SCHOOL BASED SERVICES BENEFIT AUDIT GUIDE and PAYMENTS

The Wisconsin Department of Health Services (DHS) has posted the 2014-15 audit program for School Based Services on the State Single Audit Guidelines website. The link to the State Single Audit Guidelines main page for 2014 is http://www.doa.state.wi.us/Divisions/Budget-and-Finance/Financial-Reporting/State-Controllers-Office-State-Single-Audit-Guidelines/State-Controllers-Office-State-Single-Audit-Guidelines-2014/. DHS has also posted the list of payments made between July 1, 2014 and June 30, 2015 for the SBS program on the State Single Audit Guidelines website. This list of payments should be used when determining the amount of funding paid to the districts. This information also serves as a confirmation of the departments (DHS) payments to school districts for the program.

WRS GASB STATEMENT # 68 NOTES and SCHEDULES

ETF is in the process of preparing several notes and schedules for employers to use in their financial statements. The GASB Statement # 68 Notes and Schedules will be provided on their employer website. The link will be available on the Online Network for Employers webpage at http://etfonline.wi.gov/etf/internet/employer/one.html. ETF will have the GASB Statement link under the “Other Resources” heading. The information should be available around the end of July or early August.

OMB COMPLIANCE SUPPLEMENT

The June, 2015 OMB Compliance Supplement is now available at https://www.whitehouse.gov/omb/circulars/a133_compliance_supplement_2015.

This Supplement is effective for audits of fiscal years beginning after June 30, 2014 and supersedes the OMB Circular A-133 Compliance Supplement dated March 2014.

TAX EXEMPT COMPUTER AID

DPI has not received the tax exempt computer information from the Wisconsin Department of Revenue. The amounts from DOR will be included in the "On Record at DPI" listing in the School Financial Services Portal and at http://sfs.dpi.wi.gov/sfs_pay_aid_info when available. This amount must be recorded as a receivable (Due from State--715500) with a corresponding revenue (Source 691) in Fund 10 in the fiscal year ended June 30, 2015.
