1.Purpose of Document

The purpose of this document is to capture the requirements and design specification for a SaMC Charge Code in one document.

2.Introduction

2.1Background

Under MRTU the hour ahead market and Real-Time pre-dispatch process is combined/simplified into the Hour Ahead Scheduling Process (HASP). Up to T-75 minutes before the start of the Operating Hour, Scheduling Coordinators (SCs) will submit Energy and Ancillary Service (A/S) Bids as well as Self-Schedules for supply resources and imports. Based upon the ISO’s forecasts, HASP will resolve Congestion and Energy imbalances and procure any incremental A/S that may be needed as a result of changes that occurred after the close the Day Ahead Market (DAM). Hourly Energy and A/S awards for pre-dispatched resources are published no later than T-60 minutes before the operating hour. HASP Settlements are applied to import/export schedule changes and A/S imports. Suppliers of awarded A/S in HASP are paid the Ancillary Service Marginal Price under HASP A/S Settlement. Because A/S capacity imports and Energy schedules compete for transmission capacity over the interties, suppliers of awarded A/S capacity imports in HASP will also be charged the Marginal Cost of Congestion based upon the applicable Shadow Price of the Congested intertie. Additionally, Energy does not provide counter-flow for A/S when the demands for transmission capacity are in opposite directions, likewise, A/S does not provide counter-flow for Energy when the demands for transmission capacity are in opposite directions.

2.2Description

This Charge Code applies to Non-Dynamic System Resources for Award and non-contract eligible QSP Non-Spinning Reserve import capacity whenever Congestion is present over the associated intertie constraint on an hourly basis at the resource level. The Settlement Amount is the product of (a) the incremental HASP Non-Spinning Reserve import capacity quantity and (b) the negative of simple average of the 15-minute (Ancillary Service interval) Shadow Prices in the relevant Trading Hour. A congestion hedge (or no congestion charge) applies to TOR/ETC contract usage for the portion of QSP which falls under the remaining entitlement capacity of those particular contracts. For the QSP beyond the entitlement, congestion charges shall be applied.

3.Charge Code Requirements

4.0 / The formulas adopt the convention that payments made by CAISO to BAs will be negative, while payments received by CAISO from BAs will be positive.
