Job Purpose / To ensure service charges are introduced and implemented and are maintained in accordance with legislation, contractual arrangements, best practice and Council policies and procedures. To administer the systems required to manage this work and assist in the monitoring of service charge budgets. To provide timely service charge information to all relevant departments and monitor individual service charge accounts.
Key Responsibilities
Day-to-Day duties
1.Initial estimation, calculation administration and accounting of service charge costs to all residents (of all tenures including general needs, supported housing and leasehold) are appropriate paying due regard to legislation, contractual arrangements, best practice and Council policies and proceduresTo promote direct debit as the preferred method of payment
2.To annually update and prepare service charges and notify customers of the charges.
3.In so far is possible ensure that service charges levied to residents adequately cover the cost of provision of services.
4.For new schemes agree the level of service charges to be levied with the Housing andHealth department at the earliest stage possible.
5.To work with the Business Support team to ensure that new and existing properties are correctly coded on the Councils property database to ensure that the correct service charge is levied and can be accurately calculated.
6.Identify improvements or alterations to existing charges including the procuring of alternative services.
7.Check and work with the relevant departments to ensure that service charge expenditure is properly apportioned on a weekly basis.
8.Monitor costs incurred against budgets and report significant variations.
9.Monitor individual service charge and leaseholder accounts
10.In conjunction with budget holders ensure appropriate information is
provided to residents on the cost of providing services for which they
are charged.
11.To respond to a challenging political, social and economic climate and to support the Income Maximisation Coordinator in preparing for change. E.g. risk assessments for significant HB and welfare reform
12. Assist the Councils legal services in the preparation of legal
paperwork for tribunals and to attend Leasehold valuation tribunals
as required.
13. To ensure that changes for future cyclical and major maintenance
are properly accounted for in the charges to leaseholders.
14. Actively engage with internal and external stakeholders to deliver a
high standard service. Work with dedicated resident groups to
ensure service charge review notices and annual service charge
statements are both and accurate and clear and can be understood
by all residents
15.Take ownership and responsibility for any service charge related
complaints and or queries from residents, Councilor and MP
enquires are dealt with in required timescale ensuring that they are
dealt with promptly and in a positive professional manner paying
particular reference to current service charge legislation and
reading and interpreting legal documentation to facilitate the
accuracy of responses
16.To keep up to date with changes in legislation regarding service
charges to ensure that Council policies and procedures complies
with the law and to make recommendations of any changes that
arerequired and to implement these changes.
17.To be aware of data protection and confidentiality inline with
Tamworth Borough Council’s policies and procedures.
  1. To ensure that services are delivered in a way that are accessible
    and to assess and monitor the delivery services against the
    requirements of the Corporate and Service equalities plan.

19.To participate in cross departmental activities including
benchmarking activities concerning income collection.
20.To develop and improve services including making best use of IT
resources. Update statistical data and performance monitoring
information.
  1. To undertake such training as may be deemed necessary by the
    Tenancy Sustainment Manger.

22. To undertake all corporate requirements on health and safety,
equalopportunities, data protection, risk management and financial
regulations.
23.To undertake any other reasonable duties commensurate with the
grade and general nature of the post.
