross

Country Track Team at BCMS for the 2016-17 school year.

Vote: 4-0. Motion carried.

Kathy Parker moved and Elizabeth Stewart seconded to approve the Eagles Experience

Curriculum.

Vote: 3-1 (Jimmy Huffman against). Motion carried.

Elizabeth Stewart moved and Van Carr seconded to approve the Head Start 2015-16 Self-

Assessment.

Vote: 4-0. Motion carried.

Kathy Parker moved and Elizabeth Stewart seconded to approve the Copy Paper Bid from

Veritiv for $23.60 per case for the 2016-17 school year.

Vote: 4-0. Motion carried.

Van Carr moved and Kathy Parker seconded to approve the Teacher-In-Residence

Programs with the following schools: Alderson Broaddus University, Fairmont State

University, WV Wesleyan College, Marshall University, Bluefield State College, Glenville

State College and WVU.

Vote: 4-0. Motion carried.

Van Carr moved and Elizabeth Stewart seconded to approve the 261 Day Calendar for 2016-

17 school year.

Elizabeth Stewart moved to convene into executive session under 6-9A-4 (2)(A) for

personnel, student and legal matters. Van Carr seconded the motion.

Vote: 3-0

The Board convened into executive session 10:35 a.m.

Van Carr moved to reconvene into regular session. Elizabeth Stewart seconded the motion. Vote: 4-0

The board reconvened into regular session at 11:04 a.m.

Van Carr moved and Kathy Parker seconded to approve the expulsion of Student #1516-11

for 365 days.

Vote: 4-0. Motion carried.

Kathy Parker moved and Elizabeth Stewart seconded to approve the Consent Agenda items

(Approval of April 27, 2016 Meeting Minutes, payment of bills, Budget Transfers and

Supplements, Transportation Requests and Reports, request to attend Braxton County Schools

from Gilmer County Schools for the 2016-17 school year).

Vote: 4-0. Motion carried.

Elizabeth Stewart moved and Van Carr seconded to approve the following Employment/

Reassignments – Professional:

1. Rebecca DeNuzzo – from 1st Grade Teacher Flatwoods Elementary to 1st Grade Teacher at

Little Birch Elementary effective the beginning of the 2016-17 school year

2. Cassie Squires – from K/1 Split Teacher to 1/2 Split Teacher at Sutton Elementary effective

The beginning of the 2016-17 school year

3. Cara Foster – from Title I Teacher (Itinerant) Sutton Elementary to Title I Teacher

(Itinerant) at Davis Elementary effective the beginning of the 2016-17 school year

4. Cathy Singleton – from Data Coach at Davis Elementary to Math Teacher at BCHS effective

the beginning of the 2016-17 school year

5. Rebecca DeNuzzo – LD/BD/MI/AU Extended Year Teacher effective approximately June 13

to July 22, 2016

6. Melissa Duckworth – Elementary Summer Community Literacy Specialist

7. Trisha Gregory – Elementary Summer Community Literacy Specialist

Van Carr moved and Kathy Parker seconded to approve the following rescission of

transfers for 2016-17 school year – Professional:

1. William Hamilton – LD/BD/MI/AU Teacher BCHS

2. Tammy Dobbins-Wolfe – LD/BD/MI/AU Teacher BCHS

3. Nancy Long – LD/BD/MI/AU BCHS

4. Amber Lunceford – LD/BD/MI/AU BCMS

Kathy Parker moved and Elizabeth Stewart seconded to approve the following rescission

of termination of contract for the 2016-17 school year – Professional:

Dawn Jo Ward – LD/BD/MI/AU Teacher at Davis Elementary.

Elizabeth Stewart moved and Kathy Parker seconded to approve the following Mutual

Consents for the 2016-17 school year:

1. Jennifer Knowles – from 1st Grade Teacher to 4th Grade Teacher at Little Birch Elementary

2. John B. Schiefer – from 2nd Grade Teacher to Physical Education Teacher at Sutton

Elementary

3. Jessica Rose – from 4th Grade Teacher to 6th Grade Teacher at Sutton Elementary

4. Amy Wills – from 6th Grade Teacher to 2nd Grade Teacher at Sutton Elementary

Van Carr moved and Elizabeth Stewart seconded the following termination of Substitute

Aide contract who has worked less than 50% of 2015-16 school year effective May 26, 2016:

Elizabeth Stewart moved and Jimmy Huffman seconded to approve the following

termination of Substitute Secretary contract who has worked less than 50% of 2015-16 school

year:

Megan Cook

Vote 4-0. Motion carried.

Kathy Parker moved and Van Carr seconded to approve the following termination of

Substitute Cook contract who has worked less than 50% of 2015-16 school term:

of Absence extension until June 2, 2016:

Extracurricular assignments for the 2016-17 sport season:

1. Jamie Oates – Unpaid Football Assistant Coach at BCHS

2. Shane Oney – Unpaid Football Assistant Coach at BCHS

3. James McNemar – Half-time Assistant Football Coach at BCHS

4. Kenneth Young – Assistant Wrestling Coach at BCHS

Kathy Parker moved and Van Carr seconded the following ratification of position:

Tim Via – Resignation as Principal at Davis Elementary to accept position of Director

of Student Affairs and Attendance effective May 25, 2016.

Vote: 4-0. Motion carried.

Superintendent David Dilly reported that the Prom was well attended with over 300 students

enjoying the evening. He also said that Graduation went really well and that there had been

many compliments on its success.

The Head Start Report and Training was discussed.

Kathy Parker moved and Van Carr seconded to adjourn.

Vote: 4-0. Motion carried.

The meeting adjourned at 11:22 a.m.

The next regular meeting of the Braxton County Board of Education will be held at 5:00

p.m. on Wednesday, June 8, 2016 at 98 Carter Braxton Drive, Sutton.
