Association of North Carolina Boards of Health (ANCBH) Vaughn Upshaw Scholarship in Public Health Leadership

Purpose: To recognize a resident of North Carolina who like Dr. Vaughn Upshaw demonstrates leadership in public health.

One-year scholarship of $1,000 will be available for graduate studentsin the Public Health Leadership Program in the School ofPublic Health beginning in the 2008-2009 academicyear.

History:The award is named for Vaughn Upshaw (MPH’85, EdD ’97, DrPH ’99), a faculty member in the UNC School of Government, and formerly a faculty member in the UNC Gillings School of Global Public Health. Dr Upshaw was instrumental in the development of the Public Health Leadership Program (PHLP). She helped to focus the PHLP mission on the important needs of educating public health practitioners in local health departments and the important role of local boards of health. The PHLP has demonstrated its focus on this mission though the growth and documented quality of its very successful Masters of Public Health degree program over the years resulting in many graduates of the program who are employed by local public health departments throughout North Carolina. Along with Carl Durham and John House, Dr. Upshaw was a driving force in both founding and the continued success of ANCBH. Additionally, she and Ned Baker were the co-founders of the National Association of Local Boards of Health (NALBOH).

Eligibility: All admitted students in the Public Health Leadership Program are eligible to apply.

Selection Criteria: Selection will be based on the applicant's demonstrated commitment to leadership in public health, with preference given to students who are residents of North Carolina. All nominees are to have the endorsement of the Director of their respective concentration(Leadership, HC&P, OHN). Awardees are selected after review by a committee including Vaughn Upshaw, the Director of the Public Health Leadership Program and one other faculty or staff member from the Public Health Leadership Program. Disbursement shall be at the discretion of the Director of the Public Health Leadership Program.
