Dear FOI Officer:
This is a Freedom of Information request for any and all rules related to parking at the Charlevoix Airport including dates of approval by the Airport Manager and any other approvals that were necessary to impose these rules on the Beaver Island resident and passengers to Beaver Island. Specifically included in this FOIA request is any and all attempts to notify Beaver Island residents and passengers to Beaver Island of a change in airport policy that required a name to be placed on the parking permit.
Please also consider this a request for subscription to any all rules, regulations, and policy changes related to Beaver Island passengers.
This request is being made because some Beaver Island residents have paid for their parking permits in good faith, but have been ticketed because the name was not on the permit. If the City of Charlevoix wanted the name on the permit, then the name on the permit should have been placed there by the agent of the City of Charlevoix. The legality of fining a person for violation of this policy seems unconscionable and illegal. Beaver Island residents deserve better than this.
On March 23, 2011, Beaver Island News on the ‘Net specifically requested a list of all fees for the residents and visitors to Beaver Island by the airport for the City of Charlevoix. To this date, not one piece of information has been received. I would also note that no notice has been placed in the Northern Islander or the Beaver Beacon to notify anyone on Beaver Island.
Any and all fees and fines should be refunded immediately and all tickets removed from vehicles that have paid for their parking prior to the new rule.
I will expect a response to the FOIA request within the required period of time.
