Dear Student,

We are pleased to invite you to apply as a Capital District Delegate for the 25th

Angelo Del Toro Puerto Rican/Hispanic Youth Leadership Institute (PR/HYLI). New York State Assemblyman Del Toro, who was of Puerto Rican descent, said to students in 1991 that the most promising future leaders are students like you who “can influence how the government and how society goes on. And that is very important.”

Joelitza M. Santiago Diaz, who graduated from Watervliet Jr./Sr. High School in June 2014 and was a recipient of an Angelo del Toro Scholarship stated, “Everyone has a voice, but rarely do we stand up for what we believe in. PRHYLI taught me that you would always stand up for what you believe in. One sentence can make a change, and help us all Latinos come together.”

Another student, Alan Cazarin, a 2014 graduate of Columbia High School and the recipient of the Capital District PR/HYLI Outstanding Student Delegate Award stated: “It is a great program for Latinos/Hispanics like myself, where we can all come together and make a change in the world we live in.”

Students who are accepted to the Institute attend training sessions in the Capital Region from January to March to learn about leadership and the legislative process in New York State. These sessions culminate in a weekend Institute from March 21-23, 2015. Two hundred students from across New York State will come together in Albany and stay at a local hotel. Seniors have an opportunity to submit an essay for scholarships and the winners are announced during the Student Delegate Recognition Dinner.

In the course of an interview, late Assemblyman Angelo Del Toro stated the following:

“The United States Constitution in the 14th Amendment says, no state shall discriminate or deny equal protection of the laws, or the due process of laws, or the due process of laws against any person within their jurisdiction. It doesn’t say to any citizen, says any person. So that means that if a program is available to citizens of New York State, it’s got to be available for anybody. So, if you educate children, you can’t discriminate and not educate people who come here from other countries....”
